The $7 billion loan for Syria’s energy projects will now move toward finalization following the SST removal, clearing the remaining U.S. legal and compliance barriers for JPMorgan Chase to make a binding commitment.

Qatar National Bank and Abu Dhabi Commercial Bank are leading the financing, with 10–20 additional regional and international banks expected to participate.

Based on the proposed structure, JPMorgan Chase would ultimately retain around 5%–15%, of the total loan, with the remainder syndicated to other banks.
