Commentaire.

Depuis quelques jours la ville de Bangassou, dans le sud-est de la Centrafrique est devenue tristement cĂ©lĂšbre. Elle est tombĂ©e entre les mains d'un groupe armĂ© toujours non identifiĂ© -mais des sources onusiennes l’assimilent Ă  des combattants anti-balaka- qui se montrent particuliĂšrement belliqueux. En quelques jours, on impute Ă  ce groupe armĂ© la mort de six casques bleus de la Minusca. Et les victimes onusiennes ne seraient pas les seules. Faute d’accĂšs dans les quartiers attaquĂ©s, un bilan des victimes civiles de la prise de contrĂŽle de Bangassou n’a pas encore Ă©tĂ© Ă©tabli. Le comble, c’est que malgrĂ© la dĂ©sapprobation gĂ©nĂ©rale de leurs actions, les assaillants de Bangassou ne se montrent pas particuliĂšrement enclins Ă  lĂącher du lest. En effet, au cours des derniĂšres heures, des nĂ©gociations ont Ă©tĂ© menĂ©es, dont certaines par le cardinal Nzapalainga, mais celles-ci sont restĂ©es vaines.
Il va bien falloir que l’ordre revienne Ă  Bangassou et dans les autres villes du pays. C’est en tout cas le message envoyĂ© par le prĂ©sident centrafricain Faustin Archange TouadĂ©ra, qui a fermement condamnĂ© les attaques de Bangassou. Il a promis de s’y rendre pour apporter son soutien aux populations. Mais en attendant la visite du prĂ©sident centrafricain, les assaillants de Bangassou et tous ceux qui sĂšment chaos et mort en Centrafrique doivent bien savoir qu’ils devront un jour ou l’autre rendre des comptes. La situation d’instabilitĂ© et d’insĂ©curitĂ© actuelle ne va pas durer Ă©ternellement. Et la soif de justice des Centrafricains se fera fatalement ressentir. Il y a quelques jours, le pays a cĂ©lĂ©brĂ© sa JournĂ©e nationale des victimes de conflits. Au cours de celle-ci, Amnesty International a lancĂ© une campagne d’aide pour solder les crimes commis durant la crise politique de 2013 et ceux qui continuent Ă  ĂȘtre perpĂ©trĂ©s aujourd’hui.
Maroc-Nigeria: un projet de gazoduc commun lancé

Objectifs : renforcer le secteur Ă©nergĂ©tique en Afrique de l’Ouest et connecter cette sous-rĂ©gion au marchĂ© europĂ©en.

Le Maroc et le Nigeria seront bientĂŽt liĂ©s par un gazoduc. Les deux pays ont signĂ© lundi Ă  Rabat une sĂ©rie d’accords dans les domaines des infrastructures et de l’agriculture, dont le projet de gazoduc semble le plus important. Longue de 5 000 km, la mĂ©ga-infrastructure est l’extension du West African Gas Pipeline reliant depuis 2010 le Nigeria au Ghana via le BĂ©nin et le Togo. Dans son exĂ©cution, ce projet devra longer la cĂŽte ouest-africaine pour atterrir au Maroc. Ce qui donne une ouverture sur le marchĂ© europĂ©en. D’un coĂ»t d’au moins 20 milliards de dollars, environ 1200 milliards de F, le gazoduc devra contribuer au dĂ©veloppement du secteur Ă©nergĂ©tique dans toute la rĂ©gion.
La cĂ©rĂ©monie organisĂ©e au palais royal de Rabat Ă©tait prĂ©sidĂ©e par Mohammed VI en personne, en prĂ©sence de Geoffrey Onyeama, ministre nigĂ©rian des Affaires Ă©trangĂšres, reprĂ©sentant du prĂ©sident Muhammadu Buhari. «La conclusion de ces accords, quelques mois seulement aprĂšs la visite de Mohamed VI au NigĂ©ria, est une preuve de la rĂ©ussite du partenariat Rabat–Abuja, une rĂ©ussite Ă  attribuer Ă  la volontĂ© des dirigeants des deux pays d’assurer l’implĂ©mentation de projets bilatĂ©raux», a-t-il expliquĂ©. Nasser Bourita, ministre marocain des Affaires Ă©trangĂšres, a laissĂ© entendre que ce projet «conçu par les Africains pour les Africains» devra avoir un impact significatif sur plus de 300 millions de personnes.
Les accords signĂ©s lundi dernier interviennent aprĂšs l’accord de partenariat stratĂ©gique signĂ© entre le Fonds souverain marocain Ithmar Capital et la Nigerian Sovereign Investment Authority (NSIA) lors de la visite officielle du roi du Maroc au Nigeria les 2 et 3 dĂ©cembre 2016. Celui-ci visait Ă  baliser le chemin Ă  ce projet d’olĂ©oduc.

