DécÚs de Monique Koumateke: Halte à la désinformation !

En dépit des clarifications fournies par le ministre de la Santé publique dimanche dernier au lendemain du drame survenu samedi à Douala, la polémique perdure au sujet du décÚs de dame Koumateke et des jumeaux dont elle était enceinte.
Le drame survenu samedi Ă  Douala n’en finit pas de susciter un Ă©moi bien comprĂ©hensible et une agitation indescriptible au sein de l’opinion. Les rĂ©seaux sociaux ont tĂŽt fait d’assurer une diffusion virale d’images insoutenables de la dĂ©pouille de dame Monique Koumateke en train d’ĂȘtre Ă©ventrĂ©e pour en extraire ses fƓtus jumeaux sans vie. Les mĂ©dias audiovisuels puis les journaux ont pris le relais, chacun y allant de sa charge la plus virulente sur les supposĂ©s responsables tout trouvĂ©s de ce que d’aucuns n’ont pas hĂ©sitĂ© Ă  qualifier de nĂ©gligence mĂ©dicale, de non-assistance Ă  personne en danger, de faute dĂ©ontologique.
Toutes sortes de versions circulent depuis la survenue de cet Ă©vĂ©nement tragique, alimentĂ©es par mĂ©dias qui se font l’écho de divers acteurs qui se sont Ă©rigĂ©s en procureurs dans cette tragique affaire. Dans une communication face Ă  la presse ce dimanche aprĂšs-midi, le ministre de la SantĂ© publique, AndrĂ© Mama Fouda a apportĂ© Ă  l’opinion publique un Ă©clairage Ă©difiant sur les circonstances du drame survenu la veille. Le MINSANTE a restituĂ© les faits sur la base des informations issues de la rĂ©union prĂ©sidĂ©e par le gouverneur de la rĂ©gion du Littoral Ă  ce sujet. Il en ressort que dame Monique Koumateke est arrivĂ©e Ă  l’hĂŽpital de district de Nylon vers 8 h 50 mn dans une malle arriĂšre d’un taxi de ville ayant dĂ©jĂ  rendu l’ñme. La jeune femme qui Ă©tait enceinte n’avait jamais frĂ©quentĂ© une formation sanitaire pour les consultations prĂ©natales. Les membres de famille qui la conduisaient ont sollicitĂ© du personnel de ladite formation sanitaire, selon leurs us et coutumes, une opĂ©ration chirurgicale pour la dĂ©livrer des bĂ©bĂ©s qu’elle portait dans son ventre. Le personnel mĂ©dical leur rĂ©serve une fin de non-recevoir, au motif que cette pratique ne peut pas se faire Ă  leur niveau et conseille Ă  la famille de l’amener dans une formation sanitaire de niveau Ă©levĂ© qui se trouve ĂȘtre l’hĂŽpital Laquintinie de Douala. ArrivĂ©e Ă  l’hĂŽpital Laquintinie vers 10 h 30 mn, la famille est orientĂ©e vers la maternitĂ© oĂč le major et la sage-femme diagnostiquent que dame Koumateke est dĂ©cĂ©dĂ©e depuis quelques heures et les oriente vers la morgue. Par la suite, un des membres de la famille prend sur elle d’ouvrir l’abdomen de la dĂ©pouille et fait sortir les fƓtus. Il apparaĂźt donc qu’il n’y a pas eu un problĂšme de nĂ©gligence mĂ©dicale ou d’exigence prĂ©alable des frais de prise en charge de la part du personnel de santĂ©. Il est clairement Ă©tabli que le fƓtus ne peut pas survivre 3 Ă  5mn dans un organisme sans vie.
Pour conclure sa communication, le MINSANTE a indiquĂ© qu’une enquĂȘte est en cours pour faire toute la lumiĂšre sur cette affaire qui alimente la controverse. Et de prĂ©ciser qu’en attendant les conclusions de ladite enquĂȘte, le major de la maternitĂ©, la sage-femme, le morguier et l’accompagnatrice qui a Ă©ventrĂ© la dĂ©funte ont Ă©tĂ© mis aux arrĂȘts. Force est donc de retenir que par-delĂ  le deuil qui afflige la famille et les proches de la dĂ©funte, l’enquĂȘte diligente, objective, sĂ©rieuse demandĂ©e par le Premier ministre, chef du gouvernement Ă©lucidera les circonstances de la survenue du dĂ©cĂšs de dame Koumateke.

