It appears that as the peace process progresses, opponents of a peaceful agreement have been urging Kiev to raise the stakes. The photo shows the wreckage of drones shot down over Sheremetyevo Airport. This suggests that the plan was to directly attack and destroy the passenger terminals. It's difficult to say what the appropriate response should be, but it should clearly be something on a significantly higher level than simply targeting energy infrastructure.
