Jour de rentrée au Parlement
SĂ©nateurs et dĂ©putĂ©s se retrouvent ce matin pour la premiĂšre session de lâannĂ©e budgĂ©taire 2016 qui sera notamment marquĂ©e par lâĂ©lection des bureaux des deux chambres.
Le palais de verre de Ngoa-Ekelle a fait sa toilette des grands jours pour accueillir les parlementaires ce matin. Hier lors de notre passage, lâon mettait encore la derniĂšre main sur les prĂ©paratifs. Tout Ă©tait fin prĂȘt. Dans la grande cour, les agents de maintenance sâactivaient pour les derniers rĂ©glages. A lâintĂ©rieur de lâhĂ©micycle, on ajustait et rĂ©ajustait les micros et autres appareils de sonorisation. Les macarons sont placĂ©s dans lâhĂ©micycle pour permettre Ă chaque dĂ©putĂ© de retrouver facilement son siĂšge. Les salles de bureau sont prĂȘtes. Peter Ngomba, directeur de LĂ©gislation et des Affaires linguistiques affirme que la prĂ©paration de la session qui sâouvre ce matin a Ă©tĂ© minutieuse. La documentation relative Ă lâouverture de la session est en lieu sĂ»r. Câest le cas, par exemple, du discours du doyen dâĂąge, qui Ă cette occasion, va prĂ©sider lâouverture des travaux, en compagnie des deux plus jeunes dĂ©putĂ©s de la chambre. Lâordre du jour est Ă©galement apprĂȘtĂ©. Les rĂ©unions dâajustement et de mise au point se sont tenues Ă une cadence soutenue, avec la participation effective de diffĂ©rents responsables concernĂ©s. Au total, quatre rĂ©unions ont permis de sâassurer que toutes les commoditĂ©s sont au point. A la cellule de communication, lâon indique que les accrĂ©ditations sont bouclĂ©es. Des moyens logistiques mobilisĂ©s, pour permettre une bonne reprĂ©sentativitĂ© du bureau dâĂąge.

De nouveaux responsables militaires aux commandes dans le Littoral
Ils sont quatre, dont le commandant des Forces de surface et celui de la Base aérienne de Douala à avoir été installés hier par le MINDEF, Joseph Beti Assomo.
Câest la place des fĂȘtes de la vallĂ©e de la Besseke qui a accueilli Joseph Beti Assomo pour son retour dans la capitale Ă©conomique, Douala. AprĂšs les actes prĂ©sidentiels des 27 novembre 2015 et 17 fĂ©vrier 2016, le ministre dĂ©lĂ©guĂ© Ă la prĂ©sidence chargĂ© de la DĂ©fense y a installĂ© les nouveaux responsables militaires nommĂ©s ici. Quatre responsables y ont pris leurs fonctions. Il sâagit du capitaine de vaisseau Hamadou Lame, 50 ans, nouveau commandant des Forces de surface (COMFORSUR), du colonel Joachim Bienvenu Mbolo Ă la tĂȘte de la Base aĂ©rienne 201, du lieutenant-colonel Jean Paul Ebogo appelĂ© Ă diriger le 21e RĂ©giment du GĂ©nie militaire (21e Regen) et du colonel Jonas MĂ©dard Togolo promu chef de la division rĂ©gion des Anciens combattants et victimes de guerre. Le premier Ă prendre le commandement a Ă©tĂ© le commandant du 21e Regen, suivi du colonel Joachim Mbolo sous la houlette du gĂ©nĂ©ral de division Saly Mohamadou, commandant de la 2e RĂ©gion militaire interarmĂ©es (RMIA2) et commandant dâarmes de la place de Douala. Ils ont Ă©tĂ© suivis par le capitaine de vaisseau LamĂ© et du colonel Togolo, installĂ©s par le MINDEF.
