The screw is jammed into the gas pump to physically block the automatic shut-off mechanism (the pump stop). This stops the nozzle from cutting off flow properly when the tank fills or the handle releases.

Paired with the receipt dispenser being disabled ("out of order"), the scam works like this: your card gets charged at the pump, but the tampering lets them over-dispense, divert gas to their own vehicles/cans, or run fraudulent charges without proof. No receipt makes disputes nearly impossible.
