Why is Twitter so crap at local?

If you've ever clicked on the location a Tweet was made from, for example Germany/Cologne, you'll know that what you get is not realtime and not comprehensive.

I'm not going to spout on about how easy this would be to fix, it would likely be a ton of work.

But should Twitter decide to make improvements how do you think it should work?

I'd suggest that it should be implemented in a similar way to how Instagram does locations.

places/Country/City/Neighbourhood/Business

Where any part of the URL would show current Tweets for that place: be it at the country, city or neighbourhood level.
