Do you really think the CIA controls that many planes over the US? Or does the DOD/USAF fit the bill better?

The CIA deals in data - they aren’t controlling the weather over one of the largest continents (one of which they aren’t even supposed to operate) on earth

No - they simply step in and take ownership to make themselves look cooler than they are and drive attention away from whom are doing it

Again, they are never ever going to mention the ionospheric heaters and their “radar stations” that beam up frequencies to INTERACT with the chemicals they spray