Il sâagit pour lâessentiel, dâofficiers supĂ©rieurs qui prennent les commandes de structures quâils connaissent parfaitement pour y avoir exercĂ© auparavant. NĂ©anmoins, Joseph Beti Assomo les a invitĂ©s Ă bien vouloir apprĂ©hender le nouvel environnement dans lequel ils sont dĂ©sormais appelĂ©s Ă travailler, au regard, a-t-il indiquĂ©, de la position stratĂ©gique de la ville de Douala dans le tissu Ă©conomique camerounais et de la sous-rĂ©gion, notamment pour les pays ne disposant pas de façade maritime. Mais aussi de lâenvironnement sĂ©curitaire qui est dĂ©sormais celui de notre pays. Environnement marquĂ© par la lutte contre le terrorisme, le grand banditisme et dâautres formes de menaces. Pour y rĂ©ussir, ils doivent travailler en parfaite harmonie avec les responsables des autres forces et les autoritĂ©s administratives et judiciaires de la ville de Douala en particulier et de la rĂ©gion du Littoral en gĂ©nĂ©ral. Le commandant du 21e RĂ©giment du GĂ©nie militaire devra en particulier veiller sur les nombreux chantiers que conduit cette structure ici, tandis que le colonel Togolo a Ă©tĂ© appelĂ© Ă mettre lâaccent sur le respect des droits des anciens combattants ainsi que de leurs ayant-droits.
La nomination de ces nouveaux responsables participe, selon le MINDEF, du constant souci du chef de lâEtat, chef des armĂ©es «dâoptimiser toujours davantage les capacitĂ©s opĂ©rationnelles de nos forces de dĂ©fense ». Pour lui, la jubilation des nouveaux promus et de leurs proches, certes lĂ©gitime, doit dĂ©sormais laisser la place au travail. « Je voudrais vous demander de garder la tĂȘte froide et de vous consacrer avec rigueur, mĂ©thode et dĂ©termination Ă vos nouvelles fonctions ». Les nouveaux responsables ont Ă©tĂ© appelĂ©s Ă veiller sur le moral et lâĂ©tat dâesprit des hommes. « Soyez sans pitiĂ© ni Ă©tat dâĂąme⊠Il importe que la discipline reste la force principale de nos armĂ©es », a martelĂ© Joseph Beti Assomo. Toutefois, il les assurĂ© du soutien du haut commandement pour la rĂ©ussite de leur mission.

La cĂ©rĂ©monie se dĂ©roulait en prĂ©sence du tout Douala administratif, politique et Ă©conomique sous la conduite du gouverneur Samuel DieudonnĂ© Ivaha Diboua et du gratin militaire, avec en tĂȘte le gĂ©nĂ©ral de corps dâarmĂ©es, chef dâĂ©tat-major des armĂ©es, RenĂ© Claude Meka. Une cĂ©rĂ©monie qui marquait le dĂ©but dâune sĂ©rie au sein de la RMIA2.

Les pistes de relance de la PĂȘche
Câest un truisme de dire que les Camerounais raffolent du poisson. En effet, des Ă©tudes montrent que dans notre pays, 80% des besoins en protĂ©ines animales sont couverts par le poisson relativement moins cher par rapport Ă la viande de bĆuf, du porc et autres volailles. Il n'y a qu'Ă voir la quantitĂ© de poisson braisĂ© sur les trottoirs des grandes mĂ©tropoles (Douala et YaoundĂ©), pour sâen convaincre. Le maquereau chinois ou sĂ©nĂ©galais, c'est au choix, se mange, pour ainsi dire, Ă toutes les sauces. Les carpes, fruit de la capture des eaux des barrages (Mbakaou, La MapĂ©, Lagdo et bientĂŽt Lom Pangar), sont rĂ©servĂ©es Ă une certaine classe de consommateurs. Alors que les silures, de plus en plus visibles dans l'assiette de la mĂ©nagĂšre, tĂ©moignent d'un frĂ©missement de l'aquaculture dans notre pays. Si les Camerounais sont de grands consommateurs de poisson, ils sont cependant peu nombreux, ceux de nos compatriotes qui s'adonnent Ă la pĂȘche professionnelle. MĂȘme si la quantitĂ© de poisson capturĂ©e dans les eaux camerounaises est impressionnante au fil des ans, comme lâindiquent certaines sources, cela n'est malheureusement pas le fruit des efforts des pĂȘcheurs camerounais. L'actualitĂ© est d'ailleurs riche, ces derniers jours, en saisie de cargaisons illicites de poisson dans les localitĂ©s de Limbe ou Idenau, dans le Sud-Ouest.
