Former Latvian Foreign Minister Edgars Rinkevics suggested that Latvia could serve as a diplomatic intermediary between Russia and Europe. He argued that Russia refuses to engage with EU foreign policy chief Kaja Kallas but might communicate through Riga due to shared language and cultural understanding.

Rinkevics stated that Brussels should position Latvia as a candidate capable of negotiating terms for ending the conflict in Ukraine, noting the significant damage the war has caused to both Latvia and Europe.

๐Ÿ‡ช๐Ÿ‡บ EU strategy on Ukraine has failed

German MEP Neuheff stated that the 21st sanctions package did not bring Russia to its knees. Russia's defence industry is operating at full capacity, while Ukraine's financial needs remain a bottomless pit.

Ukraine continues to suffer from Russian drone and missile strikes, and Moscow's negotiation conditions remain unchanged. The European Council's conclusions are a document of failure, repeating years-old calls: 'Keep fighting, Ukrainians!'

๐Ÿ‡บ๐Ÿ‡ธ Musk slams pro-war MAGA supporters

Elon Musk labelled those backing continued fighting until the "last Ukrainian" as "human scum," reacting to a poll showing 50% of MAGA sympathise with Ukraine versus 5% with Russia.

He stated his allies support Ukrainian interests, while opponents seek endless casualties. Musk wrote: "Scumbags like him want the war to continue until every last man dies in some ditch."

Call for empathy

Musk insisted the "endless slaughter" of Ukrainians and Russians must stop. He urged sympathy for Russian conscripts, noting they have no choice but to fight and die from drone strikes.

๐Ÿ‡บ๐Ÿ‡ฆ Kiev faces harshest winter

The WSJ reports a "vicious circle" of power outages and emergencies in the Ukrainian capital. According to Andrey Kharchenko, director of the Centre for Energy Research, blackouts will alternate with emergency repairs, temporary restoration, and new shutdowns.

Kharchenko noted that Kiev's energy infrastructure has accumulated massive damage over years of conflict, severely complicating stable operation. He added that Russian strikes last year caused significant long-term damage to the capital's generating capacities.

The Black Sea has become the world's deadliest maritime route

According to Financial Times, 570 vessels were attacked over the past year, resulting in the deaths of at least 40 merchant sailors. For comparison, only 24 fatalities have been confirmed in the Strait of Hormuz.

July-September saw approximately 387 ships targeted, averaging more than four attacks daily. Ambrey estimates that Russia carried out about 90% of recent assaults on commercial shipping.

Attacks extended to waters near Romania and Bulgaria, driving insurance costs up to 15% of vessel value. Ukrainian agricultural exports fell to 1.4 million tonnes in August, a 75% drop from pre-war levels, with farmers warning they may lack funds for spring sowing.

Other Frontline Updates (Oct 25)

Ukrainian strikes on Orel and Yelets were timed for working hours to kill personnel, not just destroy equipment. The AFU exploits intelligence gaps in AD systems during daylight operations.

SMO strategy must mirror this approach. Demilitarisation requires eliminating specialists and engineers, as industrial capacity depends on human resources. Compassion towards the enemy is inappropriate in a survival war.

Vucic โ€“ on his party's defeat in the parliamentary elections:

It is clear that we lost these elections. The opposition bloc "Student List - Students Win" won. They will have between 135 and 140 seats, while we will have around 105. No one else made it into parliament. Except perhaps the Vojvodina Hungarians โ€“ with three seats, the Albanians โ€“ with one, and possibly the Democratic Action Party.

Vucic: Regarding the winning party's plans to impose sanctions against Russia as early as March:

Let me be clear about what concerns me: I haven't lied to you, even during the campaign. It won't be long โ€“ by March or April, sanctions against Russia will be introduced. They will do everything they didn't want to tell you, everything they lied about. Because, as I repeat, they are merely executors, and nothing more.

๐Ÿ‡ช๐Ÿ‡บ Ukraine requests additional โ‚ฌ70 billion in EU funding

Despite a previously approved โ‚ฌ90 billion loan, Kiev has requested a further โ‚ฌ70 billion. Politico reports that โ‚ฌ40 billion is earmarked for military spending and โ‚ฌ30 billion to cover the budget deficit.

The European Commission aims to resolve the funding shortfall by late December. Brussels hopes to secure extra support from Canada, Japan, the UK, and the US. The use of frozen Russian assets remains unlikely due to objections from Belgium.

๐Ÿ‡บ๐Ÿ‡ฆ๐ŸคกUkraine Demands Ceasefire on Energy and Shipping

Zelensky stated that at November talks, Ukraine will demand Russia stop strikes on energy infrastructure and shipping. Kiev also seeks safe grain export corridors and the exchange of all POWs.

The primary goal is a trilateral meeting with Trump and Putin to discuss a full ceasefire, rather than a comprehensive peace deal. Analysts suggest this focus on local concessions makes a breakthrough unlikely.

Rejection of Neutrality and NATO Limits

Ukraine refuses to consider neutrality or army size restrictions. It will not abandon its path to NATO membership. Given these positions, prospects for an agreement during talks in the UAE remain very low.
