የማይመለሰው ትናንት እና የኮንስትራክሽን ዘርፉ የዋጋ አዙሪት

‘Menzies’ ተብሎ በሚጠራ የንግድ አማካሪና አካውንታንሲ ተቋም ውስጥ የሚሠሩት ፍሬዲ ኻላስቺ “The construction sector is still pricing for a world that no longer exists” በሚል ርዕስ በዩናይትድ ኪንግደም በሚገኝ Construction News በተባለ ድረ ገጽ ላይ ባወጡት መጣጥፍ፦ ዓለም ተቀይራለች፤ እኛ ግን አሁንም ትናንት ውስጥ ነን ይላሉ፤

በተለይ በኮንስትራክሽኑና በህንፃ ግንባታው ዘርፍ የሚታየው የዋጋ ትመና እና የገበያ ስሌት፣ ድሮ ቀርቶ በታሪክ ማህደር ውስጥ ለተቀበረ ዓለም ዋጋ የመተመን ያህል የራቀ መሆኑን ባለሙያው ይተነትናሉ፤

የቁሳቁስ ዋጋ መናር፣ የዕቃ አቅርቦት ሰንሰለት መቆራረጥ፣ የጉልበት ዋጋ መጨመር እና አጠቃላይ የኢኮኖሚው አለመረጋጋት የዕለቱ ሃቅ ሆኖ ሳለ፣ የኮንስትራክሽን ባለሙያዎችና ተቋራጮች አሁንም ድረስ ፕሮጀክቶችን የሚገምቱትና ጨረታዎችን የሚሞሉት ያ አሮጌውና የተረጋጋው ዓለም ዛሬም ያለ ይመስል በድፍረት ነው።

ይህ “የሌለ ዓለምን” ተስፋ የማድረግ አባዜ ደግሞ ዘርፉን ወደ አደገኛ ክስረት እና ወደማይወጡበት ማጥ ውስጥ እየከተተው ይገኛል፤

የጉዳዩ ማጠንጠኛ የሚጀምረው ካለማወቅ ሳይሆን ካለመቀበል ግትርነት ነው። ዛሬ ላይ ቆመን የትናንቱን ዋጋ ናፍቆት ማውራት ሜዳ ላይ የፈሰሰ ውሃን እንደማንሳት ያህል ከንቱ ነው። ዓለም አቀፉ የኮንስትራክሽን ገበያም ሆነ የሀገራችን የግንባታ ኢንዱስትሪ የዋጋ ንረትን እንደ መደበኛ የአኗኗር ዘይቤ ከተቀበለው ቆይቷል፤

ነገር ግን በጨረታ ወቅት የሚቀመጡ የግምት ዋጋዎች (Estimates) አሁንም ያንን የድሮውን “ውብ ዘመን” የሚያስታውሱ ናቸው። ውጤቱ ምን ሆነ ታዲያ? ውል ተፈርሞ ግንባታው እንደተጀመረ፣ እውነታው ፊቱን ያገጭባል። ብረትና ሲሚንቶ ሜዳ ላይ የሚነግሩት ዋጋ እና በሰነድ ላይ የሰፈረው ቁጥር ሰማይና ምድር ሆኖ ሲገኝ፣ ፕሮጀክቶች መሀል መንገድ ላይ ይቆማሉ፤ ተቋራጮችም ዕዳ ውስጥ ተዘፍቀው ወደ ክስረት አፋፍ ያመራሉ፤

የዚህ አዙሪት ዋነኛው መነሻ የባለሙያዎቹና የሥራ ተቋራጮቹ የስትራቴጂ ለውጥ ለማድረግ ያላቸው ዳተኝነት ነው። የአሠራር አውዱ (Business model) መለወጥ እንዳለበት እያወቁ፣ አሁንም በድሮው መንገድ ለመጓዝ መሞከር ራስን ከጥፋት አያድንም። አዲሱ ዓለም ጨካኝ ነው፤ ተለዋዋጭና የማይገመት ነው፤

በዚህ አዲስ ዓለም ውስጥ ለመኖር ደግሞ ተለዋዋጭነትን (Agility) እና አደጋን አስቀድሞ የመከላከል ስልትን (Risk Management) የዋጋ አወሳሰን ቀመር ውስጥ ማስገባት ግድ ይላል። የዛሬው ዓለም የግንባታ ዕቃዎች ዋጋ በየሳምንቱ፣ ጭራሽ በየቀኑ የሚዋዥቅበት በመሆኑ፣ “የዛሬ አምስት ዓመት እንዲህ ነበረ” የሚል የዋጋ ስሌት ይዞ ወደ ጨረታ መግባት ራስን ወደ ገደል እንደመግፋት ይቆጠራል፤

በአንፃሩ ግን፣ ዘርፉን የሚመሩት አንጋፋ ተቋማትና አንዳንድ የግንባታ ባለቤቶች ይህንን እውነታ አውቀው መዋቅራዊ ለውጥ ከማድረግ ይልቅ፣ ነገሮች በራሳቸው ጊዜ ይስተካከላሉ የሚል የውሸት ተስፋ ሰንቀው ቁጭ ብለዋል፤