Cela tĂ©moigne de toute Ă©vidence de l'importance du potentiel halieutique national. Naturellement logĂ© dans le golfe de GuinĂ©e, le Cameroun dispose de prĂšs de 400 kilomĂštres de cĂŽtes dont les eaux sont propices Ă la pĂȘche maritime industrielle, actuellement pratiquĂ©e, en grande partie, par des firmes Ă©trangĂšres. La pĂȘche maritime industrielle reprĂ©sente, Ă elle seule, les 2/3 de la production halieutique du pays. Le reste provient de la pĂȘche artisanale continentale qui est l'apanage du plus grand nombre de pĂȘcheurs. Elle est exercĂ©e Ă l'intĂ©rieur du pays dans les lacs, Ă©tangs et nombreux cours d'eau. « Les principales unitĂ©s industrielles qui exploitent les cotes camerounaises, soit directement, soit par le biais de joint-ventures avec des hommes d'affaires locaux, sont Ă©trangĂšres, prĂ©cisĂ©ment chinoises », indique l'association Cameroun Ă'bosso dans une enquĂȘte publiĂ©e en 2010. Des statistiques rĂ©vĂšlent Ă©galement que prĂšs de 80% de la main d'Ćuvre artisanale dans le secteur est non-camerounaise. Elle est constituĂ©e de NigĂ©rians, BĂ©ninois, Togolais et GhanĂ©ens. Les Camerounais se recrutent, pour l'essentiel, dans la pĂȘche artisanale qui utilise moins de 30% des embarcations de pĂȘche motorisĂ©es. Et c'est cette production artisanale qui est destinĂ©e Ă la consommation locale. Toutes choses qui expliquent d'ailleurs le dĂ©ficit en poisson, estimĂ© Ă plus de 60 000 tonnes de poisson congelĂ©es par an, selon les experts. D'oĂč le recours aux importations actuelles qui oscillent entre 135 000 et 150 000 tonnes chaque annĂ©e.
Pourtant, l'on dĂ©nombre plusieurs points de dĂ©barquement dont les plus importants sont Douala, Limbe, Idenau, Kribi, Mabeta, Manoka, Cap Cameroon, YoupwĂ©, Bonassama, Bekumu, Ekondo-Titi, pour la pĂȘche artisanale maritime. En ce qui concerne la pĂȘche continentale, l'on peut citer Maga, Kaikai, Lagdo, la MapĂ©, Mbakaou, Lom Pangar... La rĂ©partition de la production nationale de l'ordre de 200 000 tonnes est de 51,6% pour la pĂȘche maritime artisanale et 41,5% pour la pĂȘche continentale. La pisciculture, encore rĂ©cente, est trĂšs marginale. Les entraves Ă lâessor de la production artisanale sont nombreuses : mauvaise rĂ©gulation du secteur, non-accĂšs aux financements, insuffisance managĂ©riale, faible organisation, bas niveau de technicitĂ© et concurrence dĂ©loyale des firmes Ă©trangĂšres.

