Climat des affaires: 10 chantiers pour changer la donne

La feuille de route en question comprend dix indicateurs assortis chacun de plan d’actions qui peuvent être considérés comme les dix chantiers qui vont permettre de changer la donne. Il s’agit de la création d’entreprises, de l’obtention du permis de construire, de l’accès à l’électricité, du transfert de propriété, du commerce transfrontalier, de l’exécution des contrats, des inspections des établissements classés, de la promotion des investissements, de l’accès au crédit et du paiement des impôts. Pour chacun de ces chantiers, les actions à mener ont été clairement définies. Pour la création d’entreprise notamment où les centres de formalités ont déjà permis de réduire de manière considérable les délais (72 heures en un même lieu), il faudra réduire à 100 000 F le capital minimum exigé pour la création des sociétés à responsabilité limité et établir un tarif forfaitaire pour les notaires. Tandis qu’en matière de fiscalité, domaine dans lequel le pays regorge d’un fort potentiel en matière de paiements de taxes et d’impôts, de l’avis des experts du Doing Business, il va falloir automatiser et simplifier les procédures d’enregistrement, de mutation immobilière et de la commande publique. Pour cet indicateur aussi, le gouvernement a déjà mis en œuvre une série de réformes à l’instar de la télédéclaration et de la suppression du cautionnement de 10% en matière de contentieux fiscal. Mais, pour influencer le classement du Cameroun dans le Doing Business, toutes ces réformes gagneraient à être utilisées par la majorité des entrepreneurs. « Si elles ne sont utilisées que par une faible partie de la population, les effets escomptés sont très limités », confie Fréderic Meunier.
Une fois les bases établies, il faut maintenant se concentrer sur l’atteinte des objectifs. Ce qui suppose de tordre le cou aux tares décriées au niveau interne : la lenteur dans la mise en œuvre des réformes, l’insuffisance de communication, l’insuffisante appropriation des réformes par les agents économiques, l’absence d’un suivi-évaluation régulier des réformes, et la résistance aux changements observés sur le terrain dans l’application des directives, très souvent liées aux intérêts malheureusement égoïstes. Comment le gouvernement compte s’y prendre cette fois ? Comment les actions arrêtées seront-elles mises en œuvre et dans quels délais ? C’est l’objet du dossier qui suit.

Cameroun-Etats-Unis: Accords pour la lutte contre le terrorisme

Un mémorandum d’invention a été signé hier entre le DGSN Martin Mbarga Nguelé et l’ambassadeur Michael Stephen Hoza. Des attaques aux frontières, on en enregistre. Qu’il s’agisse de l’Est ou de l’Extrême-Nord du Cameroun, des bandes armées et terroristes impitoyables menacent la paix et la stabilité du Cameroun. Ceci parfois à cause de la porosité des frontières et d’un contrôle peu rigoureux, en conséquence, des mouvements des individus. Sur un autre canal d’accès à savoir les aéroports, les terroristes, souvent venus d’ailleurs, opèrent également sans vergogne par des attentats. Ces deux cas de figure illustrent le contexte sécuritaire de l’heure, même si le Cameroun n’a pas encore enregistré des attaques dans un aéroport, et justifient l’assistance des Etats-Unis d’Amérique.
En effet, en paraphant le mémorandum d’intention hier à Yaoundé, entre le gouvernement camerounais et celui des Etats-Unis, Martin Mbarga Nguelé, délégué général à la Sûreté nationale, a souligné que « la situation transfrontalière était très préoccupante ». Cet instrument juridique entre les deux gouvernements qu’est le mémorandum d’intention, devrait donc consacrer l’assistance technique des USA dans le contrôle des flux aux frontières. Il s’agira de l’installation aux postes de frontières et aéroports d’un système d’identification comparatif, qui sera exploité par la Police des frontières. Au nom du gouvernement camerounais, Martin Mbarga Nguelé a salué l’appui constant que les Etats-Unis apportent au Cameroun dans la lutte contre le terrorisme. D’ailleurs, pour Michael Stephen Hoza, ambassadeur des Etats-Unis au Cameroun, il ne pouvait en être autrement. « Cette assistance s’appuie sur un partenariat très profond entre les forces de sécurité contre les menaces barbares dans le monde. Boko Haram est une barbarie, un cauchemar pour l’humanité. Nous devons tout faire pour assurer un avenir radieux à nos enfants », a souligné le diplomate américain.
Les efforts déployés par la délégation générale à la sureté nationale (DGSN) pour la sécurité aux frontières et dans les grandes métropoles du Cameroun étant déjà consistants, Michael Stephen Hoza a pu apprécier de dispositif de vidéo-surveillance mis sur pied par la DGSN. Car, à partir de la salle de vidéo-surveillance, les experts de la DGSN, en un clic et en temps réel, ont pu promener le diplomate américain et les personnalités présentes dans les villes de Garoua-Boulaï à l’Est, Kousséri à la frontière avec le Tchad. Des zones de concentration et névralgiques dans la ville de Yaoundé, à l’instar du carrefour de la Poste centrale, l’esplanade du palais de Verre, ou le rond-point Bastos, sont également sous surveillance vidéo. Martin Mbarga Nguelé a, à l’occasion, confié que ce dispositif sera bientôt étendu sur l’ensemble du territoire national.