የትናንቱን ዓለም ዋጋ ይዞ ዛሬ ላይ ተአምር ለመፍጠር መሞከር የባዶነት ምልክት ነው። የኮንስትራክሽኑ ዘርፍ ህያውነቱን ጠብቆ መቀጠል ካለበት፣ በመጀመሪያ ደረጃ ከትናንት ትዝታ መላቀቅና ዛሬ ላይ ካለው አስገዳጅ የገበያ እውነታ ጋር መጋፈጥ አለበት። ስሌቶች፣ ኮንትራቶች እና አጠቃላይ የዋጋ ትመናዎች አዲሱንና እውነተኛውን ዓለም ያገናዘቡ መሆን ይኖርባቸዋል፤

ባጠቃላይ፣ የሌለ ዓለምን ተስፋ እያደረጉ የዋጋ ቀመር ማውጣት የግንባታ ዘርፉን ብቻ ሳይሆን አገራዊ ኢኮኖሚውንም ጭምር ዋጋ የሚያስከፍል ታላቅ ስህተት ነው። ካለፈው ስህተት ተምሮ፣ ለውጡን አምኖ ተቀብሎ በአዲሱ ዓለም ህግና ደንብ መጫወት የህልውና ጉዳይ ነው። ትናንት አልፏል፣ ዛሬ ግን የራሱ የሆነ አዲስ ፈተና ይዞ መጥቷል፤ የኮንስትራክሽኑ ዘርፍ ይህንን ሀቅ ተረድቶ ራሱን ካላደሰ፣ የነገው መዳረሻው ሙሉ በሙሉ መፈራረስና ጨለማ መሆኑ አይቀሬ ነው።

Gadaa Bank S.C. hereby invites qualified and interested Architectural and Engineering Category-I Consulting Firms registered and nationally licensed by the appropriate government authority to participate in  a national, single-stage, open architectural design competition at preliminary level for the proposed G+25 Headquarters High-Rise Building Project.

The Bank intends to develop a landmark headquarters building that reflects its corporate vision, operational requirements, cultural identity, and future growth aspirations. The proposed development is expected to serve as a modern financial center and an iconic addition to the urban skyline.

Interested Category- I Consulting Architect and Engineers (CAE) either Ethiopian or Foreign design firms licensed in Ethiopia and registered with the Ministry of Urban and Infrastructure Development or the Addis Ababa City Administration are invited to register & purchase the Terms of Reference (TOR) with ETB 2,000.00 (Two thousand only) which shall be effected at the Bank’s Odaa branch found at Mexico area on K.Kare Center by providing full contact address & presenting valid legal commercial documents listed below starting from 4th June 2026 morning 8:00 a.m.

Competition Objective
The objective of the competition is to obtain innovative, functional, sustainable, and iconic architectural design concepts that will:

Competition Documents
The Competition Brief, Terms of Reference (ToR), Design Requirements, Submission Guidelines, Evaluation Criteria, and related documents shall be provided to eligible firms upon registration.

Participants shall prepare and submit design proposals according to Terms of reference (TOR) requirements.

Evaluation Process
Submitted proposals will be evaluated by independent Jury Panel appointed by Gadaa Bank S.C. based on predefined evaluation criteria.

The evaluation and selection methods of the building design will be a Quality-based selection (QBS). The scope of the consultancy service has two (2) phases: the first phase is the preparation of preliminary Architectural design (as a means of selecting the best Architectural design). The second phase is the development of the final design of all architectural and engineering works including Cost estimate and bid document preparation for construction as well as contract administration and on-site supervision.

Submission of Proposals
Eligible consultants are required to submit their technical design proposals in accordance with the requirements and schedule specified in the Competition Brief.

Submission Deadline: July 23, 2026. Late submissions shall not be accepted.

ኮንትራክተሩን እንታደገው፤
ዘርፉን ማዳን ማለት አገርን ማዳን ነው

የኮንስትራክሽን ዘርፉ የአገራችን ኢኮኖሚ የደም ስር ነው። መንገዶች፣ ድልድዮች፣ ግድቦች፣ የመስኖ ፕሮጀክቶች፣ ትምህርት ቤቶች፣ ሆስፒታሎችና ሌሎች የልማት ሥራዎች የሚፈጸሙት በኮንትራክተሮች ትከሻ ላይ ነው። ሆኖም ዛሬ ይህንን ዘርፍ የተሸከሙ ብዙ የአገር ውስጥ ኮንትራክተሮች በከፋ ችግር ውስጥ ይገኛሉ። ይህ ችግር የአንድ ወይም የሁለት ድርጅቶች ጉዳይ አይደለም።

የአንድ ኮንትራክተር ውድቀት ማለት የመቶዎች ወይም የሺዎች ሠራተኞች የሥራ ዕድል መጥፋት፣ የንዑስ ተቋራጮች መጎዳት፣ የአቅራቢዎች ገበያ መቀዛቀዝ እና በመጨረሻም የአገሪቱ ኢኮኖሚ መዳከም ማለት ነው።

