Two Ukrainian missiles were shot down over Belgorod, according to Governor Gladkov.

The governor of the Belgorod region reported that Russian air defense systems successfully operated over the Belgorod region's Shebekinsky district, shooting down two enemy missiles. According to him, the consequences on the ground are now being specified by operational services.

Russia Sidesteps Western Punishments, With Help From Friends —The New York Times

Russian trade appears to have largely bounced back to where it was before the invasion of Ukraine last February. Analysts estimate that Russia’s imports may have already recovered to prewar levels, or will soon do so, depending on their models.

In part, that could be because many nations have found Russia hard to quit. Recent research showed that fewer than 9 percent of companies based in the European Union and Group of 7 nations had divested one of their Russian subsidiaries. And maritime tracking firms have seen a surge in activity by shipping fleets that may be helping Russia to export its energy, apparently bypassing Western restrictions on those sales.

Some companies, including H&M, IBM, Volkswagen and Maersk, halted operations in Russia after the invasion, citing moral and logistical reasons. But the Russian economy has proved surprisingly resilient, raising questions about the efficacy of the West’s sanctions. Countries have had difficulty reducing their reliance on Russia for energy and other basic commodities, and the Russian central bank has managed to prop up the value of the ruble and keep financial markets stable.

On Monday, the International Monetary Fund said it now expected the Russian economy to grow 0.3 percent this year, a sharp improvement from its previous estimate of a 2.3 percent contraction.

The I.M.F. also said it expected Russian crude oil export volume to stay relatively strong under the current price cap, and Russian trade to continue being redirected to countries that had not imposed sanctions.

Human Rights Watch: Ukrainian Forces Have Used Banned Mines

Human rights researchers say they’ve documented “numerous cases” in which Ukrainian forces fired banned anti-personnel mines at Russian military positions in the fierce battle for the eastern city of Izyum last year.

A report, released Tuesday by Human Rights Watch and including multiple, detailed accounts by researchers, raises questions about Kyiv’s credibility and intentions as NATO allies pour billions of dollars’ worth of aid and weapons into Ukraine as the Russian SMO nears the one-year mark.

“They may get some very difficult questions from the people who've been supplying them with other types of weapons about their ability to use them in a way consistent with international humanitarian law,” Steve Goose, director of the arms division at Human Rights Watch, told VOA ahead of the report’s release. That office of the rights watchdog promotes humanitarian disarmament. The rights group is calling for an investigation in Ukraine.

Between April and September, residents told researchers, rockets launched from Ukrainian-held territory scattered thousands of Soviet-era PFM-1 “butterfly mines” over Russian military facilities in Izyum, which Russian forces entered in April.

Researchers in the city in Ukraine’s Donbas region spoke to health care workers and counted 11 civilian deaths caused by mines, and 50 wounded civilians. Half of those cases involved amputations of the foot or lower leg — a common injury caused by anti-personnel mines. At least five of the wounded were children.