Eau et assainissement: Des opportunités d’emplois peu connues

Experts et chercheurs ont pris part à un forum de sensibilisation sur les métiers du secteur organisé lundi à Yaoundé dans la cadre de la semaine nationale de l’eau. La célébration de la 24e édition de la Journée mondiale de l’eau sur le thème « L’eau et l’emploi », a donné l’occasion aux experts et chercheurs de partager leurs savoirs et expériences sur les métiers de l’eau. C’était lundi à Yaoundé, à l’initiative de la délégation régionale de l’Eau et l’Energie pour le Centre. Concrètement, on a, par exemple, parlé des hydrauliciens, formés en Génie rural ou Technique industriel comme ingénieurs. Les géophysiciens, hydrologues, électromécaniciens, foreurs ou plombiers. Ce sont aussi d’autres métiers porteurs où les jeunes pourraient être formés. Pour bénéficier d’une formation dans l’un de ces domaines, il faut avoir un baccalauréat technique ou scientifique. Par ailleurs, le métier d’artisan-réparateur, spécialisé dans la maintenance des pompes ou le dépannage des forages, est un secteur dans lequel on accède avec un Certificat d’aptitude professionnel (CAP).
Le forum sur les métiers de l’eau a ainsi permis « d’évaluer les opportunités et les contraintes du secteur couvert par les intervenants. En outre, nous avons tenu à faire des expositions des métiers et du savoir-faire des professionnels de l’eau », a noté Mme Ngapare Rai Ladouce, délégué régional. Organisés à l’intention des jeunes, ces échanges ont mobilisé plusieurs Organisations non-gouvernementales et entreprises du secteur. L’objectif ayant été de « susciter les vocations de professionnels de l’eau auprès de ces jeunes. Car, il est clair qu’aujourd’hui, le secteur de l’eau et de l’assainissement est porteur de nombreux emplois. Mais notre jeunesse semble encore l’ignorer », a rappelé Mme Ngapare Rai Ladouce.
La semaine nationale qui s’est achevée hier a également ouvert des vannes de la mise en œuvre de plusieurs autres activités. L’on peut noter, entre autres, la visite guidée de la station d’épuration des eaux usées de Messa à Yaoundé, celle de la station de traitement des eaux d’Akomnyada. Une rencontre de vulgarisation des textes réglementaires de l’eau et de l’assainissement a également été organisée.

Niat Njifenji reçoit les hôtes koweitiens

Ils ont été reçus par le président de la Chambre, dans le cadre de leur visite au Cameroun. Après la séance de travail à l’Assemblée nationale, les parlementaires koweitiens se sont rendus au Sénat où ils ont eu une autre séance de travail avec Marcel Niat Njifenji, le président qu’assistaient certains de ses collaborateurs. Même atmosphère empreinte du souci de trouver des meilleures pistes pour une coopération plus bénéfique entre les deux parlements. Les échanges n’ont pas été ouverts à la presse mais le chef de la délégation des Koweitiens a affirmé avoir apprécié la rencontre et la place qu’occupe son pays au sein du parlement camerounais. Les discussions ont porté sur les affaires générales, mais davantage sur l’ambition d’investissement que nourrit le Koweit au Cameroun. « Nous espérons pouvoir réaliser tout ce qui est possible et à la hauteur des moyens de notre pays sur les projets divers mutuellement bénéfiques », a affirmé le chef de délégation. Avant d’ajouter : « L’objectif est de soutenir les relations que nous avons avec le Cameroun et nous espérons renforcer la coopération qui existe déjà entre les deux pays. Nous allons transmettre à notre direction politique la perception de l’image que nous avons du Cameroun », a dit en substance l’honorable Saud Nashimi A M Alhuraui.