Interview: “A Foetus Can Only Live For One To Two Minutes”

Dr Ako Simon Nji, a gynaecologist-obstetrician with the Yaounde Central Hospital talks on the importance of antenatal care.
What is the importance of regularly attending antenatal clinic?
Attending antenatal clinic regularly helps in monitoring the health of the mother and foetus to forestall any complications that may come up.
What then are the risks of pregnant women not going for antenatal clinic?
Pregnant women who do not go for antenatal clinic cannot know if their babies are growing well or not. Complications might occur that are life-threatening both to the mother and foetus. If the woman were attending antenatal clinic, such complications could have been discovered earlier and handled. Every pregnant woman is therefore advised to go for antenatal clinic, given the complications that may occur.
What happens to a foetus whose mother dies? What are the chances of survival of such a foetus?
If a pregnant woman dies, the foetus can only live for one to two minutes and then die. This is because the foetus depends on the mother for everything – oxygen, blood flow, etc. When the mother dies, such supplies are immediately cut off. A foetus can’t survive for one minute without oxygen.
Have there been cases in medical history where a foetus survived for some time even after the death of the mother? A case that no one could give a scientific explanation to?
No! no! no! If a pregnant woman is on the table about to undergo caesarian section and suddenly dies, the doctor has a maximum of one minute to extract the foetus and it will survive. This has nothing to do with a miracle. There has never been any case in medical history whereby a foetus survived for more than two minutes in the womb of the dead mother.

China-Africa: Different People, Common Culture

Technocrats here believe fostering people-to-people contact could make existing friendship ties more fruitful.
China and the 54-nation African continent may not be neighbours on the world map but the two share common characteristics that are historically-rooted. The former lies in Eastern Asia while the later is located south of the Mediterranean Sea bordered by the Indian and Atlantic Oceans. Different in location on the global space and people, China and Africa share one thing in common – culture, although one is already far advanced in their destination - growth.
According to Prof. Li Anshan of the School of International Studies, Peking University here in China, both China and Africa have the same experience of being colonised and humiliated, and both have witnessed the struggle for liberation, independence, development and national dignity.
In a lecture at the Renmin University, Beijing on Monday March 14, 2016 to some 20 African journalists undergoing a ten-month programme in the country, the university don said the now blossoming cooperation ties between China and Africa are not by any means accidental. He observed that, “cultural offering represents a concept of equality and sense of sharing which lays the foundation for better bilateral relations and would make a greater contribution to a more harmonious world.”
That Africa today has China as its strategic development partner, covering the shortcomings of the continent in funding infrastructure development and participating in their execution as well as empowering the continent’s youngsters professionally, is therefore no surprise. Tapping the rich God-given resources of the continent to balance the relations only makes the Sino-African ties mutually beneficial. More so for the people who have come thus far and should know who they are, where they are, where they are going and how to get there.
Others like Prof. Li here in Beijing believe that knowing each other well helps in better relationship and since China-African cooperation is heading for the skies, there is need to deepen the knowledge. This explains why China runs 38 Confucius Institutes and 10 Confucius classrooms in 32 African countries. Cameroon has one on the IRIC Campus in Yaounde. Meanwhile, African businessmen also contribute their knowledge, language skills and values to China. This is the case of Cameroonian-born Gizelle who runs a hand-made African decor and furniture shop in the Chinese locality of Yiwu. She is one among many.
Prof. Li Anshan holds that beyond deepening the economic cooperation between China and Africa, there is also an urgent need to highlight people-to-people contacts for better cultural interaction, offering and mixing for it is the means for mutual learning and understanding. “This is equal exchange of ideas without superiority or inferiority. If propaganda replaces the people-to-people contacts, not only is the result less effective or even negative, the friendship may even be damaged,” he said, insisting that the two cannot afford that having come thus far.