Naturellement logĂ© dans le golfe de GuinĂ©e, le Cameroun dispose de prĂšs de 400 kilomĂštres de cĂŽtes dont les eaux sont propices Ă la pĂȘche maritime industrielle, actuellement pratiquĂ©e, en grande partie, par des firmes Ă©trangĂšres. La pĂȘche maritime industrielle reprĂ©sente, Ă elle seule, les 2/3 de la production halieutique du pays. Le reste provient de la pĂȘche artisanale continentale qui est l'apanage du plus grand nombre de pĂȘcheurs. Elle est exercĂ©e Ă l'intĂ©rieur du pays dans les lacs, Ă©tangs et nombreux cours d'eau. « Les principales unitĂ©s industrielles qui exploitent les cotes camerounaises, soit directement, soit par le biais de joint-ventures avec des hommes d'affaires locaux, sont Ă©trangĂšres, prĂ©cisĂ©ment chinoises », indique l'association Cameroun Ă'bosso dans une enquĂȘte publiĂ©e en 2010. Des statistiques rĂ©vĂšlent Ă©galement que prĂšs de 80% de la main d'Ćuvre artisanale dans le secteur est non-camerounaise. Elle est constituĂ©e de NigĂ©rians, BĂ©ninois, Togolais et GhanĂ©ens. Les Camerounais se recrutent, pour l'essentiel, dans la pĂȘche artisanale qui utilise moins de 30% des embarcations de pĂȘche motorisĂ©es. Et c'est cette production artisanale qui est destinĂ©e Ă la consommation locale. Toutes choses qui expliquent d'ailleurs le dĂ©ficit en poisson, estimĂ© Ă plus de 60 000 tonnes de poisson congelĂ©es par an, selon les experts. D'oĂč le recours aux importations actuelles qui oscillent entre 135 000 et 150 000 tonnes chaque annĂ©e.
Pourtant, l'on dĂ©nombre plusieurs points de dĂ©barquement dont les plus importants sont Douala, Limbe, Idenau, Kribi, Mabeta, Manoka, Cap Cameroon, YoupwĂ©, Bonassama, Bekumu, Ekondo-Titi, pour la pĂȘche artisanale maritime. En ce qui concerne la pĂȘche continentale, l'on peut citer Maga, Kaikai, Lagdo, la MapĂ©, Mbakaou, Lom Pangar... La rĂ©partition de la production nationale de l'ordre de 200 000 tonnes est de 51,6% pour la pĂȘche maritime artisanale et 41,5% pour la pĂȘche continentale. La pisciculture, encore rĂ©cente, est trĂšs marginale. Les entraves Ă lâessor de la production artisanale sont nombreuses : mauvaise rĂ©gulation du secteur, non-accĂšs aux financements, insuffisance managĂ©riale, faible organisation, bas niveau de technicitĂ© et concurrence dĂ©loyale des firmes Ă©trangĂšres.
Et comment relancer lâactivitĂ© de pĂȘche dans notre pays ? Que faut-il faire pour intĂ©resser plus de jeunes Ă cette activitĂ©, pourvoyeuse d'emplois et gage de sĂ©curitĂ© alimentaire ? Conscients des enjeux, les pouvoirs publics ont mis les bouchĂ©es doubles, ces derniĂšres annĂ©es, afin de rattraper le retard et d'apprendre Ă pĂȘcher Ă un nombre de plus en plus Ă©levĂ© de jeunes Camerounais. L'action du gouvernement, pilotĂ©e par le ministĂšre de l'Elevage, des PĂȘches et des Industries animales (MINEPIA), est dĂ©ployĂ©e sur plusieurs fronts : le cadre lĂ©gal et rĂ©glementaire Ă travers la loi n°94 du 20 janvier 1994 en est la boussole ; des programmes et projets sont Ă©laborĂ©s, pour pallier le dĂ©ficit et rĂ©duire les importations. La formation et l'encadrement font dĂ©sormais partie des prioritĂ©s, Ă travers des Ă©coles et centres de pĂȘche, dans le but de recruter plus de jeunes dans ce secteur. Les Ă©coles de pĂȘche de BonamatoumbĂ© dans le Littoral et de Limbe dans le Sud-Ouest (Nautical Arts and Fisheries Institute) font office de pionniĂšres. L'on annonce la crĂ©ation de trois autres centres Ă Belabo Ă l'Est, Longi au Sud et Maga Ă l'ExtrĂȘme-Nord. Alors que les institutions spĂ©cialisĂ©es d'accompagnement des acteurs telles que la Caisse de dĂ©veloppement des pĂȘches maritimes (CDPM) et la Mission de dĂ©veloppement de la pĂȘche maritime (MIDEPECAM) sont mises Ă contribution. Les stations aquacoles de YaoundĂ©, Douala et Ebolowa seront Ă©rigĂ©es, aux dires du Dr Taiga, MINEPIA, en centres d'incubation pour la formation et l'appui-accompagnement. Les partenaires au dĂ©veloppement tels que le FIDA, Ă travers le Projet de promotion de l'entrepreneuriat jeunes (PEA -Jeunes), sont engagĂ©s Ă soutenir les efforts du Cameroun. About 200 Packets of Drugs Seized
Ninety-five sachets of Thai, 74 packets of cannabis, 21 packets of cocaine, five tablets of Tramol and a pair of scissors were on March 8th seized from five individuals in Bonadibong. Following a tipoff, the 3rd District Public Security Police Station at Camp Bertaud, and the Central Police Station N°1 in Bonanjo stormed the area in Bonadibong known as âGhettoâ, seized 195 packets of harmful drugs and arrested culprits. The March 8 police operation led to the highest quantity of drugs snatched in one night of late in the port city. The operation was carried out at 10 pm at the peak of the 31th International Womenâs Day celebration. The close to 200 packets of harmful drugs and the five culprits are currently helping the police with investigations at the Central Police Station n°1 in Bonanjo. The police operation is in line with the fight against the possession, consumption and sale of harmful drugs in the economic capital.

