Une candidature camerounaise au poste de DG de l'ASECNA

Le prochain prĂ©sident du ComitĂ© des ministres de l’Agence pour la sĂ©curitĂ© de la navigation aĂ©rienne en Afrique et Madagascar (ASECNA) sera le ministre camerounais des Transports, Edgard Alain Mebe Ngo’o. Il prendra la relĂšve au cours d’une rĂ©union traditionnelle prĂ©vue au mois de juillet prochain pour un mandat d’un an. C’est entre autres ce qui explique l’audience qu’il a accordĂ©e hier au prĂ©sident du Conseil d’administration (PCA) de l’ASECNA, Jean-François Thibault. Le PCA accompagnĂ© de son conseiller Alain Veillard a indiquĂ© que les discussions avec Edgard Alain Mebe Ngo’o ont tournĂ© autour des questions liĂ©es Ă  la comptabilitĂ©, au budget et Ă  l’organisation du personnel de l’Agence.
Autre sujet « trĂšs important » qui a meublĂ© les discussions entre les deux personnalitĂ©s : l’organisation des Ă©lections du prochain directeur gĂ©nĂ©ral de l’Asecna et du prochain PCA de l’agence qui auront lieu en novembre prochain. L’actuel PCA en fin de mandat a indiquĂ© qu’il Ă©tait question que cette Ă©lection se passe dans de meilleures conditions possibles, « en respectant soigneusement les textes ». Pour sa part, Edgard Alain Mebe Ngo’o a rappelĂ© que le Cameroun prĂ©parait « avec grand soin », une rencontre statutaire du 25 au 30 juin prochain. Dans le mĂȘme temps, il fera savoir que le pays se prĂ©pare aussi Ă  dĂ©fendre sa candidature au poste du directeur gĂ©nĂ©ral de L’ASECNA. Concernant le choix du candidat, Edgar Alain Mebe Ngo’o a avancĂ© un nom. Pierre Salomon Mbella Mbella. DĂ©jĂ  connu d’aprĂšs lui et dĂ©signĂ© officiellement par le prĂ©sident de la RĂ©publique. Avec 34 ans d’expĂ©rience dans la sĂ©curitĂ© aĂ©rienne, le candidat se trouve ĂȘtre un professionnel de l’aĂ©ronautique.

Peu utilisé à West Ham, le milieu de terrain est rentré au FC Barcelone en attendant mieux.

Alexandre Song ne fait plus partie de l’effectif de West Ham depuis quelques semaines. Le club anglais a, en effet, libĂ©rĂ© le Camerounais aprĂšs deux annĂ©es de prĂȘt. Du coup, le milieu de terrain retourne au FC Barcelone, Ă  qui il est liĂ© jusqu’en 2017. Seulement, depuis son arrivĂ©e en Espagne en 2012, l’ancien joueur d’Arsenal n’a jamais rĂ©ussi Ă  se faire une place. Surtout que la concurrence est plutĂŽt rude dans ce secteur, avec les arrivĂ©es d’Ivan Rakitic et Alex Vidal. Et les chances pour que le Barça le garde cette saison sont infimes, pour ne pas dire inexistantes. En clair, le joueur va devoir se trouver un nouveau club cette saison s’il veut se refaire une santĂ©. Des clubs turcs seraient intĂ©ressĂ©s mais jusqu’ici, personne n’a vraiment formulĂ© de proposition.
Une situation qui, on l’espĂšre pour le joueur, ne durera pas longtemps alors qu’il pensait certainement avoir trouvĂ© un point de chute Ă  West Ham. Il faut dire que l’aventure avait bien commencĂ© de ce cĂŽtĂ©-lĂ  en 2014. PrĂȘtĂ© pour un an, Alexandre Song rĂ©alise une bonne saison en disputant 28 matchs dont 25 comme titulaire. Tout le monde est emballĂ© puisque les Hammers le sollicitent pour une nouvelle annĂ©e au FC Barcelone. Cette fois, ils ont une option d’achat s’ils sont satisfaits. Mais durant l’intersaison, le joueur se blesse et est indisponible pendant plusieurs mois. Ce qui n’enchante pas le club qui met le joueur sur le banc Ă  son retour de blessure. Avant de s’en sĂ©parer rĂ©cemment.

