28 more tested positive for the novel coronavirus in Kerala on Monday, said Chief Minister Pinarayi Vijayan. With this, the total number of infected in the state has risen to 91. The breakdown of today's figures includes 19 from Kasargode, 5 in Kannur, 2 in Ernakulam and 1 in Pathanamthitta. 25 of those who tested positive had recently returned from Dubai.
Currently 64320 are under surveillance in the state with 63937 under isolation in homes and 383 in hospitals. 122 people were admitted to hospitals today. One patient in Kannur has recovered from the virus and has returned home.

സംസ്ഥാനത്ത് കോവിഡ് 19 വ്യാപനത്തിന്റെ പശ്ചാത്തലത്തില് ട്രാന്സ്ജെന്ഡര് വിഭാഗത്തില്പ്പെട്ട വ്യക്തികള്ക്ക് ആരോഗ്യ സാമൂഹ്യ സുരക്ഷ ഒരുക്കുന്നതിന്റെ ഭാഗമായി സപ്ലെകോ മുഖേന വിവിധ ജില്ലകളിലായി 1000 പേര്ക്ക് ഭക്ഷ്യ ധാന്യങ്ങള് അടങ്ങിയ കിറ്റ് വിതരണം ചെയ്യാന് തീരുമാനിച്ചതായി ആരോഗ്യ സാമൂഹ്യനീതി വകുപ്പ് മന്ത്രി കെ.കെ. ശൈലജ ടീച്ചര് അറിയിച്ചു. അടിസ്ഥാന ആവശ്യങ്ങള് നിറവേറ്റുന്നതിന് നിരവധി പ്രതിസന്ധികളിലൂടെ ഇവര് കടന്നു പോകുന്ന സാഹചര്യം മനസിലാക്കിയാണ് ഈ തീരുമാനമെടുത്തത്. ഐ.ഡി. കാര്ഡ് ഉള്ളവര്, സ്ക്രീനിംഗ് കഴിഞ്ഞവര്, അപേക്ഷ നല്കിയവര് എന്നിവര്ക്കാണ് കിറ്റ് നല്കുന്നത്. അതതു ജില്ലാ സാമൂഹ്യ നീതി ഓഫീസര് മുഖേന ആയിരിക്കും ഭക്ഷ്യധാന്യ കിറ്റിന്റെ വിതരണം നടത്തുക. സംസ്ഥാനത്ത് നിലവിലുള്ള ജാഗ്രതാ നിര്ദേശം പാലിച്ചുകൊണ്ടായിരിക്കും ഭക്ഷ്യധാന്യങ്ങള് അടങ്ങിയ കിറ്റ് വിതരണം നടത്തുകയെന്നും മന്ത്രി വ്യക്തമാക്കി.
5 കിലോഗ്രാം ഗുണമേന്മയുളള അരി, 1 കിലോഗ്രാം ചെറുപയര്, 500 എം.എല്. വെളിച്ചെണ്ണ, 1 കിലോഗ്രാം പഞ്ചസാര, 1 കിലോഗ്രാം ആട്ട, 500 ഗ്രാം തേയിലപ്പൊടി എന്നിവയാണ് ഒരു കിറ്റില് ഉള്പ്പെടുത്തുന്ന ഭക്ഷ്യ വസ്തുക്കള്.

കോവിഡ് 19 ബാധയുടെ പശ്ചാത്തലത്തില് പോലീസ് ആസ്ഥാനത്ത് സ്റ്റേറ്റ് പോലീസ് കോവിഡ് കണ്ട്രോള് റൂം ആരംഭിച്ചു. എസ്.സി.ആര്.ബി എ.ഡി.ജി.പി സുദേഷ് കുമാറിന്റെ നേതൃത്വത്തിലാണ് കണ്ട്രോള് റൂം 24 മണിക്കൂറും പ്രവര്ത്തിക്കുന്നത്. ഒരു ഡിവൈ.എസ്.പി, രണ്ട് ഇന്സ്പെക്ടര്, മൂന്ന് സബ്ബ് ഇന്സ്പെക്ടര്, എ.എസ്.ഐ, സീനിയര് സിവില് പോലീസ് ഓഫീസര്, സിവില് പോലീസ് ഓഫീസര് റാങ്കിലുള്ള 18 പേര് എന്നിവര് അടങ്ങുന്നതാണ് കണ്ട്രോള് റൂം.
എല്ലാ ജില്ലകളിലെയും പോലീസ് കോവിഡ് കണ്ട്രോള് റൂമുമായി ബന്ധപ്പെട്ട് പ്രവര്ത്തനങ്ങള് ഏകോപിപ്പിക്കുകയാണ് കണ്ട്രോള് റൂമിന്റെ ചുമതല. കോവിഡ് ബാധയുമായി ബന്ധപ്പെട്ട് ജനങ്ങള് നേരിടുന്ന പ്രശ്നങ്ങളും സര്ക്കാര് നിര്ദ്ദേശങ്ങളുടെ ലംഘനവും 9497900121, 9497900112 എന്നീ നമ്പറുകളില് കണ്ട്രോള് റൂമിനെ അറിയിക്കാവുന്നതാണ്.