CPDM Party:Challenges, 31 Years Later

The dawn of a new era hovered over Cameroon’s political landscape following the creation of the Cameroon People’s Democratic Movement, CPDM, in Bamenda, North West Region, on March 24, 1985.
After 31 years of seeing through challenges such as multiparty politics in 1990, facing no-nonsense challengers in various local and national elections and consolidating grassroots support, the CPDM party is today at the crossroads of new challenges.
The theme for this year’s 31st anniversary celebration, “Total mobilisation behind the National President, Head of State, Commander-in-Chief of the Armed Forces, His Excellency President Paul Biya, in the growth acceleration drive and the war against Boko Haram”, seems to state the first challenge which is that of standing behind its Chairman, Paul Biya, in the war he has been waging as Commander-in-Chief of Cameroon’s Armed Forces against the nebulous terrorist sect, Boko Haram. In effect, the enemy who is working hard to hamper development efforts promised by the CPDM Chairman, is a major threat to the ruling party’s image and objectives to improve living standards. Due to a realistic and very efficient war strategy, Boko Haram has been weakened, reason why Paul Biya needs even greater popular mobilization, starting with vigilance within CPDM ranks, to deal the final blow.
Connected to this, many supporters say is the necessity for CPDM supporters to rally behind Paul Biya in his drive towards modernisation and progress which entails fast-tracking several development projects already on-course under his Greater Achievements policy. How well CPDM supporters will stand up to these challenges, as they celebrate the 31st anniversary of the party is a wide guess. But growing enthusiasm, especially after the recent successful operation to renew grassroots executives, indicates that widespread renewed grassroots leadership is a surety for the fresh impetus needed to mobilise anew, in discipline, behind their National Chairman.

Supreme Court:Marafa Hamidou Yaya, Yves Fotso Appeal Adjourned

They were sentenced in 2012 to 25 years imprisonment for embezzlement of funds intended for the purchase of a presidential jet.
The first appeal hearing in the trial of Marafa Hamidou Yaya, former Secretary General at the Presidency, Yves Michel Fotso, former General Manager of the defunct national carrier, Cameroon Airlines, Camair, and several others, held at the Supreme Court in Yaounde on Tuesday, March 22, 2016. Marafa and Fotso were alongside others each sentenced to 25 years imprisonment on September 12, 2012, for embezzlement of about 21 Billion FCFA meant for the purchase of a presidential aircraft, the Bbjet 2.
Leading a seven-person panel of judges, the Chief Justice, Daniel Mekobe Sone, announced that the court received a letter from counsel to Yves Michel Fotso, seeking the adjournment of the matter. He advanced as reason the poor health of his client. Similarly, counsel to Marafa, Barrister Patrice Monthé, took the floor to also request that given his client’s poor health, he could not sit through the trial, though he was present in court.
Barrister Alice Nkom, another counsel to Marafa, later explained to Cameroon Tribune that their client has had a bout of malaria in the past three weeks. With no objection by the Advocate General and other lawyers to the requests, Chief Justice Daniel Mekobe Sone adjourned the trial to April 5, 2016, at 10 am.

Civil, Political Rights Protection:Bar Association To Train Stakeholders

A European Union-funded project worth FCFA 345 million was launched yesterday, March 23, 2016 in Yaounde.
The Cameroon Bar Association yesterday, March 23, 2016 in Yaounde launched a two-year project to upgrade the capacities of national stakeholders in the monitoring and evaluation of public policies related to the respect, protection and promotion of civil and political rights. The 526,000 euros (about FCFA 345 million) worth “Bar, Governance, State of Law Project” funded by the European Union’s Delegation to Cameroon, aims at contributing to the amelioration of governance in civil and political rights through the training of key actors such as parliamentarians, magistrates, political parties, administrative authorities and civil society organisations including lawyers.
In his keynote address during the launch ceremony yesterday, the President of the Bar Council, Batonnier Jackson Ngnie Kamga said the project marks a turning point in the life of the Bar Association which in effect has as objective the protection of human rights. More so, the Bar’s new engagement posture is in line with government’s related policies such as the Growth and Employment Strategy Paper, the 2035 Emergence Vision and the National Plan for the Promotion and Protection of Human Rights. “In a world where inequality thrives, we lawyers are the best observers of malfunctions. But the lawyer must move from observation to objection,” he said. On her part, the Head of the European Union Delegation to Cameroon, Ambassador Françoise Collet, while recalling the European Union’s predicament with recent Brussels terror attacks, hoped that the project will contribute to the improvement of civil and political rights.
Till 2018, the training will involve seminars, workshops, study trips and internship conferences. The President of the Human Rights Commission of the Bar Association, Barrister Simon Pierre Eteme Eteme explained that the project will, on a national scale, also involve activities such as the publication of an annual report on the state of human rights in Cameroon and establish a partnership between the Bar and Parliament to ensure that the views of the Bar be given due consideration on projects and bills related to human rights. The ceremony was attended by representatives of the Senate President, the Speaker of the National Assembly, the Minister of Justice and several State institutions alongside lawyers.