Menace sur le coton

DiffĂ©rents facteurs ont entraĂźnĂ© d’importantes pertes financiĂšres qui inquiĂštent ce secteur nĂ©vralgique de l’agro-industrie.
C’est actuellement le grand Ă©cart, Ă  la SociĂ©tĂ© de dĂ©veloppement du Coton (Sodecoton). Entre les chiffres de la production du coton-graine,
qui pour l’annĂ©e 2015 affichent un plutĂŽt un bon crĂ» avec 295.400 tonnes produites reprĂ©sentant une croissance de 38% en trois ans, et les comptes de la sociĂ©tĂ© qui accusent d’importantes pertes pour la deuxiĂšme annĂ©e consĂ©cutive, bien des questions entourent la situation, mais surtout l’avenir de ce gĂ©ant agro-industriel, principal pivot Ă©conomique de toute la zone septentrionale.
A l’origine des difficultĂ©s financiĂšres de la Sodecoton, un effondrement des cours du coton sur le marchĂ© mondial. Il y a trois ans encore, les meilleures qualitĂ©s de fibres cotonniĂšres se plaçaient Ă  prĂšs de 1200 F/kg Ă  l’international, explique une source proche de l’entreprise. Mais avec la chute du cours du pĂ©trole, la Chine, principal vendeur de produits textiles dans le monde, s’est tournĂ© vers les fibres synthĂ©tiques Ă  partir d’or noir, faisant ainsi chuter les prix qui sont actuellement Ă  823 F/kg. Dans ces conditions, les prix d’achat du coton-graine aux producteurs camerounais Ă  265 F/kg, l’un des plus Ă©levĂ©s du continent, ne permettent plus Ă  notre or blanc une pleine compĂ©titivitĂ©. Ils ont, toutefois, Ă©tĂ© maintenus par le gouvernement, pour assurer un maintien du niveau de vie des paysans du grand nord.
Du fait de l’insĂ©curitĂ© causĂ©e par Boko Haram dans l’ExtrĂȘme-Nord, beaucoup des bassins de production de cette rĂ©gion n’ont pas eu le niveau escomptĂ© lors des deux derniĂšres campagnes. Mais ce dĂ©ficit est moins dommageable que les pertes enregistrĂ©es sur le coton produit. En effet, les arrivĂ©es prĂ©maturĂ©es des pluies ont dĂ©tĂ©riorĂ© une quantitĂ© considĂ©rable du coton-graine, avant mĂȘme qu’il n’arrive en usine. Notre source indique Ă  ce sujet que les procĂ©dures de passation des marchĂ©s avaient contraint la Sodecoton Ă  acquĂ©rir des camions inadaptĂ©s aux conditions de route de la rĂ©gion, au motif qu’ils Ă©taient les moins disant. Ces moyens roulants tombĂ©s en panne, l’enlĂšvement et le transport du coton depuis les zones de production jusqu’aux usines d’égrenage, est devenu problĂ©matique. Lors de la campagne 2014, on Ă©voque le chiffre de 30.000 t ainsi perdues, qui reprĂ©sentent autant de coton que la sociĂ©tĂ© ne peut dĂšs lors plus revendre, alors mĂȘme que ces balles de coton sont payĂ©es aux producteurs dĂšs la pesĂ©e.
Avec le dĂ©ficit en Ă©nergie Ă©lectrique et la vĂ©tustĂ© de certains Ă©quipements, les neuf usines d’égrenage prĂ©vues pour triturer le coton-graine pour en faire de la fibre, sont aujourd’hui incapables de traiter les quantitĂ©s produites. En visite Ă  la Sodecoton, un ancien ministre de l’Agriculture suggĂ©rait dĂ©jĂ  d’explorer la voie d’une plus grande transformation locale du coton camerounais pour alimenter la filiĂšre textile nationale. Jusqu’ici, seule la CICAM, qui reçoit prĂšs de 5% de la production cotonniĂšre nationale, utilise cette matiĂšre premiĂšre sur place. Il est dĂšs lors impĂ©ratif de rĂ©habiliter les structures existantes mais aussi de construire de nouvelles usines d’égrenage, d’autant plus que l’entreprise envisage de porter sa production Ă  600.000 tonnes d’ici 2020.

