🚨UFOs or 'Mystery drones' over South China Sea

What are your thoughts on this? 9 lights visible in video, then it becomes 12 lights in formation, the closest object disappears, then 3 more objects reappear on the outside of the formation. Filmed at 39,000ft over the South China Sea, lights then slowly vanish.

Mufon have suggested it could possibly be flares, but look at the light orientation and formation.