Les personnes interpellées dans l'Affaire Monique Koumateke libérées

Les concernĂ©s restent cependant Ă  la disposition de la justice. Retour sur l’itinĂ©raire qui a conduit au drame de samedi dernier.
On s’achemine peut-ĂȘtre vers la manifestation de la vĂ©ritĂ© dans ce qu’il est convenu d’appeler le drame de Douala. Les personnes placĂ©es sous surveillance judiciaire Ă  la suite du dĂ©cĂšs de Monique Koumateke sont libres de leurs mouvements depuis hier. Le procureur de la RĂ©publique prĂšs le Tribunal de premiĂšre instance de Douala-Bonanjo a ordonnĂ© leur mise en libertĂ©. Le morguier de l’hĂŽpital Laquintinie, le major de la maternitĂ©, la sage-femme et la dame qui a Ă©ventrĂ© la regrettĂ©e Monique Koumateke continuent cependant d’ĂȘtre Ă  la disposition de la justice. Pour les besoins d’enquĂȘte, ils comparaĂźtront libres.
Cette derniĂšre Ă©volution vient s’ajouter aux gestes d’apaisement que multiplient les pouvoirs publics depuis ce malheureux Ă©vĂ©nement. Le gouverneur de la rĂ©gion du Littoral, le ministre de la SantĂ© publique, le ministre de la Communication ont constamment ƓuvrĂ© pour l’apaisement face Ă  l’horreur relayĂ©e via les rĂ©seaux sociaux. A son tour, le chef de l’Etat a dĂ©pĂȘchĂ© lundi dernier, le gouverneur de la rĂ©gion du Littoral, Samuel DieudonnĂ© Ivaha Diboua, auprĂšs de la famille de la dĂ©funte pour prĂ©senter les condolĂ©ances de la nation entiĂšre et donner des assurances que le gouvernement de la RĂ©publique reste mobilisĂ© Ă  soutenir dame Marie Sen, la mĂšre de feue Monique Koumateke.
MalgrĂ© ces gestes d’apaisement, l’émotion continue Ă  ĂȘtre instrumentalisĂ©e par quelques-uns pour des fins inavouĂ©es. Il reste cependant que les enquĂȘtes menĂ©es Ă  divers niveaux de la hiĂ©rarchie administrative ont dĂ©jĂ  permis de reconstituer l’itinĂ©raire de la patiente d’alors. Les circonstances de son premier passage vendredi, 11 mars dernier dans un centre mĂ©dical privĂ© de PK13 Ă  Douala sont connues. On aura plus de communication sur les réformes économiques

