⚫️ Evacuate civilian populations out of crisis or conflict zones

⚫️ Manage a large number of casualties and maintain stocks of medicines, medical equipment, and blood

⚫️ Ensure access to water, food, and energy despite a prolonged crisis

⚫️ Maintain communications and essential services

⚫️ Simultaneously move civilian populations and military forces on constrained transportation networks

⚫️ Ensure government continuity, with chain of command, succession plans, and protected crisis centers

The major categories of resilience already existed previously. The novelty, confirmed by NATO, is the public publication of these basic requirements for the first time.

MASSIVE BLACKOUT PLUNGES PARTS OF BUENOS AIRES INTO DARKNESS

Something knocked out power to nearly 600,000 customers across one of South America’s largest metropolitan areas Saturday night.

Huge sections of Buenos Aires suddenly went dark, knocking out streetlights and traffic signals and leaving entire buildings without electricity.

At its peak, roughly 519,000 Edenor customers and more than 77,000 Edesur customers were affected.

Firefighters were called to help people trapped in elevators as the outage spread across the city.

Power has since been restored to most customers, but what caused such a massive outage remains unclear.
