Per the report, as reported earlier last month, President Trump still insists that the deal is contingent on Saudi Arabia normalizing relations with Israel, as a part of the wider Abraham Accords rapprochement framework. The deal, which is expected to utilize U.S. companies to aid in the creation of a Saudi civil nuclear program, would begin with a two-year viability test phase to determine if it is feasible for U.S. companies to build a facility in Saudi Arabia and if the commercial benefits warrant the move. The deal is expected to be heavily debated in Congressional circles.