ഇന്ന് കേരളത്തില് 14 പേര്ക്ക് കോവിഡ് 19 സ്ഥിരികരിച്ചതായി മുഖ്യമന്ത്രി പിണറായി വിജയന്. കാസറഗോഡ് 6, കോഴിക്കോട് 3, മലപ്പുറം 1, പാലക്കാട് 1, കോട്ടയം 1, എറണാകുളം 1, ആലപ്പുഴ 1 എന്നിങ്ങനേയാണ് രോഗം സ്ഥിരീകരിച്ചത്. ഇതോടെ കേരളത്തില് 109 പേര്ക്കാണ് ഇതുവരെ രോഗബാധ സ്ഥിരീകരിച്ചത്. അതില് 3 പേര് ആദ്യഘട്ടത്തില് രോഗമുക്തി നേടിയിരുന്നു. കൂടാതെ കണ്ണൂര് ജില്ലയില് ചികിത്സയില് ആയിരുന്ന ഒരാളെ ഡിസ്ചാര്ജ് ചെയ്തു. ഇതോടെ നിലവില് 105 പേരാണ് രോഗം സ്ഥിരീകരിച്ച് വിവിധ ആശുപത്രികളില് ചികിത്സയിലുള്ളത്.
186 ലോക രാജ്യങ്ങളില് കോവിഡ് 19 പടര്ന്നു പിടിച്ച സാഹചര്യത്തിലും കേരളത്തില് രോഗം സ്ഥിരീകരിച്ച സാഹചര്യത്തിലും സംസ്ഥാനത്തെ വിവിധ ജില്ലകളിലായി 72,460 പേര് നിരീക്ഷണത്തിലാണ്. ഇവരില് 71,994 പേര് വീടുകളിലും 466 പേര് ആശുപത്രികളിലും നിരീക്ഷണത്തിലാണ്. 164 പേരെയാണ് ഇന്ന് ആശുപത്രികളില് അഡ്മിറ്റാക്കിയത്. 13,326 പേരെ ഇന്ന് നിരീക്ഷണത്തില് നിന്നും ഒഴിവാക്കി.

Kerala Chief Minister, Shri Pinarayi Vijayan today issued a strict warning against overpricing and hoarding of essential items in view of the lockdown in the State. The Chief Minister said, “Strict legal action will be taken against those found indulging in overcharging or hoarding of essential items during the lockdown period."
Briefing the media at the Government Secretariat, the CM said, “14 new cases of Covid 19 have been reported today taking the total number of cases to 105 in the State. Out of this, six are from Kasargod District, two from Kozhikode, eight have returned from Dubai, one each from Qatar and UK; and three have got from mutual contact. One health worker is also suspected to be on the list, we are waiting for the details.”
72,460 people are under observation in the State out of which 71,994 in their own homes and 466 in hospitals. 164 people were hospitalised today. 4,516 samples were sent for testing out of which 3,331 have tested negative.
The Chief Minister expressed his dismay at the way some people are behaving during the lockdown. “This is the first time we are going through a lockdown in Kerala and people should take it more seriously. We had made all expectations very clear and issued the order also but people have been behaving on the contrary. All personal vehicles should be strictly off the road. Taxis and autos can only be used for emergency purposes. People using personal vehicles should give a self declaration to the police action will be taken against those giving false information or found misusing personal vehicles.
The CM reiterated that absolutely no gathering of people in public can be allowed and not more than five people at a time. Departmental Stores, supermarkets and other daily essential shops will function from 7 a.m. to 5:00 p.m. Those were going for shopping should observe and take safety precautions like using sanitizers and keeping safe distance, etc.
The Chief Minister today interacted with the MLAs from Kasargod through audio conferencing and asked them to co-ordinate the activities there along with the Panchayat President. “Special attention should be given to the elderly, homeless, specially-abled in the state and local self-government institutions should take effort to arrange food and shelter for the needy. Apart from medicinces, those in isolation would also be given counselling if required."
Lauding the efforts of the medical personnel, the Chief Minister said, “This is a pandemic and we should graciously remember all those who are working tirelessly to serve the public - the medical staff ,doctors and nurses, paramedical and cleaning staff, health inspectors, Asha workers, etc. they are doing a big sacrifice by keeping apart their personal needs”.
He also urged the youths to come forward in volunteering during this difficult time. They can voulenteer as bystanders in hospitals and help in other places too.
Today, the Chief Minister held a VC meeting with the Editors and senior management of media organisations. They have extended all possible support to the government. The government is also committed to giving them all probable help and support to keep the news coverage going during this lockdown period. “The media has been doing an excellent job in carrying the message of the government to the people and we appreciate that”, he added.
The CM also informed that the testing facilities at Central Universities in Kerala, IISER in Trivandrum and MIMS, Kozhikode can be used.
The State government would explore the possibility of bringing back students stranded in other states and also those who are stuck at now closed interstate borders with Kerala. However, they would have to spend the mandatory 14 days quarantine at isolation centres.
MLAs should take the effort to identify places that can be used as regional isolation centres, as and when required.