Engagement pris hier à Douala à la faveur des travaux du Cameroon Business Forum, la plateforme de dialogue secteur public-secteur privé.
La tonalitĂ© Ă©tait conviviale. Les exposĂ©s riches d’informations sur le climat des affaires au Cameroun. L’essentiel a Ă©tĂ© ainsi dit sur l’économie numĂ©rique au Cameroun, les instruments de financement alternatifs des entreprises camerounaises, la crĂ©ation d’entreprises, la problĂ©matique de l’emploi des jeunes, l’allĂ©gement des procĂ©dures fiscales et la problĂ©matique fonciĂšre. Les exposants venus du gouvernement, des mouvements patronaux (Ecam, Mecam) et du monde de la finance ont tracĂ© la voie Ă  mĂȘme d’aboutir Ă  une meilleure perception de l’environnement des affaires au Cameroun. Et au terme de cette phase consacrĂ©e aux Ă©changes, le Premier ministre, chef du gouvernement, Philemon Yang, a tenu Ă  ce que les interventions des diffĂ©rents exposants soient suivies par « une conversation » et non un dĂ©bat comme arrĂȘtĂ© dans le programme officiel. La 7e session du Cameroon Business Forum a globalement connu une rĂ©ussite. Le gouvernement s’est mobilisĂ© comme d’habitude.
Un peu plus de 15 ministres (en charge des questions de gouvernance, des dossiers Ă©conomiques et d’emploi), les directeurs gĂ©nĂ©raux des entreprises publiques, les capitaines d’industrie, les partenaires au dĂ©veloppement et les mĂ©dias ont honorĂ© le rendez-vous. Et mĂȘme que dĂ©sormais, les mĂ©dias seront un alliĂ© de poids du Cameroon Business Forum. Les mouvements patronaux, divers exposants ont ainsi manifestĂ© la volontĂ© de se faire dĂ©sormais accompagner par la presse. Le Premier ministre a accĂ©dĂ© Ă  cette dolĂ©ance du secteur privĂ©, puisque le ministre de la Communication a rejoint la suite de Philemon Yang. Et hier, aprĂšs les travaux, mission a Ă©tĂ© confiĂ©e au ministre de la Communication, Issa Tchiroma Bakary, d’organiser un point de presse. Le MINCOM Ă©tait assistĂ© dans cet exercice par le ministre des Finances, Alamine Ousmane Mey.
Lors de sa prise de parole Ă  l’ouverture de cette concertation, le chef du gouvernement a rĂ©itĂ©rĂ© la volontĂ© des pouvoirs publics d’Ɠuvrer dans le sens de l’amĂ©lioration du climat des affaires au Cameroun. C’est ainsi que pour ce qui est des rĂ©formes, Philemon Yang a dĂ©clarĂ© devant les reprĂ©sentants des organisations internationales qu’en six ans, 120 rĂ©formes ont Ă©tĂ© effectivement mises en Ɠuvre pour amĂ©liorer l’attractivitĂ© Ă  entreprendre au Cameroun. Il s’agit donc environ de 20 mesures importantes par an. Mais le PM a reconnu que des efforts sont Ă  fournir par rapport au rythme des rĂ©formes et Ă  leur appropriation par les diffĂ©rents acteurs de la vie Ă©conomique. « Ceci pose le problĂšme de la communication sur les rĂ©formes entreprises et celui de leur effectivitĂ©. Ce dernier aspect mĂ©rite de notre part, un examen minutieux », a-t-il prĂ©cisĂ©. A quoi sert-il, en effet, d’entreprendre une rĂ©forme si Ă  son aboutissement, elle doit encore connaĂźtre des lenteurs dans son application ? s’est interrogĂ© le PM. Il ressort de la 7e session du CBF que les lignes devront bouger dans le dispositif rĂ©glementaire au nom de l’assainissement du climat des affaires.
Le rapport du secrĂ©taire permanent du Cameroon Business Forum, MoĂŻse Ekedi, a ensuite donnĂ© une photographie des actions engagĂ©es en 2015. En tout, 20 recommandations couvrant dix chantiers de rĂ©formes ont Ă©tĂ© adoptĂ©es au cours de la 6e session du Forum. Parmi ces recommandations, on compte onze nouvelles et neuf reconductions. Certaines ont fait l’objet de requalifications. De l’exposĂ© du secrĂ©taire permanent du CBF, les 250 participants ont retenu qu’au cours de l’annĂ©e 2015, exceptionnellement prolongĂ©e jusqu’au 31 janvier 2016 en raison des dĂ©lais supplĂ©mentaires requis pour la mise en Ɠuvre effective de certaines rĂ©formes, quatorze recommandations sur vingt, sont soit exĂ©cutĂ©es, soit en cours de finalisation avec une progression satisfaisante par rapport aux dĂ©lais fixĂ©s. Pour ce qui est du rapport Doing Business 2016, le rang du Cameroun a connu une chute de quatre places, passant de la 168e place Ă  la 172e place sur 189 pays. Cette chute trouve sa justification dans les facteurs exogĂšnes (changement de mĂ©thodologie, publicitĂ© nĂ©gative constante sur les pays d’Afrique centrale en gĂ©nĂ©ral, inconsistance des contributeurs sollicitĂ©s pour donner des avis sur le Cameroun) mais aussi dans les facteurs endogĂšnes (lenteur dans la mise en Ɠuvre des lois, rĂšglements, mesures administratives ou recommandations ; manque de communication Ă  l’interne ou au public des nouvelles rĂ©formes et de leur mise en application immĂ©diate ; absence d’un suivi rĂ©gulier de la mise en Ɠuvre des rĂ©formes, le ComitĂ© de suivi du CBF se rĂ©unissant de moins en moins ; une rĂ©sistance aux changements observĂ©s sur le terrain, dans l’application des directives, trĂšs souvent liĂ©s aux intĂ©rĂȘts personnels, rendant ainsi caducs tous les efforts dĂ©ployĂ©s en amont).
Note gaie cependant, Ă  la requĂȘte du gouvernement, une feuille de route spĂ©cifique a Ă©tĂ© Ă©laborĂ©e avec l’assistance de l’équipe Doing Business Advisory. Selon les explications du secrĂ©taire permanent du CBF, cette feuille de route porte sur un plan d’action sur deux ans et a pour but d’adresser la problĂ©matique particuliĂšre visant Ă  une meilleure perception du climat des affaires au Cameroun Ă  travers l’amĂ©lioration de son classement. Interview: “95 % Of People Don’t Know They Are Hypertensive”