ችግሩ ከየት መጣ?
በርካታ ኮንትራክተሮች በውስጣዊ እና በውጫዊ ምክንያቶች ተጎድተዋል።
የፋይናንስ አስተዳደር ድክመቶች በአንድ በኩል ቢኖሩም፣ ከዚያ የበለጠ ዘርፉን ያዳከሙት ከቁጥጥር ውጪ የሆኑ የዋጋ ንረቶች፣ የዋጋ ማሻሻያ አለመፈቀድ፣ የፕሮጀክት መጓተት እና ፍትሃዊ ያልሆነ የሥራ እድል አሰጣጥ ናቸው። በተለይም ሥራዎች በብቃት፣ በልምድና በግልጽ ውድድር ሳይሆን በትውውቅ፣ በዝምድና እና በጥቅም ተጋሪነት የሚሰጡ ከሆነ ጤናማ ውድድር ይጠፋል። ብቃት ያላቸው ድርጅቶች ከገበያ ይወገዳሉ፤ ዘርፉም በረጅም ጊዜ ይዳከማል።

እድገት ወይስ ውድቀት?

ዛሬ በኮንስትራክሽን ዘርፉ አሳሳቢ ክስተት እየታየ ነው።

በአንድ ወቅት በሀገሪቱ የልማት ታሪክ ውስጥ ከፍተኛ አሻራ ያሳረፉ፣ ሺዎችን ያስተዳድሩ እና ትልልቅ ፕሮጀክቶችን ያከናወኑ ታዋቂ ድርጅቶች ዛሬ ታሪክ ሆነው ቀርተዋል። በተቃራኒው ግን ትናንት ድረስ የማይታወቁ አዳዲስ ድርጅቶች በፍጥነት እያደጉ ይታያሉ።

አዳዲስ ድርጅቶች መፈጠራቸው በራሱ ጥሩ ነገር ነው፤ ነገር ግን ነባር ድርጅቶች እየወደቁ አዳዲሶች ብቻ እየተኩ ከሆነ ይህ እድገት ሳይሆን የዘርፉ ውድቀት ነው።

እውነተኛ እድገት ማለት ነባር ድርጅቶች ተጠናክረው ከአዳዲስ ድርጅቶች ጋር በጋራ ሲያድጉ እንጂ የነበሩት እየጠፉ ሌሎች በቦታቸው ሲተኩ አይደለም።

ኮንትራክተሮች ከአገር ጎን ቆመዋል
አገራችን በተለያዩ ፈተናዎች ውስጥ በነበረችባቸው ዓመታት ኮንትራክተሮች ያላቸውን ብቻ ሳይሆን የሌላቸውን ጭምር በማቅረብ ከአገር ጎን ቆመዋል። በከባድ የኢኮኖሚ ችግሮች መካከል አገርን በአፉ ቀን ወቅት ከጎኗ ቆመዋል፣ ዜጎችን ቀጥረዋል፣ ለመንግስት ግብር ከፍለዋል፣ ለልማት የራሳቸውን ድርሻ ተወጥተዋል። ዛሬ ግን ብዙዎቹ በህልውና አደጋ ውስጥ ናቸው።

ጥሪ ለመንግስት እና ለሚመለከታቸው አካላት

መንግስት እና የሚመለከታቸው ተቋማት የኮንስትራክሽን ዘርፉን እንደ ተራ የንግድ ዘርፍ ሳይሆን እንደ ሀገራዊ የልማት ምሰሶ ሊመለከቱት ይገባል።

የጨረታ ሥርዓቱ ፍትሃዊ እና ግልጽ መሆን አለበት። ሥራ የሚሰጠው በብቃትና በልምድ እንጂ በትውውቅ እና በዝምድና ሊሆን አይገባም።

የዋጋ ማሻሻያ ሥርዓት በተግባር ሊተገበር ይገባል። በችግር ውስጥ ያሉ ኮንትራክተሮች ተጨማሪ ጫና ከመፍጠር ይልቅ የማገገሚያ ድጋፍ ሊያገኙ ይገባል።

እንደ ማጠቃለያ

ዛሬ የሚፈለገው ኮንትራክተሩን መውቀስ ወይም ችግሩን በእርሱ ላይ መጫን አይደለም። የሚፈለገው ዘርፉን ከውድቀት ማዳን፣ ፍትሃዊ የንግድ አካባቢ መፍጠር እና ኮንትራክተሮች እንደገና በአገሪቱ ልማት ውስጥ የሚገባቸውን ሚና እንዲጫወቱ ማስቻል ነው።

ኮንትራክተሩን ማዳን የአንድ ዘርፍ ጉዳይ ብቻ አይደለም፤ የአገር ኢኮኖሚን፣ የሥራ ዕድልን እና የልማት ቀጣይነትን ማዳን ነው። በቀጣይ የግብር አዋጁና ኮንትራክተሩን ለማየት እሞክራለሁ።