അവശ്യസർവീസ് മേഖലയിൽ പ്രവർത്തിക്കുന്ന കൂടുതൽ വിഭാഗക്കാരെ പോലീസ് പാസ് ലഭിക്കുന്നതിൽനിന്ന് ഒഴിവാക്കി. ഔദ്യോഗിക കൃത്യനിർവഹണത്തിനു പോകുമ്പോൾ ഇവർ സ്ഥാപനം നൽകിയിട്ടുള്ള തിരിച്ചറിയൽ കാർഡ് പോലീസിനെ കാണിച്ചാൽ മതി. സ്വകാര്യ ആശുപത്രികളിലെ ഡോക്ടർമാർ, നഴ്സുമാരും മറ്റു ജീവനക്കാർ, ആംബുലൻസ് ഡ്രൈവർമാർ, ജീവനക്കാർ, മെഡിക്കൽ ഷോപ്പ് ജീവനക്കാർ, മെഡിക്കൽ ലാബ് ജീവനക്കാർ, മൊബൈൽ ടവർ ടെക്നീഷ്യൻമാർ, ഡാറ്റ സെന്റർ ഓപ്പറേറ്റർമാർ, യൂണിഫോമിലുള്ള ഫുഡ് ഡെലിവറി ജീവനക്കാർ, സ്വകാര്യ സുരക്ഷ ജീവനക്കാർ, പാചകവാതക വിതരണ ജീവനക്കാർ, പെട്രോൾ ബങ്ക് ജീവനക്കാർ എന്നിവരെയാണ് പോലീസ് പാസ് ലഭിക്കുന്നതിൽ നിന്ന് ഒഴിവാക്കിയത്.

കോവിഡ്-19 പകർച്ചവ്യാധിയുടെ പശ്ചാത്തലത്തിൽ രണ്ടു മാസത്തെ ക്ഷേമപെൻഷൻ ഈ മാസം 27 മുതൽ വിതരണം ചെയ്യുന്നതിനുള്ള നടപടികൾ സ്വീകരിച്ചിട്ടുണ്ട്. സാമൂഹ്യ സുരക്ഷാ പെൻഷൻ്റെ ഇനത്തിൽ 1069 കോടി രൂപയും, വെൽഫയർ ബോർഡ് വഴി 149 കോടി രൂപയുമാണ് വിതരണം ചെയ്യുന്നത്. സഹകരണ ബാങ്ക് മുഖേന പെൻഷൻ ലഭിക്കുന്നവർക്ക് വീടുകളിൽ പെൻഷൻ എത്തിക്കാനും നടപടി സ്വീകരിച്ചിട്ടുണ്ട്. കോവിഡ് 19 ൻ്റെ പശ്ചാത്തലത്തിലാണ് രണ്ടു മാസത്തെ ക്ഷേമ പെൻഷൻ വേഗത്തിൽ വിതരണം ചെയ്യുന്നത്. ബാക്കിയുള്ള തുക വിഷുവിന് മുമ്പ് വീട്ടിലെത്തിക്കാനാണ് പദ്ധതി തയ്യാറാക്കുന്നത്. 45 ലക്ഷത്തോളം പേർക്കാണ് പെൻഷൻ തുക ലഭിക്കുക.