Professor Samuel Kingue, Consultant Cardiologist, Executive President, Cameroon Cardiac Society, talks on cardiac challenges in the country today.
What explains the recurrent cases of cardiovascular accidents in the society today? Cardiovascular diseases are diseases that were formally unknown amongst our population. They were more common in Europe and America. Now that we are getting more aware of our health conditions, we are able to evaluate the prevalence of these diseases. It is evident that the prevalence of cardiovascular diseases in Cameroon is increasing. An example is hypertension which is the leading cause of cardiovascular failures.
The prevalence of hypertension amongst the adult population in Cameroon stands at 30 per cent. Considering the entire population of the country, about 6 million adults in the country are hypertensive and majority of them are not aware. Another frequent cardiovascular disease is diabetes with a prevalence rate of about 10 per cent. In children, there are congenial heart diseases and malformation of the heart that takes place during the formation of the foetus.
With urbanisation, the population is shifting towards the western way of life with our diet changing to more fatty food, salt, alcohol and tobacco consumption. These are habits that are not healthy. In addition, Cameroonians practice less exercise. We are getting to a stage where people are getting more obese thereby being exposed to cardiovascular diseases. Stress too can cause cardiovascular diseases.
What are the symptoms of cardiovascular diseases?
In the case of hypertension, there are two types; that is hypertension without a cause and hypertension with a cause. 95 per cent of people are suffering from hypertension that does not have a cause while 5 per cent of those who are hypertensive have a medical cause. Hypertension without a cause starts gradually with the blood pressure increasing without anybody disorder. It is only when such a patient goes to the hospital for a check-up that it can be detected that the person is developing hypertension.
The second type of hypertension can be noticed when troubles appear such as headaches, dizziness, palpitation and difficulties in breathing. When this is experienced, it means the blood pressure is already very high and it is impairing the functioning of the inner organs such as the brain, heart and the kidney. The latter phase is that of complication when cardiovascular accidents appear such as heart and kidney failures.
Taking the case of diabetes, it is known that when one passes out urine all the time, is always thirsty; it means there is something wrong and that person needs to check his sugar level. Heart failure is manifested through difficulty in breathing, fatigue of the body and swelling of the abdomen.
How can these diseases be prevented and treated?
Our policy is to target three aspects of cardiovascular diseases. The first is health promotion by sensitising the population to adopt healthy lifestyles by changing their diet to less salty, less fatty food and alcohol. Also, people should regularly go for screening of their heart, sugar level, kidney functioning and cholesterol level. If there are signs of cardiovascular diseases, several doctors have been trained in many specialities such as cardiology, dialectology, neurology and the study of the lungs. The treatment will depend on the disease, it’s severity and complications.

