The German government gave money to refugees, which encouraged non Europeans to move to Germany just to collect this money. They would send this money back home and/or use it to pay the human traffickers.
So parts of Germany thought that they could help solve this problem by instead of giving the migrants cash giving them special credit cards. So the migrants who just came for cash wouldn't come.
All that happened is that arab organized crime offers a system to exchange the payment cards for cash at a 10% fee
