Syrian Ministry of Energy:

We understand that the price adjustment poses an additional burden on citizens, especially in light of the current living conditions and income levels. However, Syria today relies heavily on imports to meet its needs for oil derivatives.

Local production covers only about a third of the local market's needs.

The current global crisis is not only related to the price of Brent crude; there is a shortage of finished products, and significant pressure on refining, supply, and transportation capacities, which has led to an increase in the prices of some derivatives at a faster rate than the increase in crude oil itself.

Prices are not a one-way street, but are subject to review according to market movements, supply costs, the availability of derivatives, and other variables, both upwards and downwards.

Under Assad’s tightly regulated economy, heavy state control, subsidies and restrictions limited Syria’s economic growth and private investment.

Syria now is a full open market economy, global price shocks are now felt more directly by the locals, including rising fuel prices, in the long-term benefit is greater productivity, driving reconstruction, new factories and jobs, while allowing large-scale projects such as new power plants and major solar projects which were not possible under Assad’s Syria. This is the main reason why the Syrian government cannot afford to make concessions that undermine this economic transition.

Additionally, the Syrian leadership is not focused on short-term gains, but on long-term state-building.

• 5,000 megawatts UCC power project (construction 2026–2029)
• 760 megawatts Saudi solar + battery project (construction 2026–2027)
• ConocoPhillips gas expansion (2026–2027)
• Northeast–Baniyas oil pipeline (2026–2029)
• Offshore oil & gas exploration (2026–2028+, production TBD)
• New Syrian gas-field development (2026–2027+)
• National electricity-grid rehabilitation (2025–2029+)

Once completed, these projects will give Syria a significant electricity surplus and restore oil production to pre-war levels.

Earlier this year, The Maritime Executive reported that Chinese and Russian satellite intelligence was (and likely still is) being supplied to the Houthis through Iran, enabling highly precise targeting of strategic sites, including Saudi Arabia’s Aramco facilities, helping explain the accuracy of some Houthi strikes.

Some outlets are spreading disinformation claiming Syria has taken on extreme amounts of interest-based debt since the new government took office. In reality, Gulf support for salaries was needed only during the first months of 2025, while Syria now pays public-sector salaries itself; the World Bank has provided grants, not loans, and the IMF has provided no financial aid.

Major projects announced since 2025 are primarily privately financed, meaning the Syrian state and citizens are not responsible for the resulting debt. Syria’s 2026 budget deficit of around $1.8 billion is being addressed partly through planned sukuk, Islamic bonds structured without conventional interest.