കോവിഡ് 19 പ്രതിരോധ പ്രവർത്തനങ്ങളുടെ ഭാഗമായി സംസ്ഥാനത്ത് തെരുവിൽ അന്തിയുറങ്ങുന്നവർക്ക് താൽക്കാലിക പുനരധിവാസം ഒരുക്കുന്നതിന്റെ ഭാഗമായി താമസവും, ഭക്ഷണവും തദ്ദേശ സ്വയംഭരണ വകുപ്പ് നൽകുന്നതാണ്. പ്രളയകാലത്ത് സ്കൂളുകൾ ക്യാമ്പായി ഉപയോഗിച്ച മാതൃകയിൽ ക്യാമ്പുകൾ സംഘടിപ്പിക്കാനാണ് ഉദേശിക്കുന്നത്. ഒരോ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനവും ഇവരുടെ കണക്കുകൾ തയാറാക്കുകയും, ക്യാമ്പുകൾ ഒരുക്കുകയും ചെയ്യും. ഇവിടെ തന്നെ ഭക്ഷണവും നൽകുന്നതിനാണ് പദ്ധതി. ഇതിനാവശ്യമായ തുടർ പ്രവർത്തനങ്ങൾക്കുള്ള നിർദ്ദേശം നൽകിയിട്ടുണ്ട്.

കരാർ ജീവനക്കാർക്കും ദിവസവേതനക്കാർക്കും കോവിഡ് മൂലമുള്ള അവധി ദിനങ്ങളിലും ഡ്യൂട്ടി ആയി കണക്കാക്കി ശംബളം നൽകാൻ ധനവകുപ്പ് തീരുമാനം. ഇതടക്കം ഈ മാസത്തെ ശമ്പളവിതരണത്തിനുള്ള ഉത്തരവ് ധനവകുപ്പ് പുറത്തിറക്കി. ഈ മാസത്തെ ശമ്പള ബില്ലുകള് ഇലക്ട്രോണിക് രൂപത്തില് മാത്രം സമര്പ്പിച്ചാല് മതിയാകും. എല്ലാ ശമ്പള-പെൻഷൻ ബില്ലുകളും 31/03/2020 മുമ്പായി പാസാക്കാൻ ട്രഷറി ഓഫീസർമാർക്ക് നിർദ്ദേശം നൽകി. ഈ മാസത്തെ ശമ്പളബില്ലിൽ എയിഡഡ് സ്ഥാപനങ്ങൾക്ക് കൌണ്ടർ സൈൻ വേണ്ട.
കാസർഗോഡ് ഒഴികെയുള്ള ജില്ലകളിൽ സർക്കാരിന്റെ അടിയന്തിര പേമെന്റുകൾക്കും വ്യക്തികളുടെ ഒഴിച്ചുകൂടാനാവാത്ത പേമെന്റുകൾക്കും മാത്രമായി മൂന്നിലൊന്ന് ജീവനക്കാരെ വിനിയോഗിച്ച് എല്ലാ ട്രഷറികളും ഭാഗികമായി പ്രവർത്തിപ്പിക്കും. സർക്കാർ നിർദ്ദേശിച്ചിരിക്കുന്ന പ്രകാരമുള്ള സുരക്ഷാ മുൻകരുതലുകളും പൂർണ്ണമായും പാലിക്കുന്നുണ്ടെന്ന് ഉറപ്പുവരുത്തും. ഉചിതമായ രീതിയിൽ ജീവനക്കാരെ താൽക്കാലികമായി ജില്ലാ ട്രഷറി പരിധിക്കുള്ളിൽ പുനർവിന്യസിക്കാൻ ജില്ലാ ട്രഷറി ഓഫീസറെ ചുമതലപ്പെടുത്തിയിട്ടുണ്ട്.
കാസർഗോഡ് ജില്ലയിൽ നിലവിലുള്ള കർശന നിയന്ത്രണത്തിന്റെ വെളിച്ചത്തിൽ ജില്ലാ ട്രഷറി ഒഴികെയുള്ള ട്രഷറിയുടെ പ്രവർത്തനം ഈ മാസം അവസാനം വരെ നിറുത്തിവെയ്ക്കും. മറ്റ് ട്രഷറികളിൽ ഉൾപ്പെടെയുള്ള സർക്കാരിന്റെ അടിയന്തിര പേയ്മെന്റുകൾ ജില്ലാ ട്രഷറി മുഖേന നിർവ്വഹിക്കും.