Digital Economy:Development Plan Under Preparation

The interministerial committee in charge of the project held its first meeting in Yaounde on March 23,2016.
Members of the Interministerial Committee for the Development of Digital Economy in Cameroon have started laying the groundwork for the sustainable development of the concept. The committee met for the first time in Yaounde yesterday, March 23, 2016, to discuss on short and long-term plans on boosting the development of digital economy in Cameroon.
The Minister of Posts and Telecommunications, Minette Libom Li Likeng urged members of the committee to get down to work, given that they have barely two months to propose a short and long-term action plan to government that will serve as a development guideline for the sector. All government programmes must be aligned to the plan, with each ministry expected to forward strategic initiatives to the committee, based on the concept.
The Ministry of Posts and Telecommunications has been working on the concept. According to the Minister, the first National Digital Economy Days, organised in February 2016 offered the opportunity to lure and assemble contributions from the private sector and the civil society. The project of the Ministry to draw up a strategic plan for the development of the concept, coupled with recommendations from National Digital Economy Days, will serve as spring board for the committee and consequently, the development of digital economy in Cameroon.
The commitee has been tasked to come up with a state of affairs report on digital economy in Cameroon. It is also expected to identify obstacles to the development of the concept, define strategies for eventual implementation, propose an action plan, identify funding sources, study technical, socio-economic and legal aspects linked to its implementation and to identify sectors of activity involved. The committee has also been handed the mission to propose coordination between diverse public structures and identify sectoral indicators that will progressively measure the implementation of the concept.

Indomitable Lions' Defense:Nkoulou in Command

The player from Marseille in France is the pivot of the central defense of the Lions.
Though Hugo Broos convened seven defenders for the double confrontation against South Africa, there is no doubt that the central defense will be assured by Nicolas Nkoulou. The question now is who is going to combine with the Olympique Marseille player especially at the right back where Cameroon has been found wanting in the past. He has had to combine well with Aurelien Chedjou in the past but with the presence of Sebastien Bassong in the squad this time around, it is very likely that he will be the one to play with Nkoulou. More so he has been regular with his English club side Norwich but didn’t play the last two games with the club because of a minute injury.
On the left wing will be Henri Bedimo who has always played this role with success. More so the player from Lyon-France has the advantage that he is an offensive defender. With the forfeiture of Oyongo Bitolo, there is no doubt that Bedimo will be the one to count on the left wing. However, the coach has a panoply of defenders to rely on in case of injury or in case one should fail to deliver the desired results. There young budding stars like Adolphe Teikou who plays from Sochaux in France, Allan Nyom of Watford football club in England as well as Abouna Ndzana who was called up in replacement of Oyongo Bitolo.
With the absence of Carlos Kameni, Hugo Broos will have to deal with a less experienced but equally talented goalkeeper in the person of Guy Roland Assembe, Fabrice Ondoua or André Onana. Both Fabrice Ondoua and André Onana play for second division clubs in Europe while Ndy Assembe though with a first division club in France, Nancy, has not been very regular in the club like the first two. Nkoulou will therefore have to do a lot of talking to position the players as the young goalkeepers will not have the courage and experience to talk to the elderly players. However, the Lions defense is good as they have not been conceding many goals. They have so far conceded no goal in the qualifiers for the 2017 Africa cup of nations and the first round of the qualifiers for the 2018 world cup in Russia. Cameroon no doubt has to be on their guard as the Lions have never defeated South Africa in an official match.