Au campus de l’universitĂ© de YaoundĂ© I, une salle flambant neuve inaugurĂ©e mardi, au nom du chef de l’Etat, par le Premier ministre, Philemon Yang.
Une scĂšne de film qui reprĂ©sente un terroriste activement recherchĂ© par des Ă©lĂ©ments d’une importante agence de renseignement. L’homme se prĂ©pare Ă  commettre un attentat avec une ceinture d’explosifs qu’il porte autour de ses reins. RepĂ©rĂ©, il s’engage Ă  une course-poursuite folle avec l’un des membres des services de renseignement. MalgrĂ© l’utilisation de multiples stratagĂšmes, le terroriste est heureusement arrĂȘtĂ© par son poursuivant. Sans avoir rĂ©ussi Ă  faire exploser son engin meurtrier. La projection de cette sĂ©quence de film a marquĂ© mardi l’inauguration officielle de la salle de cinĂ©ma et de spectacles CanalOlympia situĂ©e Ă  quelques encablures du complexe sportif Mateco de l’universitĂ© de YaoundĂ© I. Parmi les 300 spectateurs qui ont pris place dans cette salle ultramoderne, le Premier ministre Philemon Yang en sa qualitĂ© de reprĂ©sentant personnel du chef de l’Etat, de nombreux membres du gouvernement et du corps diplomatique et surtout Vincent BollorĂ©, prĂ©sident du conseil de surveillance de Vivendi, initiateur du projet, et des membres du directoire de ce groupe français.
Avant la projection de cette courte sĂ©quence, il y aura eu la phase des allocutions. Trois au total. D’abord les souhaits de bienvenue du recteur de l’institution, Pr. Maurice AurĂ©lien Sosso qui a saluĂ© un fructueux partenariat entre l’universitĂ© de YaoundĂ© I et le groupe BollorĂ© aprĂšs le don des bus Ă  Ă©nergie photovoltaĂŻque. Le Pr. Jacques Fame Ndongo, ministre de l’Enseignement supĂ©rieur (MINESUP) a saluĂ© un don qui revĂȘt une double dimension pour le gouvernement. D’abord « une dimension ludique liĂ©e Ă  la gestion du temps libre de l’étudiant inhĂ©rente au systĂšme LMD ». Pour lui, l’étudiant accroĂźt ses connaissances gĂ©nĂ©rales, renouvelle ses savoirs et consolide son Ă©quilibre physique, psychologique et grĂące aux loisirs sains et formateurs. « La deuxiĂšme dimension que le gouvernement accorde Ă  la salle de cinĂ©ma et de spectacles CanalOlympia offerte gracieusement Ă  l’universitĂ© de YaoundĂ© I est l’accompagnement de cette institution universitaire dans les volets « transferts des technologies culturelles », « professionnalisation des enseignements facultaires en gĂ©nĂ©ral et des cours thĂ©oriques ou pratiques dispensĂ©s au sein de la filiĂšre Arts du spectacle et cinĂ©matographie de la facultĂ© des Arts, lettres et sciences humaines ». Avant le MINESUP, Vincent BollorĂ© a pris la parole pour rappeler l’intĂ©rĂȘt manifestĂ© par le prĂ©sident Paul Biya pour le progrĂšs social et culturel des jeunes. Il a invitĂ© les Ă©tudiants Ă  profiter de ces installations pour laisser Ă©clore leurs talents, ce qui se fera avec l’appui de son groupe. Vincent BollorĂ© a ensuite annoncĂ© l’ouverture d’une seconde salle dans les prochains mois Ă  Douala et une 3e qui ouvrira Ă©galement Ă  YaoundĂ©. « Au nom du prĂ©sident de la RĂ©publique, je dĂ©clare inaugurĂ©e la salle de cinĂ©ma CanalOlympia Ă  l’universitĂ© de YaoundĂ© I » pouvait dĂšs lors dire le chef du gouvernement.
Environment-friendly Attitudes Encouraged

