Due to the illegal actions by officials of the DOT Defense Procurement Agency and the Ministry of Defense, we cannot conclude 4 contracts for 4 won lots as part of the "competitive purchases" for fiber-optic drones.
We demand the cancellation of this absolutely illegal procedure and a transition to open and transparent tenders!
The "competitive purchases" conducted by the DOT Defense Procurement Agency and the Ministry of Defense do not have a single regulatory legal act to support them and were illegal from the start.
All further actions with this "tender" are the fruits of a poisonous tree.
Due to the illegality of the procedure and the incompetence of the DOT Defense Procurement Agency and officials of the Ministry of defense, our company cannot deliver 31,000 fiber-optic drones on time!
In total, this "procedure" has blocked the supply of 677,000 radio and fiber-optic communications drones.
Hundreds of thousands of drones cannot be delivered to the front!
Our position on "competitive procurement" remains unchanged! This procedure cannot be considered a "technical and qualitative tender" or even a "tender" in any form. An e-mail survey among a limited number of manufacturers cannot be called a "tender" — without a public announcement, an electronic auction, and a transparent determination of the winner. These purchases were completely illegal from the very beginning and create complete legal uncertainty. This process is not transparent and undermines confidence in defense procurement in general.
We work comprehensively to defend our position: lawsuits, complaints, and constant consultations with international partners, including representatives of the European Commission. There are already reactions from anti-corruption institutions that indicate the presence of real risks in this "procedure". We call for the immediate abolition of the "competitive procurement" procedure in the current format and the transition to a truly transparent and fair procedure for all market players.
In the meantime, these lots are the fruits of a poisonous tree that destroys justice and transparency in the entire market. Those officials guilty of creating this complete collapse and total chaos in the purchase of drones will definitely suffer the punishment they deserve. It is their actions that provoke a huge shortage of drones at the front and pose a direct threat to Ukraine's defense capability.

The metro and funicular services in Kyiv have been suspended.
