Today marks 84 years since the Ukrainian Declaration of Independence in Lviv, lead by Bandera and supported by the larger part of the Ukrainian intelligentsia. The document declared an independent state allied with Germany in the fight against Bolshevism and the USSR.
On the surface it might seem like just a standard minor event in WW2, but it was actually a clever manoeuvre to force the Germans to make a choice, and to clarify the situation of the Ukrainian People. Bandera and others were of course aware of the contents of Mein Kampf, and the general idea of the far right in Germany of a necessary conquest and Germanisation of the east, to finally end the millennia long struggle for land of the Germans and Slavs that took place between the Elbe and the Dniper.
Of course such a plan would not allow for an independent Ukraine, which in any other scenario would have been a great asset to Germany as an ally against both Poland and Russia. The Germans wanted the cooperation of the Slavic population however, so they simply didnโt declare what their plans were for the east.
With the Ukrainian Declaration of Independence in Lviv a choice was forced on the Germans. They could concede to the Ukrainians and allow Bandera and his Ukrainians to build up their state and mobilise the 35 million Ukrainians in the struggle against Bolshevism, but a state that would be very hard to dissolve after the end of the war. Or they could suppress the Ukrainians & prevent a Ukrainian state from taking hold, but lose an opportunity to add a nation of tens of millions to the axis struggle.
The Germans chose to arrest Bandera and his allies and send them to camps, which quickly cleared up for the Ukrainian nationalists the German position towards Ukrainian independence, especially after the formation of Reichskomissariat Ukraine in its place. As a result most of the Ukrainian population remained passive and only 180,000 Ukrainians representing 0.4% of the Ukrainian population participated on the axis side. A similar number of the most ardent Ukrainian nationalists joined the UPA, although there is some crossover as 10,000 UPA members infiltrated the German aligned Ukrainian units and then staged a mass desertion back to the UPA with their weapons in 1943, and many other Ukrainian Auxiliary Police members would also later join the UPA after the soviet recapture of Ukraine. The number of ethnic Ukrainians who fought for the Soviet side was over 5 million, X10-15 larger then the combined Ukrainian participation in the UPA & in the Wehrmacht/auxiliary police/SS. The largest reason for this ratio is probably the German creation of Reichskommisariat Ukraine instead of recognising Banderaโs free Ukraine, which drove the Ukrainian population to apathy or support for the USSR.
It should be noted that the Polish Underground at this time engaged in a similar struggle, fighting against both the Communists and the Germans for a free independent Poland. However instead of cooperating with this natural ally, the UPA in 1943 engaged in a genocide against the Polish population in Western Ukraine
