የአዲስ አበባ ከተማ አስተዳደር የእሳትና ድንገተኛ አደጋ ስራ አመራር ኮሚሽን ደንብ ቁጥር 132/2014 እና መመሪያ ቁጥር 163/2017 ያወጣው በከተማዋ ከጊዜ ወደ ጊዜ እየጨመረ የመጣውን የህንፃዎች ከፍታ፣ የኢንዱስትሪዎች መስፋፋትና የህዝብ ቁጥር እድገት ተከትሎ ሊከሰቱ የሚችሉ የሰው ሰራሽና የተፈጥሮ አደጋዎችን አስቀድሞ ለመከላከልና የህይወትና ንብረት ደህንነትን ለማረጋገጥ መሆኑ ተገልጿል።
የአዲስ አበባ ከተማ አስተዳደር ደንብ ማስከበር ባለስልጣን ዋና ስራ አስኪያጅ ሻለቃ ዘሪሁን ተፈራ ደንብና መመሪያው ላይ ለህብረተሰቡ ሰፊ የግንዛቤ ማስጨበጫ ስራዎች በቀጣይ ተጠናክረው የሚሰሩ መሆኑን ገልጸው፣ ደንቡን ተላልፈው በሚገኙ አካላት ላይ አስተዳደራዊና ህጋዊ እርምጃዎች እንደሚወሰዱ ተናግረዋል።
የአዲስ አበባ ከተማ አስተዳደር የእሳትና ድንገተኛ አደጋ ስራ አመራር ኮሚሽን ኮሚሽነር አህመድ መሐመድ በመግለጫቸው እንደተናገሩት የአደጋ ስጋት ደህንነት ደንብ ቁጥር 132/2014 እና የአዲስ አበባ ከተማ አስተዳደር የአደጋ መከላከል ፣ ቁጥጥር ፣ ፍተሽና ብቃት ማረጋገጥ ሥርዓት መመሪያ ቁጥር 163/2017 የከተማችንን ህብረተሰብ ህይወትና ንብረት ከአደጋ ስጋት ለመጠበቅ የወጣ ደንብና መመሪያ ነው።
የደንቡ ዋና ዓላማ በከተማዋ ውስጥ አደጋ እንዳይደርስ አስቀድሞ መከላከል እንደሆነ ገልጸው፣ ከዚህ ቀደም አደጋ ከደረሰ በኋላ ይደረግ የነበረውን የመከላከል ተግባር ሙሉ በሙሉ አስቀድሞ ወደ መከላከል ያሸጋገረ አሰራር መሆኑን አብራርተዋል።
ኮምሽነር አህመድ አያይዘውም መመሪያው ተፈጻሚ የሚሆነው በአዲስ አበባ ከተማ ብቻ መሆኑን በመጠቆም፣ ተቋሙ በከተማዋ የሚገኙ ተቋማትን የሙያና የቴክኒክ ድጋፍ ከመስጠት ባለፈ የፍተሻና ቁጥጥር ስራ በማካሄድ የብቃት ማረጋገጫ (ሰርቲፋይድ) የሚያደርግ መሆኑን ገልጸዋል።
በደንቡ መሠረት ማንኛውም የህዝብ መገልገያ ህንፃ፣ የንግድ ተቋም ወይም አደገኛ ንጥረ ነገሮችን የሚያከማች ድርጅት በየዓመቱ ከአደጋ ስጋት ስራ አመራር ኮሚሽን የአደጋ ደህንነት ብቃት ማረጋገጫ ምስክር ወረቀት የመያዝ እና የማደስ ግዴታ ተጥሎበታል።
ተቋማትና የህንፃ ባለቤቶች ደረጃውን የጠበቀ የውሃ መቅጃ ሀይድራንት (Hydrant)፣ የእሳት ማጥፊያ ሲሊንደሮች፣ የጭስ ማወቂያዎችና የስፕሪንክለር ስርዓት የመገጠም እንዲሁም በህንፃ ዲዛይኖቻቸው ውስጥ የአደጋ ጊዜ ማምለጫ መንገዶችን የማካተት ግዴታ አለባቸው።
የተጣሉ የደህንነት መስፈርቶችን ሳያሟሉ በሚገኙና ህጉን በሚጥሱ አካላት ላይ እንደ ጥፋቱ ደረጃ ከብር 10,000.00 እስከ ብር 100,000.00 የሚደርስ የገንዘብ ቅጣት የሚጣል ሲሆን፣ በተጨማሪም የጽሁፍ ማስጠንቀቂያ በመስጠት በተሰጠው የጊዜ ገደብ ውስጥ ያላስተካከሉ ተቋማት የንግድና ስራ ፈቃዳቸው እንዲታገድ ወይም እንዲሰረዝ የሚደረግ ይሆናል።
ዘገበው ፡-የአዲስ አበባ ከተማ አስተዳደር የደንብ ማስከበር ባለሥልጣን ኮሙዩኒኬሽን ጉዳዮች ዳሬክቶሬት ነው፡፡