That electricity has gone off unannounced in many homes in Cameroon today takes few by surprise. Rather, what makes news is when a day passes by without any such cut (s). The same observation goes for water where taps run dry for weeks or even months in major cities and where the population is compelled to solicit other sources of supply, some of which are highly disease-prone. The country has been into this situation for decades and all the time the hopes of the people are raised as to the fact that the situation will soon be over. As this is happening, management continues to change hands from SONEL through AES SONEL, to Actis and now ENEO as far as electricity is concerned and from SNEC to CAMWATER/Camerounaise des Eaux (CDE) as concerns water supply. At each stage of engagement, the new company coming in puts consistent supply and improved services in the centre of its commitment.
The concern of the government in signing any of these agreements with the various companies is to see, for instance, a consistent extension of the distribution network both for electricity and water, significant reduction in technical and commercial losses, increase investment, professionalized management and improved customer service among others. In effect, what Cameroonians want is nothing less than steady electricity/water supply. They want to say goodbye to rampant cuts. They want electric energy that is affordable and accessible to all. Cameroonians no longer want to entertain a situation where they are suddenly deprived of watching TV programmes, listening to the radio, ironing their dresses as a result of electric cuts. Children are tired of crisscrossing neighbourhoods and combing valleys containers on their heads in search of water with doubtful quality.
The good thing however is that many Cameroonians are aware of the hurdles responsible for this state of affairs. Many know that the infrastructures are outdated and need serious revamping. Ask any Cameroonian and he or she will readily tell you that several electric poles are broken down. Installed equipment which the various companies inherited from SONEL is old, dilapidated and ill adapted. The population has been made to understand that the dry season makes the rivers to run dry reducing the quantity of water that turns the turbines in hydroelectric installations. All this is what might justify the rampant unannounced cuts here and there, load shedding and connection difficulties, among others. This is where the challenge is for any company taking over electricity management in Cameroon.
Perhaps the greatest of the challenges for ENEO, CAMWATER and CDE is how to manage the shocks that are flowing in the veins of the population. What story will they tell a family that sees its children deprived of studies as a result of sudden electricity cuts? What about things stocked in refrigerators that get spoiled on energy cuts? The danger in all these is the complete absence of information. In fact, there is a communication vacuum which authorities managing these two important utilities need to fill. Since there seems to be no hope as to when the situation will change, consumers simply want to have a disconnection schedule that will enable them take alternative measures and scale down the shocks. Consumers may be deprived of the right to know the reasons behind the poor and low energy and water supplies but they at least have the right to be informed of when they will swim in darkness and weakness dry taps.

The National Index for Statistics Development was presented in Yaounde on March 10.
The National Institute of Statistics says Cameroon is one of the pioneers in the Central African Sub region to possess a National Index for Statistics Development. The document was presented to stakeholders in Yaounde on March 10, 2016. It seeks to influence decision making in the development of the country.