Cancer/Reproductive Medicine: CHRACERH Widens International Partnership

A convention was signed between the Reproductive Hospital and the American Hospital of Paris yesterday, May 17, 2017 in Yaounde.

In a bid to commemorate the first anniversary of the Gynaecological Endoscopic Surgery and Human Reproductive Teaching Hospital abbreviated CHRACERH, the management of the hospital organised a workshop at the hospital premises on the health of women in Africa during which a platform convention for collaboration between CHRACERH and the American Hospital of Paris (AHP) was signed. Presiding at the ceremony yesterday, May 17, the Minister of Public Health, Andre Mama Fouda, lauded the strides made by the management of CHRACERH in upgrading the quality of health services offered to the population. While thanking the management of the American Hospital of Paris for the confidence placed on the Administrator, General Manager of the Yaounde Reproductive Hospital, Professor Jean Marie Kasia and his team, Minister AndrĂ© Mama Fouda underscored that such a partnership will help the hospital provide quality health care to Cameroonians particularly women. “You are transforming the dream of the Head of State into reality”, Minister Mama Fouda told the staff of CHRACERH and the American Hospital of Paris. The Minister called on participants at the workshop not to remain at CHRACERH with the knowledge they have obtained but to go to other hospitals and demystify the issues behind cancer which remains unknown to many people. The Vice President and Representative from the AHP, Dr FrĂ©dĂ©ric Chiche said the convention signed with CHRACERH in collaboration with the Association for Health of Women in Africa, will permit the exchange of medical know-how. Twice each year, two main workshops will take place at the Yaounde Reproductive Hospital during which experts from the AHP will come to Cameroon and share their knowledge on oncology, and latest methods in handling gynaecological problems. Dr FrĂ©dĂ©ric Chiche said the American Hospital of Paris, founded in 1906, is a private, nonprofit making hospital that is considered licensed/non-subsidized under the French healthcare system. The Hospital has an extensive Ancillary Services Department, equipped with modern diagnostic and treatment equipment Professor Kasia used the occasion to trace the history of CHRACERH which is the fruit of a strong determination of Cameroon’s First Couple to provide quality healthcare to women in Cameroon and beyond. It was a day to celebrate one year of a positive balance sheet of the hospital which records 40 per cent success rate in In-vitro fertilisation (IVF). The event was attended by several members of government and a delegation from the Circle of Friends of Cameroon (CERAC).
Electricité dans le Grand Nord: ce qui fait problÚme

Des difficultĂ©s structurelles et infrastructurelles sont la cause du rationnement de l’énergie dans cette partie du pays.