A youth development outfit, OGCEYOD, recently drilled peer educators on the dividends of environmental protection.
Innovative strategies to check climate change effects were topical in Bamenda recently when the Organisation for Gender, Civil Engagement and Youth Development, OGCEYOD, facilitated a workshop on best environmental practices in schools. It was all about helping youths to get involved, accompanied and reinforced to manage the environment.
The initiative was summed up in nurturing youths to become environment-friendly. It was against this back drop that OGCEYOD’s Project office, Kubi, debriefed participating peer educators on the need for urgent action to reverse the impact of global warming. He stressed the need for training on environment-friendly habits in communities, primary and secondary schools. The Project Officer showcased a manual to ensure shared responsibility for healthy environmental practices.
Participants, who included Senior Secondary Education staff, were discussed key concepts, methods and tools of environmental education in schools, effects and importance of culture and society in environmental education and management, concept of biodiversity and conservation of natural resources, waste generation and management. It was a moment for the Regional Delegate for Environment and Nature Protection, Moma Henry Awah, to salute OGCEYOD for its frontline crusade against climate change.
He said young minds are able to appropriate strategies for a society free of climate change effects. The workshop identified environmental clubs and others created in secondary schools as useful for instilling the notion of environmental protection, conservation and sustainable management of the environment. Participants were inspired to promote and encourage the natural environment and its biological resources whose life-supporting services are most welcome.
Curtains dropped on the event with deforestation, global warming, use of plastic packaging below 61 microns, stray animals, invasion of wetlands and grazing lands, bush fires, pollution etc, blamed for the ugly practices that hinder the crusade against climate change.

Cameroon Tribune New Look Goes Fully Operational

Cameroon Tribune now appears in a new form with modifications in style and content conceived to meet public demand.
The regular quest to fulfil the noble mission of providing Cameroonians with up-to-date information, both at the national and international levels, has led Cameroon Tribune (CT) to undertake some major variations in the newspaper. As the leading newspaper on the newsstands since its inception in 1974 with print run of about 30,000 copies daily, the paper has constantly sought to meet the taste of readers.
And given the rich mosaic of cultures and people that make up the national triangle as well as feedback received in 2014 when the newspaper clocked 40, it virtually became impossible to remain indifferent to calls from cherished readers asking for more. Moreover, some 15 years after major changes witnessed by the newspaper partly due to efforts to embrace the digital age, the various columns and graphic chart or style sheet had to be readjusted to better contain the new vision of the paper, with the introduction of colour pages in 2001.
For those in Yaounde who have been asking questions about a towering building at the headquarters of the corporation, the answer lies a state-of-the-art printing press, KBA COMET, which management acquired thanks to support from the Head of State. Such an acquisition that combines speed and quality in newspaper prints, the best in the Sub-region, has improved the print run to the extent that management had to look for ways to ensure that in-house products should reflect the modern standards of the corporation.
Consequently, to guarantee reader comfort and offer an attractive newspaper where the Cameroon News and Publishing Corporation, SOPECAM, partners can also advertise with certainty, profound changes had to be introduced. Besides the plane presentation of pages and a reduction in the multiplicity of colours, the infographic, picture illustrations, standing heads and Folio lines brought closer and a thin line that accompanies the byline below the Deck; make the newspaper different from the previous pages. For instance, priority is now given to illustrations as a general design principle compared to the past.
Still concerning the physical presentation of the newspaper, the column rules, gutters as well as text and columns have been redesigned to avoid unnecessary fancy while giving the newspaper an innovative look. From the Front Page, the Flag and page conception have been slightly modified to look like the Masthead. Looking at the content, emphasis has been placed on topical issues as expected, but there is also the desire to go deeper into the news with feature pages that help give an insight into daily happenings around the country and beyond.
Thus, apart from 24 HEURES (24 Hours) which readers must have started visualising as a teaser to the transformed CT, the special reports that were often given a preponderant position in the newspaper no longer exist. The various desks, that is, Politics, Economy, Society, Sports and Foreign, will henceforth take appointments during specific days of the week to propose a fascinating closer look at topical issues both at home and abroad. These modifications do not stop the senior staff in the newsroom from their regular analytical pages like CT Analyses and ‘Grand Reportage’ which are periodical in nature.
Of course, to make sure that national events are well covered, Douala, which is a business hub in the country has been given more space, likewise Regional news and ‘Actu de Chez Nous’ that enable our agencies in the eight regions of Adamawa, East, Far North, North, North West, West, South West and South be regularly present in the newspaper.
BTS Examination Underway Nationwide