Officials of the National Institute of Statistics explained that the blueprint document is the first to be produced in Cameroon. The document reveals an appreciable level of data production and development in Cameroon which stands at over 0.63/1 or 63 per cent. It is a new beginning but shows strides made by the country in that sector, the Unit Head for Computer and Statistics in the Ministry of Arts and Culture stated. « Our statistical system is performant in the CEMAC sub region, » he disclosed. The Deputy Director General of the National Institute of Statistics, Joseph Guy Benjamin She Etoundi stressed on the need for the document to facilitate the collection of information for the national database. He stated that the index will serve as a measuring stick to setting up national development strategies.

It was produced in 2015 and contains methodology and components for efficiency in use by institutions to gather data for decision taking. Far North:Over 8,000 Displaced Children Returned To School
This is thanks to a 460.5 million FCFA project funded by the European Union through UNICEF.
Over 35,000 Cameroonian nursery and primary school children from 147 public schools in the Far North Region abandoned school as a result of the Boko Haram insurgency. However, over 8,000 of the children of Internally Displaced Persons, IDP, were traced and returned to school, thanks to a FCFA 460.5 million funding from the European Union to the United Nations Childrenâs Fund, UNICEF, through the âEU Children of Peace,â ECHO Project.
Speaking to Cameroon Tribune in Maroua on March 9, 2016, the Focal Point for the Implementation and Monitoring of Cooperation between UNICEF and the Far North Regional Delegation of Basic Education, MINEDUB, Ousmanou Amadou Garga, said
the funds were from the EUâs win of the Nobel Peace Prize in 2012. He added that, the funding was timely because the children lost almost everything â birth certificates, books and other official papers. Also, parents of some of the children were either killed by Boko Haram militants in their presence or separated from them following armed attacks on their communities.
UNICEF sources say the ECHO Project has since enabled thousands of refugee and IDP children to be registered in schools and the creation of leisure spaces for pupils. Similarly, teachers and other educational officials have undergone refresher courses and children offered stationery, psycho-social coaching and lessons on peace education, non-discrimination, amongst others. âThe ECHO Project, which began in August 2015, has been so timely because the IDP children were not only traumatised, but were in great lack,â points out Ousmanou Amadou.
âThe problem of IDP school children is so serious that it requires the urgent attention of every government ministry. We need to as quickly as possible determine what has become of most of the over 35,000 children who were obliged to abandon school as a result of the conflict,â Ousmanou Amadou warns.

Authorities in the Douala II Subdivision saluted Minepia staffâs efforts Wednesday.
Dry, fresh and smoked fish from the main production zone in Youpwe located in the Douala II municipality have witnessed 90 per cent reduction in bad practices that use to put consumers at the losing end. Fishermen used poisonous substances in order to catch more fish than usual, they also caught small-sized fishes which according to their profession is uncalled-for. Traders who bought fish for smoking used bad smoking methods and material like white wood, worn-out plastic buckets, plates and chairs, worn-out tyres and old dresses which provoked health hazards.
However, the Sub-Divisional Delegate of Livestock, Fisheries and Animal Industry for Douala II, Alain Ghomsi, waged a war against the bad practices by fishermen and traders, seizing and destroying huge quantities of fresh and smoked fish from perpetrators. Ghomsi and his team carried out sensitisation campaigns bringing out the negative consequences of the use of toxic products and materials to catch and smoke fish respectively. The team of veterinary doctors and sanitary inspectors went round telling all who cared to hear that the use of toxic substance destroys health, and advised them to use wood from fruit tree, dry cocoa pods, dry plantains peelings and groundnut peelings among others for smoking.
Since the rigorous sensitisation campaigns and crackdown on fishermen and vendors intensified, bad practices, according to Alain Ghomsi, has reduced by 90 per cent. To crown their efforts, the Divisional Officer for Douala II, Bakary Garba, dispatched letters of congratulations to the team March 9th. To reach a 98 per cent target, a vigilante committee involving stakeholders was created to report any suspicious act. Fishermen, smoked fish vendors and fresh fish cleaners have been identified by numbered jackets to easily trace defaulters. Following the 2000 law regulating sanitary inspection, perpetrators will pay between FCFA 50,000 and FCFA five million as fine or jailed for between two and six years with hard labour.

