If you want mostly Democrat favoritism, you make sure the poll goes to predominantly Democrat jurisdictions. For mostly Republican favoritism, Republican jurisdictions. Those jurisdictions could be local as well as state. If it is a purple state, the poll gets distributed to the favored jurisdiction.

Don't trust the polls from the legacy media... ever...