Some 14,950 candidates engaged into the written part of the exams yesterday.
Some 14,950 candidates for the 2016 Brevet de Technicien
Supérieur (BTS) examination yesterday, June 13, 2016 nationwide started sitting for the written part of the examination which will end next Saturday, June 18 depending on the course chosen. The practical part of the examination ended last week. BTS is equivalent to the Anglophone Higher National Diploma (HND) certificate.
At the Yaounde II subdivision BTS centre situated at the Siantou Higher Institute of Business and Technological Sciences, serenity characterised the environment as over 2000 candidates sat for the examination in different centres in the subdivision. At the Siantou Institute located at the Coron neighbourhood in Yaounde, examination invigilators and the forces of law and order were seen around the different examination halls to pre-empt disorder and examination malpractices. At the Coron examination centre, the chief invigilator who opted for anonymity said the examination began at about 8:30 a.m., 30 minutes behind schedule.
Candidates were seated at most two a desk with each candidate occupying the extremes of a desk. Although some candidates were late to get to the examination hall, two candidates at the Coron centre had identification problems and were not allowed access into the examination hall since they could not identify themselves.
The head of invigilators at the centre sent these two candidates to go and establish a national ID which will permit them write the rest of the examination. For six hours, candidates answered questions on Epreuve Professional de SynthĂšse (professional summary writing) which consists of answering four questions from your departmental courses. Today, candidates will continue answering questions in the English and French papers.
Penal Code Bill: Committee Adjourns Scrutiny

Members demanded more time to look at the bill presented by the Minister of Justice yesterday, June 14, 2016.
Members of the Constitutional Laws Committee meeting yesterday June 14, 2016 in the Mallam Yero Committee Room of the National Assembly, postponed the scrutiny of the bill relating to the Penal Code after its presentation by the Minister of State, Minister of Justice, Keeper of the Seals, Laurent Esso. During the session chaired by the Committee’s President, Hon. Zondol HerssessĂ©, the members felt that given the voluminous nature of the bill, they needed time to have knowledge of its content before exchanging with the Justice Minister.
Prior to the suspension of the sitting, Minister of State Laurent Esso had presented the bill, saying it came half a century after the promulgation of November 12, 1965 law and June 12, 1967 laws instituting the Penal Code. “The bill expresses government’s determination to protect general and individual interests,” he explained. Several groundbreaking innovations are contained in the bill’s two Criminal Law and Particular Crimes books, respectively. Thus, persons convicted of some of the offences punishable by maximum imprisonment term of two years or fines could instead have alternative sentences to imprisonment such as community service or reparatory sentence.
Government also thought it necessary to align the bill with some provisions of the Criminal Procedure Code and include recent international trends in criminal matters as well as Cameroon’s commitments in criminal matters. Besides domesticating some international conventions ratified by Cameroon, the Particular Crimes book of the bill criminalises some behaviours such as the illegal sale of medication, renting fraud and the eviction of a spouse from the matrimonial home by any person other than the spouse of the victim, amongst others. Minister Laurent Esso was assisted by the Vice Prime Minister, Minister Delegate at the Presidency in charge of Relations with the Assemblies, Amadou Ali.

123 Youths Embellish Douala

They were temporarily enlisted by the City Council to clean-up the city as part of the “Occupation Jeunes” programme.
Most areas in Douala that were hitherto used for dumping waste and gutters filled with refuse have since been transformed into attraction or near tourist sites. Bonamoussadi and Youpwe, among other neighbourhoods, are now clean and attractive, especially with flowers planted along major streets.
The task of the 123 youths in the past one month was to clear street corners and gutters of solid and liquid waste, get rid of stagnant water and refuse dumps, sweep the roads, clean up toilets, billboards and walls of some public structures. Some of the youths ensured sanitation in the City Council office in Bonanjo.
From May 1 to June 10, 2016, the youths also learned techniques such as maintenance of heavy-duty vehicles and road-marking. While presenting the report of their activities to authorities of the Douala City Council on June 10, 2016, the youths said they experienced professional life and now understood the challenges of keeping Douala clean. Meanwhile, money was stipends were offered them by the Douala City Council.
Ali Bongo’s Candidature Combated

