የመንግስት ሠራተኛው ያለውን የኑሮ ውድነት ተቋቁሞ ለመላው የንግዱ ማህበረሰብ ተገቢውን አገልግሎት ሲሰጥ የቆየ የህብረተሰብ ክፍል ነው፡፡
የንግዱ ማህበረሰብ መንግስት ለሚወስዳቸው የሪፎርም እርምጃዎች አጋዥ እየሆነ መቷል።
ይሄው ተግባር አሁንም ተጠናክሮ መቀጠል ይኖርበታል።
ይሁንና እንዳንድ የንግዱ ህብረተሰብ አካላት ከእዚህ ቀደም በተለምዶ የደመወዝ ጭማሪ ተደረገ በሚል በሸቀጦች ዋጋ ላይ እንደሚጨምሩ ይታወቃል፡፡
በሰሞኑ በሚደረገው የደመወዝ ጭማሪ አስታኮ እና ለኑሮ ውድነቱ መቋቋሚያ ተብሎ በተደረገው የደመወዝ ማሻሻያ ዜና በመስማት ህገወጥና ምንም ምክንያት በሌለው መንገድ የዋጋ ጭማሪ በሚያደርጉት ላይ መንግስት ጥብቅ ቁጥጥር የሚያደርግ ይሆናል፡፡
ህገወጥ የዋጋ ጭማሪ አድርገው በሚገኙት ላይ ደግሞ መንግሥት አስተማሪ እርምጃ የሚወስድ መሆኑን በቅድሚያ ያሳውቃል፡፡
በመጨረሻም ሕዝባችንን በንጽሕናና በትጋት በማገልገል፤ ከሚገባንና ከሚጠበቅብን በላይ በመሥራት፤ ሙስናና ብልሹ አሠራርን በመታገል፤ ከዕቅዶቻችን በላይ በማከናወን፤ የኢትዮጵያን ብልጽግና እንደምናረጋግጥ መንግሥት ጽኑ እምነት አለው፡፡
የብልጽግና ጉዟችን በቀጠለ መጠን፣ በየምዕራፉ ሁላችንም የብልጽግናን ትሩፋት መቋደሳችን አይቀሬ ነው፡፡
ለዚያ ደግሞ ሁላችንም ወገባችንን አጥብቀንና ታጥቀን መትጋት አለብን፡፡ ይህ ሲሳካ ነጻነታችንን በደማቸው እንዳጎናጸፉን ቀደምት አባቶቻችን እና እናቶቻችን ሁሉ፣ እኛም ሀገራቸውን ለማበልጸግ ዋጋ የከፈሉ ትውልዶች ተብለን ታሪክ ሲዘክረን ይኖራል።
በማሻሻያውም ዝቅተኛው የመንግሥት ሠራተኛ ደመወዝ ከብር 4 ሺህ 760 ወደ ብር 6 ሺህ እንዲያድግ ይደረጋል ነው ያለው።
ከፍተኛው የመንግሥት ሠራተኛ ደመወዝ ከብር 21 ሺህ 492 ወደ ብር 39 ሺህ እንዲያድግ ይደረጋል ብሏል።
የዲግሪ ተመራቂ መነሻ ደመወዝ ከብር 6 ሺህ 940 ወደ ብር 11 ሺህ 500 የሚሻሻል መሆኑን ገልጿል።
ከሲቪል ሰርቪስ ውጭ በተለያዩ ዘርፎች የተሠማሩ የመንግሥት ሠራተኞች ደመወዝም ማሻሻያ እንደሚደረግበት ታውቋል።
ይህ የደመወዝ ማስተካከያ ከ160 ቢሊዮን ብር በላይ ተጨማሪ በጀት ጠይቋል ፤ ይሄም ለደመወዝ የሚወጣውን ጠቅላላ ዓመታዊ የመንግሥት ወጪ 56ዐ ቢሊዮን ብር ያደርሰዋል።
