☄“የሊዝ መነሻ ዋጋ” ማለት ዋና ዋና የመሠረተ ልማት አዉታሮች የመዘርጊያ ወጪን፣ ነባር ግንባታዎች ባሉበት አካባቢ የሚነሱ ግንባታዎችና ንብረቶችን ለማንሳት የሚያስፈልገውን ወጪና ለተነሺዎች የሚከፈል ካሣን እና ሌሎች አግባብ ያላቸው መስፈርቶችን ታሳቢ ያደረገ የመሬት የሊዝ ዋጋ ነው፡፡

📌“የችሮታ ጊዜ” ማለት መሬት በሊዝ የተፈቀደለት ሰው የመሬቱን የሊዝ ቅድመ ክፍያ ከከፈለ በኋላ በየዓመቱ መክፈል ያለበትን ክፍያ መክፈል ከመጀመሩ በፊት ከክፍያ ነጻ ሆኖ እንዲቆይ የሚፈቀድለት የእፎይታ ጊዜ ነው፡፡

🔍“ነባር ይዞታ” ማለት የከተማ ቦታ በሊዝ ስርዓት መተዳደር ከመጀመሩ በፊት በሕጋዊ መንገድ የተያዘ ወይም ሊዝ ተግበራዊ ከሆነ በኋላ ለነባር ይዞታ ተነሺ በምትክ የተሰጠ ቦታ ነው፡፡

✂️የሊዝ ክፍያ በተመለከተ

📝የከተማ ቦታን በሊዝ ጨረታ ተወዳድሮ ያሸነፈ ሰው ከመወዳደሪያ መሰፈርቶች አንዱ በሆነው የክፍያ ማጠናቀቂያ ጊዜ ያስቀምጣል፡፡

📝ቦታውን ያሸነፈበትን ጠቅላላ ዋጋው ላይ ከመወዳደሪያ መስፈርቶች አንዱ በሆነው ቅድመ ክፍያ ከ10% (ከአስር በመቶ) ያላነሰ ገቢ በቅድሚያ ይከፍላል፡፡

📝ጠቅላላ ካሸነፈበት ዋጋ የቅድመ ክፍያውን ቀንሶ ቀሪውን ክፍያውን ለማጠናቀቅ ዉል ለተዋዋለው ዓመት ከፋፍሎ ያንን ክፍያ በየዓመቱ መክፈል ይጠበቅበታል፡፡

🔖ዓመታዊ ክፍያን ከመጀመሩ በፊት የችሮታ ጊዜ ይሰጠዋል፡፡

📝የዓመታዊ ክፍያን ሲጀምር በዓመቱ ክፍያ ላይ ወለድ የሚታከል ሲሆን ወለዱም የሚታሰበው በኢትዮጵያ ንግድ ባንክ የማበደሪያ ወለድ ተመን መሠረት ይሆናል፡፡

🧷የሚመለከተው አካል የየወቅቱን የባንክ የማበደሪያ ወለድ መጠን ወቅታዊ የማድረግ ኃላፊነት አለበት፡፡

📝ወቅቱን ጠብቆ በማይፈጸም ዓመታዊ ክፍያ ላይ የኢትዮጵያ ንግድ ባንክ በዘገዩ የብድር ክፍያዎች ላይ በሚጥለው የቅጣት ተመን መሠረት መቀጫ ይከፈላል፡፡
            
🗞የክፍያ ማበረታቻ

📈የከተማ መሬት በሊዝ ጨረታ ወስደው የሊዝ ክፍያውን በሙሉ ከተቀመጠው ጊዜ ገደብ ቀድመው ለሚያጠናቅቁ የሊዝ ባለመብቶች ቀጥሎ የተዘረዘሩት ማበረታቻዎች ይደረጉላቸዋል፡፡

📈የቦታውን ዋጋ ውል በተዋዋለ እስከ 5 ዓመት ጊዜ ውስጥ ከፍሎ ያጠናቀቀ 10%