Can 2017 oblige, le dĂ©ficit de production de l’énergie Ă©lectrique dans le rĂ©seau interconnectĂ© nord (Adamaoua – Nord – ExtrĂȘme Nord) a Ă©tĂ© couvĂ© en dĂ©but d’annĂ©e, alors mĂȘme que la cote d’alerte Ă©tait atteinte dĂšs le mois de novembre 2016. Le planning de rationnement d’Eneo publiĂ© le 10 avril 2017 est alors venu confirmer un dĂ©ficit Ă©nergĂ©tique systĂ©mique, avec un rationnement sans prĂ©cĂ©dent depuis les premiers soubresauts enregistrĂ©s en 2013. Pour faire simple, plus d’une cinquantaine de localitĂ©s, de Meiganga Ă  Maga en passant par les trois chefs-lieux de rĂ©gion (NgaoundĂ©rĂ©, Garoua et Maroua), se voient privĂ©es d’énergie Ă©lectrique deux Ă  trois fois par semaine, dans des tranches horaires comprises entre 6h et 22h. Si pour les mĂ©nages le phĂ©nomĂšne cause des dĂ©sagrĂ©ments certains, les consĂ©quences sont beaucoup plus prĂ©judiciables pour les administrations et les entreprises. Les premiĂšres tournent au ralenti, tandis que les secondes subissent fortement le contrecoup Ă©conomique. Si Ă  la Sodecoton on dit avoir pris acte de la donne et pris des dispositions pour que l’huilerie de Djamboutou autant que les neuf usines d’égrenage du coton gardent un niveau d’exploitation convenable, la CICAM dont l’usine rĂ©gionale de Garoua connaissait dĂ©jĂ  des difficultĂ©s, accuse plus sĂ©rieusement le coup.

Du cĂŽtĂ© d’Eneo, la communication autour de cette situation privilĂ©gie l’axe des difficultĂ©s conjoncturelles, avec une normalisation attendue entre juin et juillet 2017, lors du retour des pluies. Officiellement, la faible occurrence des pluies l’annĂ©e derniĂšre n’a pas permis au barragerĂ©servoir de Lagdo d’emmagasiner suffisamment d’eau pour faire face Ă  la pĂ©riode actuelle d’étiage. En « off », certains cadres de l’entreprise Ă©voquent d’autres problĂšmes, plus profonds. L’ensablement du bac-rĂ©servoir qui limite considĂ©rablement la capacitĂ© de stockage de l’eau continue Ă  ĂȘtre traĂźnĂ© comme un boulet. Le coĂ»t Ă©voquĂ© pour dĂ©sensabler est autour de quatre milliards de F, selon une source interne. De plus, d’autres questions techniques empĂȘchent Lagdo de faire tourner toutes ses turbines. Mais, plus fondamentalement, ce seul ouvrage n’est plus en mesure du supporter toute la demande du septentrion. Depuis l’ouverture du barrage en 1983, la dĂ©mographie du septentrion a dĂ©cuplĂ©.
Digital Develpment: Cameroon Pens Agreements

The Head of State’s representative, Rene Emmanuel Sadi chaired the closing ceremony of the three-day forum yesterday.

Some state corporations and ministries have signed Memorandums of Understanding (MoU) with mostly Canadian telecommunications companies to develop digital infrastructures in the country. The MoUs were signed yesterday as the Minister of Territorial Administration, Rene Emmanuel Sadi, personal representative of the Head of State, closed the three-day International Forum on Digital Economy in Yaounde. Some 10 accords were penned, relating to 10 projects from some 26 presented and discussed by stakeholders during the forum. Officials of the Ministry of Posts and Telecommunications (MINPOSTEL) said the others are progressively being looked into and will be finalised in the near future. They cited a special project dubbed ‘Digital City’ which will soon see the light of day.

Amongst the MoUs signed is one between Cameroon Telecommunications (CAMTEL) and Airbit to extend internet connectivity to rural areas in the country. Going by MINPOSTEL boss, Minette Libom Li Likeng, this particular MoU is very important as there may be some persons who can actively contribute to the advancement of the digital economy but are limited by no connectivity. Another MoU was reached between CAMPOST and Interswitch to facilitate electronic payment and promote e-commerce. The Ministry of Higher Education also reached an agreement with TFO Media Group.

Speaking to Cameroon Tribune at the end of the forum, Minister Libom noted with contentment that the objectives of the forum had been attained and participants have all been satisfied. “This manifests the Head of States willingness to make Cameroon a digital economy. Government will continue to put in place the recommendations that have been made by experts and tech entrepreneurs so that the digital economy actually becomes a reality in our country,” the Minister declared. During yesterday’s closing ceremony, officials said the International Forum on Digital Economy was a manifestation of President Paul Biya’s will to develop the digital economy and government’s commitment to be part of the process by facilitating, regulating and supporting such development. The forum served as a platform for digital sector operators to stir up investment.
National Day Preparations: General Rehearsals Today

The military and civilians will all rehearse at the Yaounde 20th May Avenue.