The opposition is working towards a coalition to have incumbent President Ali Bongo disqualified from running for the presidency.
Casimir Oyé Mba, the candidate of the National Union (UN) party in the August 27, 2016 presidential election in Gabon is determined to ensure that incumbent President Ali Bongo is disqualified from standing for the second term of office in the election. This is because he claims that Ali Bongo has acquired the Gabonese nationality which in accordance with Article 10 of the Constitution prohibits him from running for the presidency, RI reported.
In an interview over RFI, Sunday, June 12, 2016, Mr OyĂ© Mba called on all other candidates to form an alliance to ensure that Ali Bongo’s candidature is rejected. Before the interview, he had challenged Ali Bongo, to defend before the two Houses of Parliament (Senate and National Assembly) his multiple birth certificates. He claims that Ali Bongo is not constitutionally qualified to run for the presidency of Gabon. Speaking during a press conference, he said Ali Bongo cannot delegate the powers to any other person to answer questions concerning his birth certificate saga.
In response to the claim by OyĂ© Mba, President Ali Bongo’s lawyer, Claude Dumont declared that the debate over the President’s birth certificate was over, RFI reported. The lawyer said justice should be allowed to take its course, assuring that the case concerning the civil status of Ali Bongo will be declared baseless and consequently null and void. The lawyer said they were waiting for the opposition to bring proves of their claims.
Excellence Award: 3,000 Pupils Honoured

Both beneficiaries and their teachers have been exhorted to not rest on their laurels.
Three thousand pupils have received prizes for academic excellence in the 2015-2016 academic year. The pupils, who are from 46 government and mission schools in the Douala II municipality, were honoured during the 9th Academic Excellence Day of the Douala II Council in New Bell June 9.
The award which consisted of stationeries and other packages seeks to help defray the academic cost of the beneficiaries, as well as enable them to continue with school in order to become good citizens of the council area and the nation.
Douala II Council Mayor, Denise Fampou, in the presence of Wouri SDO and other authorities, thanked the pupils and teachers of the various schools for their hard work which has led to the excellent academic results. She called on them to continue to show proof of their pedagogic skills while also use every material assistance the council has ever given them judiciously in order to better educate pupils.
Instituted way back in 2008, the Excellence Award was given to 500 meritorious pupils that year. Three thousand pupils received the award in year 2009. Over 2,600 pupils and 200 secondary school students were awarded in 2010. From 2011 till date 3,000 pupils are awarded yearly. Since its start, over 2500 underprivileged children have been assisted with stationeries at the beginning of each school year.
Meanwhile, material supports like benches and didactic materials have been offered to some schools of the municipality. Construction and rehabilitation of over 40 classrooms, boreholes, toilets, as well as clean up of schools and pay PTA teachers have been constant. There has been the institution of the Most Clean School Competition and the Most Performant School in “Concours d’entree en 6ùme” and “CEP.”

