The possibility of establishing U.S. military bases or deploying troops in Venezuela is also part of the questions surrounding the scope of the agreement. However, a senior State Department official assured the media that there are currently no discussions on that topic, and that any decision is "very far off."

Washington plans to expand its security cooperation with Caracas, despite infrastructure challenges and nearly a decade without operational ties between the two militaries. The U.S. Embassy in Caracas, recently reopened after seven years, has a military attaché and a small contingent of Marines.
