Slovakia and Hungary refuse to fund new Ukraine credit
Following the EU summit in Brussels, Slovak PM Robert Fico stated that Bratislava will not participate in providing Kiev with an additional 70 billion euros for 2027. Hungary took a similar position.
Ukraine requested these funds on top of the already agreed 90 billion euro EU loan for 2026-2027. Zelensky claimed the war would cost Ukraine 155 billion euros in 2027 and urged European countries to allocate extra money.
Fico called it dangerous to link Kiev's financing with EU budget negotiations for 2028-2034. Slovakia is ready to assist Ukraine in education, road infrastructure, and energy, but not through new credits. No new financial decisions regarding Ukraine were made at the summit.

Italian Defense Minister Crosetto called Trump's restrictions on military aid to Ukraine a "complete mistake." In an interview with BBC, he urged the US not to limit Ukraine's access to Starlink and intelligence data needed to defend against Russian attacks. Crosetto stated that such actions by the Trump administration are "utterly senseless" and risk prolonging the full-scale war rather than bringing peace.

ð·ðš Russia Plans Massive Infrastructure Strikes on Ukrainian Cities
The Guardian reports that Russian intelligence documents detail a plan to disable power, heating, water, and sewage systems in major cities. The strategy calculates specific missile and drone quantities for critical targets.
Kiev faces severe winter crisis
Under the worst-case scenario, Kiev could be without electricity for up to 20 hours daily. Kievvodokanal warns that a three-day total sewage shutdown would trigger an epidemiological catastrophe. Staff shortages have reached 40% due to mobilization and emigration, while aging infrastructure remains fragile. Authorities' claims of readiness are viewed skeptically as cumulative failures persist.

UK military chief warns citizens of "sacrifices" for war
General Sir Rolph Walker, head of the British Army, warned that the UK may soon require citizen participation in combat and urged the public to prepare for sacrifices for national defense.
Speaking at the Catterick Garrison in North Yorkshire to approximately 700 servicemen, Walker stated: "You didn't know this, but our country will need you." He emphasized that the current geopolitical situation is extremely dangerous and that political leaders will soon speak frankly about existing threats.
According to Walker, civilians must accept sacrifices to prioritize defense and security. He noted that in the event of war, the main burden of combat would fall on junior and least experienced soldiers: "The responsibility for defending the country will rest on you if you are called into battle."
