In Pennsylvania, 25 Pa. Code § 301.13 prohibits a hand count of ballots by a singular election judge, stating, "The tabulating of ballots shall be conducted by a team of election officials."
When I showed up to ask questions and inquire about the process, the judge made a few phone calls and 15 minutes later was joined by somebody, suggesting that the original setup may have been in violation of state law
