👉በግንባታ ሥፍራ ላይ ለሚገኙ የግንባታ ዕቃዎች (Materials on Site) የሚፈፀም ክፍያ ከ 50% ወደ 60% አደገ
💫አዲሱ የፌደራል ግዥ መመሪያ የሚከተሉትን ነጥቦች አካቷል።
⏺በግንባታ ሥፍራ ላይ ለሚገኙ የግንባታ ዕቃዎች (ማቴሪያሎች) ከዋጋቸው እስከ ስልሳ በመቶ (60%) የሚደርስ ክፍያ መፈፀም ይቻላል፡፡
⏺ሆኖም መንግስት መ/ቤቶች የተጠቀሰውን የስልሳ በመቶ (60%) ክፍያ ከመፈፀማቸው በፊት የሚከተሉትን የጥንቃቄ እርምጃዎች መውሰድ አለባቸው፡፡
1⃣ በግንባታ ሥፍራ ላይ ለሚገኙ ዕቃዎች ክፍያ እንዲከፈለው የሚጠይቅ ማናቸውም ሥራ ተቋራጭ የሚያቀርባቸው ዕቃዎች የተገዙበትን ዋጋ የሚያመለክት ደረሰኝ ትክክለኛነት በመንግስት መ/ቤቱ እና በአማካሪው መረጋገጥ አለበት፡፡
2⃣ ክፍያ የተፈፀመበት በግንባታ ሥፍራ የሚገኝ የግንባታ ዕቃ ሥራ ላይ እንዲውል ሲደረግ የተፈፀመው ክፍያ ከሚቀጥለው ክፍያ መቀነስ አለበት፡፡
3⃣ በአንድ የግንባታ ሥፍራ የሚገኙ ዕቃዎችን ለሌላ የግንባታ ፕሮጀክት በግብአትነት መጠቀምም ሆነ ለሌላ የተለየ ዓላማ ማዋል አይቻልም።
4⃣ ሥራ ተቋራጩ በግንባታ ሥፍራ ላይ ለሚገኙ ዕቃዎች ክፍያ እንዲከፈለው ከሚያቀርበው ጥያቄ ጋር ዕቃዎቹ በክምችት ላይ እያሉ አደጋ ቢደርስባቸው፣ ቢሰረቁ፣ ወይም ለረዥም ጊዜ ሥራ ላይ ሳይውሉ በመቅረታቸው ቢበላሹ የጉዳቱን መጠን ለማካካስ እንዲቻል በግንባታ ሥራ መደበኛ የጨረታ ሠነድ አጠቃላይ የውል ሁኔታዎች ድንጋጌ ላይ በተጠቀሰው አግባብ ኢንሹራንስ በመግባት ዕቃዎቹ ኢንሹራንስ የተገባላቸው መሆኑን የሚያመለክት ማስረጃ ማቅረብ ይኖርበታል፡፡