ዛሬ የምናያቸው ግዙፍ ድልድዮች እና የኢንጂነሪንግ ስራዎች በቀላሉ የተፈጠሩ አይደሉም።
ከጀርባቸው ብዙ ላብ፣ ደም እና አስደናቂ ታሪክ አላቸው። ከእነዚህም አንዱ በዩናይትድ ስቴትስ ኒውዮርክ የሚገኘው ታሪካዊው የብሩክሊን ድልድይ ነው።
• የሃሳቡ አመጣጥ፦ ይህ ድልድይ በኢንጂነሩ ጆን ሮብሊንግ (John A. Roebling) የተነደፈ ሲሆን፣ ማንሃተንን እና ብሩክሊንን በምስራቅ ወንዝ (East River) ላይ ለማገናኘት በ1869 ግንባታው ተጀመረ። ነገር ግን ግንባታው ከመጀመሩ በፊት ራሱ መሐንዲሱ ጆን ሮብሊንግ በደረሰበት አደጋ ህይወቱ አልፏል።
• በልጅ የቀጠለው ሐላፊነት፦ የአባቱን ህልም እውን ለማድረግ ልጁ ዋሽንግተን ሮብሊንግ የፕሮጀክቱ ዋና መሐንዲስ ሆኖ ተረከበ። ነገር ግን በውሃ ውስጥ ጠልቆ በሚሰራበት ወቅት በደረሰበት የጤና እክል (Caisson disease / The bends) ምክንያት ፓራላይዝ ሆኖ አልጋ ላይ ዋለ፤ መሬት ላይ ወርዶ ማየትም አልቻለም ነበር።
• በፍቅር እና በቁርጠኝነት የተጠናቀቀ ስራ፦ ዋሽንግተን አልጋ ላይ ሆኖ በቴሌስኮፕ እየተመለከተ የሚሰጠውን ትዕዛዝ ባለቤቱ ኤሚሊ ዋረን ሮብሊንግ ወደ ስራ ቦታው እያስተላለፈች ድልድዩ እንዲገነባ አደረገች። ኤሚሊ የኢንጂነሪንግ እና የሂሳብ ፅንሰ-ሐሳቦችን በማጥናት ለ14 ዓመታት ፕሮጀክቱን በተግባር መርታዋለች።

• The need for acceleration to avoid activity delay
• A combination of both, resulting in loss and expense
Disruption is concerned with an analysis of the productivity of work activities, irrespective of whether those activities are on the critical path to completion of the works.
*Disruption Claims*
A disruption claim ought to be supported by some form of disruption analysis. Delay and disruption are inherently interrelated, and a disruption analysis may support a critical delay claim in addition to a delay analysis.
*Relationship Between Delay and Disruption*
Delay and disruption are closely associated concepts. A loss of productivity (i.e., disruption) can lead to delay, and if the impacted activities are on the critical path, that can be critical delay. Conversely, delay can lead to disruption.
*Acceleration and Mitigation*
Acceleration refers to the situation where additional costs are incurred to seek to overcome all or part of delay or disruption. Mitigation means to make less severe or lessen delay, disruption, and/or the resultant costs and/or loss.

👉Properties of Concrete
1️⃣ What is Concrete?
Concrete is a composite material made of:
- Cement (binder)
- Aggregates (fine and coarse)
- Water
- Admixtures (optional)
2️⃣ Important Properties of Concrete:
- Workability: Ease of mixing, placing, and finishing.