Cinquante un ans. C’est l’ñge de l’actuel Code pĂ©nal de la RĂ©publique du Cameroun. Ce document n’intĂ©grait pas un certain nombre de dispositions pĂ©nales de certaines lois spĂ©ciales et certaines conventions ratifiĂ©es par notre pays. Des insuffisances auxquelles le gouvernement entend apporter des rĂ©ponses Ă  travers ce volumineux projet de loi de 372 articles qui se trouve devant la Commission des Lois constitutionnelles de l’AssemblĂ©e nationale oĂč, le dĂ©bat ouvert avant-hier avec le reprĂ©sentant du gouvernement, le ministre d’Etat, ministre de la Justice, garde des Sceaux, Laurent Esso a Ă©tĂ© suspendu pour permettre aux Ă©lus de mieux s’en imprĂ©gner.
Demain aprĂšs-midi, la salle des Commissions N° 2 du palais de Verre Ngoa-EkellĂ© va, Ă  nouveau, accueillir ce monde pour rentrer Ă  l’examen au fond du document. Mais depuis l’arrivĂ©e de ce document Ă  l’AssemblĂ©e nationale, notamment, le dĂ©bat est ouvert pas forcĂ©ment sur son opportunitĂ©. C’est dans ce sens que le barreau se rĂ©unit dans le cadre d’une rĂ©union extraordinaire du Conseil de l’Ordre des avocats du Cameroun qui aura lieu Ă  YaoundĂ©. Peu de spĂ©cialistes des questions de droit, universitaires notamment sont enclins Ă  aborder ouvertement le sujet sur le projet de loi.
Il convient de rappeler que le texte dĂ©posĂ© par le gouvernement conserve la structuration et la numĂ©rotation originelles qu’on lui connaissait, sous forme de livres. Soit deux. C’est ainsi que dans le contenu, le livre I relatif Ă  la loi pĂ©nale, outre le fait qu’il se met en conformitĂ© avec le nouveau Code de procĂ©dure pĂ©nale, voit introduire deux innovations majeures. Il s’agit de l’institution de la responsabilitĂ© pĂ©nale des personnes morales et l’adoption des peines alternatives Ă  celle d’emprisonnement ou d’amende. Le livre II qui traite des crimes, des dĂ©lits et des contraventions voit intĂ©grer en son sein certaines lois spĂ©ciales. On peut citer ici celles portant Code Ă©lectoral qui traite des dĂ©lits Ă©lectoraux, la crĂ©ation et l’organisation d’un marchĂ© financier, celle sur l’état civil, la loi portant protection du patrimoine culturel et naturel national, celle rĂ©gissant les archives, la loi relative Ă  la cyber-sĂ©curitĂ© et Ă  la cybercriminalitĂ©, la loi relative au sceau de l’Etat et aux autres sceaux publics. Pour ce qui est de l’internalisation des conventions internationales ratifiĂ©es par le Cameroun, l’on peut citer celle des Nations unies contre la corruption, la convention sur l’élimination de toutes les formes de discrimination Ă  l’égard des femmes, celle relative aux droits de l’enfant, la convention de Palerme contre la criminalitĂ© organisĂ©e et les actes uniformes OHADA portant sur le droit commercial gĂ©nĂ©ral et relatifs aux sĂ»retĂ©s et aux sociĂ©tĂ©s coopĂ©ratives. La nouvelle loi devrait s’imposer Ă  tous, comme on peut le lire Ă  l’article 1-1.

L’ancien capitaine des lions indomptable et son Ă©pouse, Georgette Tra Lou confient leur vie Ă  Dieu.
Simple. Conviviale. Ainsi ce rĂ©sume la cĂ©rĂ©monie de bĂ©nĂ©diction nuptiale entre Samuel Eto’o et Georgette Tra Lou. Mardi dernier le mariage religieux entre Samuel et Georgette a eu lieu en l’église Parocchia San Giovanni Batista de Stezzano, commune situĂ©e Ă  une trentaine de kilomĂštres de Milan. Le mariage a Ă©tĂ© cĂ©lĂ©brĂ© par le RĂ©vĂ©rend pĂšre Mathias Baillo recteur de la paroisse francophone de Barcelone en prĂ©sence des parents des deux familles venues du Cameroun et de la CĂŽte-d’Ivoire. Le Ministre, Directeur adjoint du Cabinet civil de la prĂ©sidence de la rĂ©publique, Joseph LĂ©, Ă©tait le reprĂ©sentant personnel du chef de l’Etat. L’ambassadeur du Cameroun en Italie, Dominique Awono Essama et le Sultan des Bamoun Ibrahim Mbombo Njoya, Ă©taient Ă©galement prĂ©sents.
Deux cent invitĂ©s triĂ©s sur le volet, parmi lesquels de nombreuses stars du football ont Ă©galement effectuĂ© le dĂ©placement de Bergamo. Samuel et Georgette sont mariĂ©s Ă  l’état civil depuis plusieurs mois.
Le reprĂ©sentant personnel du Chef de l’Etat a transmis les fĂ©licitations et les encouragements du couple prĂ©sidentiel aux mariĂ©s. Les familles Bongo, Sassou Nguesso, Alassane Dramane Ouattara, Dos Santos, Macky Sall, faisaient partie des convives. La fĂȘte a Ă©tait animĂ©e par le Groupe X-Maleya, Lady Ponce et L’artiste Serge Beynaud de cĂŽte d’Ivoire.
