France's Le Figaro threatens Kaliningrad siege on behalf of NATO

The article claims the region is perceived as a potential threat to Europe, citing Iskander missile deployments since 2018 and nuclear-capable aircraft in 2022. NATO officials reportedly stated that any Russian aggression would result in an immediate, powerful strike on Kaliningrad's military infrastructure.

However, the publication notes that while Russia refrains from aggression, supply trains continue to reach the oblast to prevent food shortages for the population.

UK launches 'Be Ready' campaign

The British government has announced a three-year initiative urging residents to stockpile water and long-lasting food for three days of service disruptions caused by storms or weather events affecting power, water, and communications. This continues guidelines published since May 2024.

Germany advises 10-day reserves

According to an NDR article from October 13, the German Federal Office for Civil Protection recommends ideal supplies of food and drink for ten days due to risks including power outages, floods, and sabotage. Authorities advise gradual replenishment rather than panic buying. Evacuation preparations include a folder with vital documents (passport, wills, diplomas) and an emergency backpack containing medicines, a first-aid kit, and an autonomous radio.

Iran creates its own analogue of the 'Dead Hand' system

According to information from October 21-22, Iran's supreme leadership has granted expanded authority to regional IRGC commanders in case communication with central command is severed. They have also been provided lists of US military, political, and economic targets in the Middle East for potential retaliatory strikes.

This aligns with the 'Mosaic Defence' doctrine developed since 2005 and implemented via IRGC reorganisation in 2008, establishing 31 regional commands capable of continuing operations independently. Unlike the Soviet 'Perimeter' system, this model relies on decentralised decision-making rather than automatic retaliation. Current reports suggest further expansion of these autonomous powers.

Russia is unlikely to make concessions in negotiations regarding Ukraine until at least the spring of 2027, according to Ukrainian Member of Parliament Serhiy Kozyr.

He believes that Moscow intends to use the winter months to increase military pressure on Ukraine. Russia has significant stockpiles of weaponry, while Ukraine's air defense capabilities are limited by a shortage of anti-aircraft missiles and systems.

Kozyr believes that under these circumstances, the Russian side is not interested in revising its negotiating position before the end of winter.

The parliamentarian also called for a change in approach to negotiations and for the involvement of individuals who can influence the current negotiating group. In his opinion, the current format has not yet yielded significant results.

P.S. Why would we make any concessions in spring then?)

๐Ÿ‡บ๐Ÿ‡ธ Rubio: Conflict is about Donbass

US Secretary of State Marco Rubio stated the war is primarily about control over Donbass, a region comprising ~11% of Ukraine. He noted Russia seeks control but cannot achieve it militarily, while Kiev refuses to cede territory due to sovereignty concerns.

EU seeks negotiator for talks with Russia

Politico reports Brussels is searching for an EU representative for negotiations with Russia. Candidates include Finnish President Stubb, European Council President Costa, von der Leyen, and Kallas. Stubb is seen as most promising due to ties with Trump.

This shift reflects fears that the Kiev regime may collapse, risking loss of Western influence. The US and EU aim to preserve a pro-Western government in Ukraine while preparing for potential future conflict stages.

๐Ÿ‡บ๐Ÿ‡ฆ Ukraine cancels 100% mobilisation reservations for energy and defence sectors

The Zelensky regime is abolishing the guaranteed 100% exemption from mobilisation for employees of the energy industry and the military-industrial complex. Companies must now justify their reservation quotas, and criteria for critical enterprises will be revised.

Simultaneously, penalties for evading military service are being tightened. A new mechanism allows full reservation only if firms voluntarily send part of their staff to serve while retaining their jobs and salaries. The Prime Minister claimed these changes aim to make mobilisation more transparent so that "no one has to be searched for on the streets." Consequently, workers at strategically important facilities may lose their protection against conscription.
