According to The Wall Street Journal, the official purpose of Ratcliffe’s unexpected visit has still not been disclosed. However, U.S. intelligence has reportedly obtained information indicating that Russia may be preparing for a new mobilization and considering actions designed to test NATO’s resilience. A former senior U.S. intelligence official suggested that Ratcliffe may have personally delivered a blunt message to Putin: “We know what you’re planning. You’d better not do it.” Ratcliffe spent approximately four hours in Moscow, while the U.S. Air Force C-17 Globemaster that brought him to the Russian capital has already departed Vnukovo Airport.
