👉የከተማ መሬትን በህጋዊ መንገድ እንዴት ማግኘት ይችላሉ?

🏛በአዋጅ ቁጥር 721/2004 (እና እንደየክልሉ በሚወጡ መመሪያዎች) መሠረት የከተማ መሬት የሚገኝባቸው ዋና ዋና መንገዶች የሚከተሉት ናቸው፡

​1. በሊዝ ጨረታ (Lease Tender)

​ይህ መሬት የሚገኝበት ዋነኛው መንገድ ነው። መንግሥት ለተለያዩ አገልግሎቶች (ለቤት መስሪያ፣ ለንግድ፣ ለኢንዱስትሪ ወዘተ) የሚሆኑ መሬቶችን አዘጋጅቶ በግልጽ ጨረታ ለሕዝብ ያቀርባል።
​ሂደቱ፦ ተጫራቾች የሚገዙትን የመሬት ስፋት እና የሚከፍሉትን ዋጋ በፖስታ አሽገው ያቀርባሉ።
​ውጤቱ፦ ከፍተኛ ዋጋ እና ጥሩ የልማት ፕሮፖዛል ያቀረበ አካል የሊዝ መብት ያሸንፋል።

​2. በሊዝ ምደባ (Lease Allotment)

​ይህ መንገድ ለሁሉም ሰው ክፍት ሳይሆን፣ መንግሥት ለተወሰኑ ወሳኝ ዘርፎችና ለሕዝብ ጥቅም ሲባል መሬት የሚሰጥበት መንገድ ነው። መሬቱ በምደባ የሚሰጥባቸው ተቋማት፦
​የመንግሥት መሥሪያ ቤቶች።
​የእምነት ተቋማት እና የመቃብር ቦታዎች።
​በመንግሥት የሚገነቡ የጋራ መኖሪያ ቤቶች (ኮንዶሚኒየም)።
​ለበጎ አድራጎት ድርጅቶች፣ ለጤና፣ ለትምህርት እና ለስፖርት።
​ለትላልቅ የመንግሥት የኢንቨስትመንት ፕሮጀክቶች።

​3. በመሬት ምትክ (Land Substitution)

​አንድ ግለሰብ ቀደም ሲል የነበረው ይዞታ ለሕዝብ ጥቅም (ለምሳሌ ለፈጣን መንገድ፣ ለፓርክ ወይም ለትላልቅ ግንባታዎች) ሲባል እንዲለቅ ሲደረግ፣ መንግሥት በምትክነት ሌላ የከተማ መሬት ሊሰጠው ይችላል።

​4. በውርስ ወይም በስጦታ

​አንድ ሰው በሕጋዊ መንገድ የሊዝ ይዞታ ካለው፣ ያንን መብቱን ለሌላ ሰው ማውረስ ወይም በስጦታ ማስተላለፍ ይችላል። ይህ የሚሆነው ግን የመሬቱ ባለቤትነት ሳይሆን "የመጠቀም መብቱ" (Leasehold Right) ነው።

​5. ከግል ባለይዞታዎች መግዛት (Transfer of Right)

​በሕጋዊ መንገድ መሬት ወስደው ግንባታ የጀመሩ ወይም ያጠናቀቁ ሰዎችን "የሊዝ መብት" በሽያጭ ውል መግዛት ይቻላል። ይህ ግብይት የግድ በሰነዶች ማረጋገጫና ምዝገባ ጽሕፈት ቤት (Notary) በኩል ማለፍና ዕውቅና ማግኘት አለበት።

🚥​ማወቅ የሚገቡዎት ነጥቦች

​የሊዝ ዘመን፦ እንደ አገልግሎቱ ዓይነት ይለያያል (ለምሳሌ ለመኖሪያ ቤት እስከ 99 ዓመት፣ ለንግድ ደግሞ እስከ 60 ዓመት ሊሆን ይችላል)።

​ግዴታዎች፦ መሬት የወሰደ አካል በተቀመጠው የጊዜ ገደብ ውስጥ ግንባታ የመጀመርና የማጠናቀቅ ግዴታ አለበት። ካልሆነ መሬቱ ሊቀማ ይችላል።

Key Responsibilities/Duties:

Preparing construction organization designs, construction methodologies, and technical work plans for various projects.