Nsimalen Airport:About 500 Flights Within Three Weeks

Activities have returned to normal after three weeks of heavy traffic sequel to the closure of the Douala International Airport.
Low-scale air traffic is gradually returning to the Nsimalen International Airport after three weeks of intensive activity sequel to the rehabilitation and solidification of airport pavements (runway, aircraft taxiways, aprons) at the Douala International Airport.
Nsimalen Airport officials and staff are now heaving a sigh of relief owing to the fact that traffic has reduced. The Station Manager of the Nsimalen International Airport, Martial Essomba Ndongo, disclosed that the platform hosted over 500 regular flights from March 2-21, 2016. He stated that aircraft belonging to over 17 airline companies taxied at the airport, up from nine. The airport on regular basis hosts 210 flights within three weeks, the passenger level usually stands at 50,000 within the same period but went up to 65,000. Management and airport officials are now counting blessings, rejoicing that no major incident occurred.
At the airport vicinity yesterday March 22, 2016, flight frequencies had reduced from minutes to hours intervals. Airport’s attendants now service passengers as in the days of old with little or no pressure. “We are respecting our normal flight schedule,” said the Station Manager. By 9:25 am, the first aircraft had taken off, with passengers of the second flight already checking in for Nairobi. Meanwhile, the main hall of the airport was pretty busy, with queues of luggage waiting for check-in. Workers expressed satisfaction for contributing to the three-week exercise that went on hitch-free. It was more of an experience gaining exercise that turnout to be successful, they all agree. The huge challenge was surmounted. It was a premier that the Douala International Airport that hosts 70 per cent of air traffic has never witnessed, said the management of the Nsimalen International Airport. Martial Essomba Ndongo said it is a huge task being the lone entry and exit route into the country.
The atmosphere is calm, although Martial Essomba Ndongo stressed that peak hours (evenings) are likely to witness some heavy traffic. Cargo planes like Boeing 747 will continue to land at the Nsimalen International Airport as the Douala International Airport is only opened partially. He pointed out that the Douala International Airport’s runway measures only 2,850 metres as against 3,400 metres for the Nsimalen International Airport which makes it difficult for cargo planes to land in Douala for lack of appropriate distance.
Some airline companies that temporarily lodged at the airport vicinity are gradually packing their bags back to the Douala. The offices, sources say, will remain in place, but for different purposes. Transport agencies that set up base at the airport have deserted the vicinity.

North West:Minister Bidoung Mkpatt Promotes Sports

He officiated the final of Hon. Njingum Musa's Football Peace and Unity Cup in Ndop on March, 19 2016.
Ngoketunjia Division of the North West Region recently got a fresh push to sports development when the Minister of Sports and Physical Education, Bidoung Mkpatt, came visiting on March 19 2016. The event was the final of the Peace and Unity Cup, a regular competition that unites indigenes of all the 13 villages and 3 sub-divisions of Ngoketunjia.
It was eventful for a division that was quick to show gratitude to Minister Bidoung Mkpatt who, some years back, made available 20 million FCFA for a sports complex in Ndop. Some 13 years after, Ngoketunjia stands by the government in the request for the rehabilitation of infrastructure and the construction of a modern stadium. It was against this backdrop that the visiting Minister committed to seek solutions to requests for infrastructure that take sports and physical education forward.
He saluted Hon. Njingum Musa, CPDM Member of Parliament for Ngoketunjia North Constituency and promoter of the Peace and Unity Cup, stressing the role of sports in maintaining peace and unity. Minister Bidoung Mkpatt stated government’s preparedness to continue to stand by all institutions that promote peace, unity, solidarity, team spirit, honour and values of integrity.
Inhabitants of Ndop acknowledged that Minister Bidoung Mkpatt's recent outings to Ngoketunjia have often impacted them. This time around, his visit to sports infrastructure, a sports parade, the football finals and award of prizes, summed up the event. Curtains dropped on the activities with Bamunka Urban FC humbling Bammesing FC by 1 goal zero to win the second edition of the Hon. Njingum Musa Football Cup. Bamunka Handball Club also beat Bamali Handball Club 16 gaols to 13 to lift the handball trophy.
It emerged from the event that the competition was conceived and launched to fetch budding talents, poised to emerge and shine as well as give the youths of Ngoketunjia a chance to compete in peace and make friends amongst themselves. Among the lot who cheered the finals in Ndop was North West Governor, Adolphe Lele L'Afrique, Senator Dingha Ignatius, traditional rulers and elite of Ngoketunjia Division.

