💫የኢትዮጵያ ዋና ከተማ አዲስ አበባ እንደ የተባበሩት መንግሥታት ድርጅት የአየር ንብረት ለውጥ ጉባኤ (COP32) እና የአፍሪካ ዋንጫ ያሉ ዋና ዋና ዓለም አቀፍና አህጉራዊ ኩነቶችን ለማስተናገድ የሚያስችላትንና ከተማዋን ተወዳዳሪ ለማድረግ ያለመ አዲስ የአካባቢ ልማት ዕቅድ አጸደቀች።
የአዲስ አበባ ከተማ የፕላን ቦርድ ሰኞ ዕለት ያጸደቀው ይህ የአካባቢ ልማት ዕቅድ (LDP)፤ የሆቴሎችን አቅም ማሳደግ፣ የትራንስፖርት ሥርዓትን ማዘመን እና ግዙፍ የስፖርት መሰረተ ልማቶችን ማስፋፋት ላይ ትኩረት ያደረገ መሆኑን ከንቲባ አዳነች አቤቤ ገልጸዋል።
ኢትዮጵያ ከ80,000 በላይ ልዑካንን ያስተናግዳል ተብሎ የሚጠበቀውን የCOP32 ጉባኤን ለማስተናገድ በምትዘጋጅበት ወቅት ነው ይህ ዕቅድ ይፋ የሆነው።
በአሁኑ ወቅት የከተማዋ የሆቴልና የእንግዳ ማረፊያ አልጋዎች አቅም 25,000 አካባቢ ሲሆን፣ ይህንን ሰፊ ልዩነት ለመሙላት ዘመናዊ ሆቴሎችና አፓርታማዎች ግንባታ እንዲፋጠንና የግል ባለሀብቶች በዘርፉ እንዲሳተፉ ይደረጋል።
ከንቲባ አዳነች አቤቤ "COP32ን ማስተናገድ ፈተናም ዕድልም ነው" ያሉ ሲሆን፣ የከተማዋን ገጽታ በመለወጥ ረገድ ባለሀብቶችና ነዋሪዎች ተባብረው እንዲሰሩ ጥሪ አቅርበዋል።
የዕቅዱ ሁለተኛው ምሰሶ የትራንስፖርት መሰረተ ልማት ሲሆን፣ የመንገድ አውታሮችን ማስፋፋት፣ የእግረኛና የብስክሌት መንገዶችን መገንባት፣ እንዲሁም ዘመናዊ የፓርኪንግና የትራንስፖርት ተርሚናሎችን ማቋቋም ላይ ያተኩራል። ይህም የከተማዋን የመንቀሳቀስ ምቾት ለማሻሻል፣ መጨናነቅን ለመቀነስና ከተማዋን ከዓለም አቀፍ የከተማ ደረጃዎች ጋር ለማስማማት የታለመ ነው።
ሦስተኛው የትኩረት አቅጣጫ ኢትዮጵያ የአፍሪካ ዋንጫን ለማስተናገድ ለምታደርገው ጥረት ዝግጅት ማድረግ ነው። በአዲስ አበባ ስታዲየም ዙሪያ የሚከናወኑ የልማት ሥራዎች ቅድሚያ የሚሰጣቸው ሲሆን፣ የግንባታ ሥራዎቹም የአፍሪካ እግር ኳስ ኮንፌዴሬሽን (CAF) እና የዓለም አቀፍ እግር ኳስ ማኅበር (FIFA) መስፈርቶችን የሚያሟሉ ይሆናሉ። በስታዲየሙ ዙሪያ ያለው አካባቢ አረንጓዴ የሕዝብ መዝናኛ ቦታዎችን፣ የስፖርት ማዘውተሪያዎችንና የንግድ ቀጠናዎችን በማካተት በሰፊው እንደገና ይለማል።
እንደ ከተማ አስተዳደሩ ገለጻ፣ የመሰረተ ልማት ግንባታዎቹ በመንገድ፣ በትራንስፖርት፣ በሆቴል፣ በውኃና ሳኒቴሽን፣ በቴሌኮሙኒኬሽን፣ በኤሌክትሪክና በወንዝ ዳርቻ ልማት የCOP እና የFIFA መስፈርቶችን የተከተሉ ይሆናሉ። በስታዲየሙ ፊት ለፊት በከፊል የለማው የ“አፍሪካ መስኮት” (Windows of Africa) ፕሮጀክትም አረንጓዴ አደባባዮችን፣ የጎልፍ መጫወቻዎችን፣ አዳራሾችንና ካፌዎችን በማካተት በከፍተኛ ደረጃ እንዲስፋፋ ይደረጋል።
የዕቅዱ አፈጻጸም ነባር መሰረተ ልማቶችን በማደስ ላይ ትኩረት የሚያደርግ ሲሆን፣ አዳዲስ ልማቶች ደግሞ በነዋሪዎች፣ በመንግሥት፣ በባለሀብቶችና በተቋማት አጋርነት ይከናወናሉ። የነዋሪዎች ምክክር የሂደቱ ማዕከላዊ አካል እንደሚሆንና በልማቱ ምክንያት ለሚነሱ ነዋሪዎችም አስተዳደሩ ድጋፍ እንደሚያደርግ ቃል ገብቷል።
ከንቲባ አዳነች ይህ ዕቅድ ለሥራ ዕድል ፈጠራና ለረጅም ጊዜ የኢኮኖሚ ዕድገት እንደ ማፋጠኛ እንደሚጠቅም በመግለጽ፣ በዓለም አቀፍ ኩነቶች የሚመጡ ዕድሎችን ለመጠቀም የጋራ ጥረት እንዲደረግ አሳስበዋል።