Rehearsals for the military parade ahead of the 2017 National Day celebration come Saturday, May 20, 2017 will get to the final stage today, May 18, 2017 at the Yaounde 20th May Avenue. The military parade will consist of both foot soldiers and the motorized units. Civilian march past practice will also take place with students from basic, secondary and higher education levels. The final day of practice will take place in a renovated ceremonial ground.

In prelude to today’s general march past practice, all corps of the military, National Gendarmerie, Police, Penitentiary Administration , Customs and Ex-servicemen in the nation’s capital Yaounde, were present at the 20th May Avenue, on May 17, 2017 for the first practice session. It came after that of the May 16, 2017 in which the different corps simply took up their positions, got acquainted with the ceremonial ground and also rehearsed some marching steps. In this connection, the commanders of the various squares of each corps rehearsed in front of the Grand Stands in the ceremonial ground without any music despite the fact that the Military, Police and National Gendarmerie bands had taken up their positions.

The military parade on the occasion of the 45th edition of the National Day at the 20th May Avenue in front of President Paul Biya and his guests will be commanded by Brigadier General Ezo’o Mvondo Simon, assisted by Colonel Enow Eyong Joseph. The commander gave firm instructions to representatives of the various corps relating to punctuality, seriousness and commitment for performance during the rehearsals session. Each corps is determined to put up the best performance in front of President Paul Biya. Ngangjoh Mama Lamya, Administrator General of Prisons in charge of the march past of the Penitentiary Administration told Cameroon Tribune that their main innovation is the respect of gender. The Penitentiary Administration has only one square that is commanded by a female Senior Prison Administrator assisted by a man.

Le chef de l’Etat a reçu avant-hier au Palais de l’UnitĂ©, Cristina Rivero de Theisen, spĂ©cialiste en mobilisation des capitaux, qui se propose d’appuyer le Cameroun.

Mercredi en fin de matinĂ©e, la rencontre au Palais de l’UnitĂ© entre le prĂ©sident de la RĂ©publique, Paul Biya et Mme Cristina Rivero de Theisen, consultante internationale, aura Ă©tĂ© particuliĂšrement longue : prĂšs de quatre-vingt minutes. Signe sans doute de l’intĂ©rĂȘt des sujets abordĂ©s par les deux personnalitĂ©s, dans un contexte oĂč le chef de l’Etat est plus que jamais engagĂ© dans la recherche des solutions pour le dĂ©veloppement Ă©conomique du Cameroun. Ce dans la perspective de l’atteinte de l’émergence Ă  l’horizon 2035. MalgrĂ© la longueur de l’échange avec son hĂŽte, Cristina Rivero de Theisen s’est montrĂ©e trĂšs peu diserte Ă  l’issue de cette rencontre, face Ă  la presse. « Nous avons parlĂ© des possibilitĂ©s pour apporter d’autres capitaux et de nouveaux investisseurs pour le bon dĂ©veloppement de votre pays », a-t-elle tenu Ă  indiquer. De mĂȘme que celle qui est spĂ©cialisĂ©e en investissements et mobilisation des capitaux a relevĂ© qu’elle travaille avec les autoritĂ©s camerounaises Ă  la mise sur pied d’un agenda pour y parvenir. Les opportunitĂ©s qu’offre le Cameroun ont Ă©tĂ© prĂ©sentĂ©es il y a un an lors de la confĂ©rence internationale « Investir au Cameroun : terre d’attractivitĂ©s ». Il reste maintenant Ă  trouver des investisseurs et des capitaux pour donner corps Ă  ces ambitions. Un terrain sur lequel va dĂ©sormais se dĂ©ployer Cristina Rivero de Theisen.