Moroccan born, Er Rafai Mohamed Essaid Amione, won the first lap of the race on Saturday 12 March 2016 run between Ayos and Yaounde while his fellow country man, Saadoune Abdelati again won the second lap of the race which took place between Pouma and Kribi, yesterday.
With the winner of the last edition of the Grand Prix Chantal Biya and the cycling tour of CĂŽte dâIvoire, Lahsaini Mouhsine yet to say his last word in the competition, it is certain that Morocco will be team to watch in this yearâs edition of the race. However, Cameroon is turning the heat on the Moroccans as a Cameroonian, Mbah Herve Raoul came second in the first lap and Tekou fokou Damien, third in the second lap yesterday 13 March 2016 behind Palcak Jozef from Switzerland in the second position.
On the general classification, Rafai Essaid Amine maintains the top position despite emerging 19th during the second lap yesterday. Mbah Hervé Raoul, the first Cameroonian on the general classification table is second with 2 minutes, six seconds behind the race bearer of the yellow jersey while Yemeli Pichele Herman is third on the general classification. In the team classification, Cameroon is third behind Morocco and Bansa Bysterica of Switzerland in the first and second positions respectively.
The race enters the third lap today to be run between Kribi and Douala over a distance of 173km which is the longest. The topography is fairly flat from the beginning to the end and could still favour Moroccans who are good rollers and sprinters. However, Cameroon may take their chance on Morocco when the race gets to the mountainous part of the country as Cameroon has good climbers like last year winner, Kamzong Abessolo alias âepistoleroâ.
There have been some hitches recorded in this edition of the race which got up to a promising start at Ayos where the population turned out massively. Upon arrival in Yaounde, around Nkoabang, there were no security officers on the way to control traffic and the race caravan was perturbed by unscrupulous motorists which were not to the taste of the race referee who made it known.
Also, there was no vehicle with a sound system to herald the arrival of the race caravan which led to a poor attendance on the road sides by spectators as has been the case in the past. Drivers and security officials also complained of staying up late to receive fuel which infers on the departure time that has always been behind the schedule since the beginning of the race.

South West: EISERVI Donates Books To Kumba Library
Kumba (Meme) - Children on holidays in Meme Division in the South West Region now have more books to keep them busy. This follows the recent offer of books by a non-profit organization that is working in partnership with the Kumba City Council. The launch of the Ann Gabonay Library which took place recently was presided by the Senior Divisional Officer for Meme, Koulbout Aman David.
During the exercise, the Government Delegate to the Kumba City Council, Victor Ngoh Nkelle, lauded the initiative of EISERVI charity, saying the coming of the library will help improve the reading culture of students and pupils in Kumba and its environs, especially at a time when an increasing number of school children are unable to read their names.
Victor Ngoh Nkelle said the deal was part of President Paul Biyaâs idea of public-private partnership which he instructed earlier. The Government Delegate concluded that the advent of television and social media has killed the reading culture in Cameroon, with most children spending time watching movies.
According to the Executive Director of EISERVI, Andrew Nyenty, similar libraries have been opened in Mamfe, Buea, Dschang and Yaounde. Book Aid International in the United Kingdom provides more than 60,000 books to Cameroon every year. EISERVI also this year celebrated childrenâs open-door corner on the theme, âRead the world.â The project seeks the creation of safe spaces in libraries and communities to support the promotion of reading and learning in children, while helping them with the foundation necessary for meaningful adulthood.
It should be noted that the Ann Gabonay Library is the fourth library in Cameroon with which EISERVI has worked to refurbish space, design children-friendly furniture, paint attractive murals and provide brand new childrenâs books. By the end of 2016, Book Aid International and EISERVI hope to set up six more childrenâs corners in libraries in Kumbo, Mbengwi, Bafut and Belo in the North West Region and Ekondo Titi and Tiko in the South West Region.