Commentary: Regrettable CEMAC

The Central Africa Economic and Monetary Community (CEMAC) has once more pondered on some of the issues that need to be addressed in order to enhance its development. This year, on the occasion of the eighth edition of what has become known as CEMAC days, which stretched from March 10 through 16, reflections centred on the theme; “Natural Resources: Stakes and Challenges.” Citizens of the six countries were urged to discuss how best to improve on the management of the resources of their various countries, handle issues related to transparency and good governance as well as the diversification of economic resources in the sub region.
It was certainly not by chance that authorities of CEMAC came up with a theme that relates to natural resources considering the enormous resources that exist in the sub region, but which unfortunately are poorly extracted and managed leaving the sub region one, if not, the least developed in the African continent.
Come to think of it, the six nations that make up CEMAC have not been able to translate decisions, some of them taken at very high level into practical implementation. The consequences have been quite telling with member countries spending all their time talking integration and living separation. It is not clear why this is happening but from every indication, there is an iota of self-centredness and an absence of “sub regional patriotism.”
The things that are holding back the development of the CEMAC sub region cannot be farfetched. Member States are characterised by institutional bad governance and resistant to putting up a harmonised attractive business climate. For a sub region like CEMAC with its rich natural resources to develop, there must be concerted action to boost trans-national infrastructure and structures that militate in favour of competiveness.
All this is happening at very disappointing pace especially when one observes that authorities have for years been talking about identifying and valorising the vast agro-industrial potentials in the sub region. The laxity with which reforms are being carried out have kept the sub region on one spot. This couldn’t have been otherwise. Reforms such as those instituting a sub regional airline company (Air CEMAC), sub regional biometric passport, CEMAC intra-community trade and harmonisation of mining legislation among others have been moving at snail pace.
No one is against the celebration of CEMAC days, but it is important to question what in effect are we celebrating; failure in the implementation of reforms drawn up by the member countries themselves? CEMAC has for the past years been suffering from a clear lack of international competitiveness. Despite the fixed parity of the CFA franc to the Euro, the trade surplus has never worked in its favour.
The European Union Commissioner in Charge of Trade states inter alia that the sub-region has the lowest trade intra-action in the African continent. Employment in exposed sectors continues to stagnate indicating that industries in the sub-region have failed to maintain their outstanding competitive performance. In most of its member countries, industrial wages are extremely low, a situation worsened by inflation subsequent to the depreciation of the CFA franc in 1994. This state of affairs readily calls for regret.

Manki-Mape Bridge Projects Stall

The control mission and contractor say only 26 per cent of the project was executed as at March 1, 2016.

Work on the Manki-Mape Bridge in the Noun Division of the West Region is yet to convince the control mission and the contracting authority (Ministry of Public Works). The project control mission and contractor on March 14, 2016, briefed the Minister of Public Works, Emmanuel Nganou Djoumessi and his Secretary of State, Louis Max Ayina Ohandja, in the company of West Governor, Awa Fonka Augustine, during an evaluation mission to the project site.
They listed occupation by the riverine population of about 5-6 km of earmarked access ways because of the non-payment of compensation. The non-payment of project progress bills, coupled with some technical hitches, were also blamed for retarding work. The Minister urged the Senior Divisional Officer for Noun to examine the complaints of the aggrieved people with a view to compensating them. He challenged the Mayor and traditional leaders of Magba to sensitise the population on the need to quit the areas to be affected by the road.
Emmanuel Nganou Djoumessi said in as much as government wanted the road to pass for development to follow, it will not throw the people into the streets unjustifiably. On the non-payment of project progress bills to the contractors amounting to over FCFA 2 billion, the Minister invited staff of his ministry in charge of such concerns to see how possible and fast things could be worked out.
Technical problems linked to hydraulic works as well as the near scarcity of construction material like recommended cement, were directed to the technical department of the ministry for resolution. This plethora of problems is hindering the visibility of the project's progress, argued the contractor.
Work on the road started on July 1, 2014 and is expected to end on April 30, 2017 after the contractor requested the extension of time frame. The project shall see the development of 21.1 km of road with the construction a 120 ml bridge on the Mvi River and a 100 ml bridge on Mape River. Project bills worth 21.4 billion FCFA are financed by government (46 per cent), the Arab Bank for Economic Development in Africa, BADEA (32.4 per cent) and the Saudi Development Fund (21.6 per cent). Construction is being carried out by the BUN's/MAG Group.