North West;446 million FCFA-worth Killer Drugs Destroyed

There were seized between August 2015 and January 2016 by police and gendarmes.
The municipal dumpsite in the neighbourhood of Mbelewa, Bamenda III Subdivision in Mezam Division of the North West Region, was the destination of 708 cartons of assorted medicines and drug items. Transported in four trucks from the North West Regional Fund for Health Promotion, the drugs were destroyed on March 22, 2016. The drugs were worth about 446 million FCFA.
By 1 pm, the illegally imported, expired and damaged medicines, were up in flames under the supervision of the task force in charge of identifying, seizing and destroying medicines dangerous to health. On-the-spot at the dump site, the Inspector General in the North West Governor’s Office, Ivo Makoge, and the Regional Delegate for Public Health, Dr Manjo Fon Matilda, told Cameroon Tribune that illegal and expired drugs represent a serious threat to health because most of them are toxic, destroy body organs and create drug resistance.
They advised the population to go for essential drugs that are sometimes cheaper and available in recognised pharmacies and hospitals. Dr Manjo Fon Matilda stressed the need to avoid clandestine drugs because their sources are doubtful and they kill. Meanwhile, the Regional Focal Point for Pharmaco Vigilance, Valentine Chapajong Asong, revealed that the concerted efforts of the Regional Police Chief for Highways Traffic, the Bamenda Central Police Station, the Third Police District, gendarmerie posts and the Bamenda Judicial Police, all helped in seizing the drugs between August 2015 and January 2016.

SDF Advocates For Health Reforms

The party’s Parliamentary Group has issued a declaration which was presented to the press in Yaounde on March 21, 2016.
Members of the Social Democratic Front (SDF) Parliament Group of the Senate and the National Assembly have exhorted the President of the Republic to thoroughly reform the Cameroon public health system. This is contained in joint letter addressed to the President of the Republic titled “SDF Parliamentary Group joint letter about the lack of health safety in Cameroon public hospitals”. The letter was read out to the press in Yaounde on March 21, 2016 at the SDF Parliamentary Group office by Hon Joseph Banadzem and Senator Jean Tsomelou in English and French respectively.
According to the SDF Parliamentary Group leaders for the National Assembly and the Senate, the recent death of a thirty-year -old Koumateke Monique who was pregnant with twins at the Douala Laquintinie Hospital and other cases cited in the letter paints a negative image and reputation of the country. The SDF Parliamentary Groups thus expressed their dismay to what they describe as criminal and unbearable situation, thus urging the high authority of the State to take strong and appropriate measures aimed at restoring order and build psychological serenity and confidence in the nation’s health facilities. The letter also recommends the reorganisation of the emergency services in the hospitals and health facilities so as to prepare them better for all contingencies.

HIV/TB Subvention:Reduce Mortality, Scale Up Treatment

Current information from the National Committees for the Fight Against HIV and Tuberculosis (TB) in the country reveals that subventions from the Global Fund for the Fight against HIV, Malaria and Tuberculosis is contributing enormously to curb the diseases and care for those living with the ailments. While the fight against TB and HIV seems to improve each day, the greatest challenge now is to trace all those who need treatment for HIV and TB but who so far have not been found.
The Permanent Secretary in the National Committee for the Fight against HIV, Dr Jean Bosco Elat says the current subvention from the Global Fund will help prevent new infections through campaigns, put more HIV patients on treatment thereby reducing the mortality rate of people with HIV. He noted that as of now, the number of people on HIV treatment is about 31 per cent and there is hope that by the end of 2017, some 80 per cent of those who need treatment will be on treatment. The continuous Global Fund subvention has permitted the treatment of HIV to remain free. The National Committee for the Fight against HIV has a challenge to find the 34 per cent of pregnant women who need antiretroviral drugs but are not on treatment as well as half of the number of children that need TB/HIV treatment but cannot be traced. Being the main financial partner in the fight against tuberculosis in the country, the Permanent Secretary in the National Committee for the Fight against Tuberculosis, Dr Jean-Louis Abena Foe says the Global Fund subvention has permitted the government to expand services of TB clinics throughout the country with TB treatment being free since 2004. The Global Fund has also enabled the government to provide treatment free even to the complicated form of TB (resistant cases) alongside special nutrition support. With constant subvention from Global Fund, Dr Jean-Louis Abena Foe says they are out to increase by 5000 the number of TB cases detected in the society as such health personnel will be trained to improve the detection of the tuberculosis virus in people since it is a complicated virus to find.
