Threat fixation is super common with undertrained civilians, they see the gun as the threat and not the individual. So he zipped one reflexively where he was looking (the gun).
But thats very much mondaymorning quarterbacking and the american civilian shooter pipeline doesnt focus on lethal effect on humans. But at that distance if he was slightly better trained he would be less likely to fixate on the gun.
