这份调查报告得出结论认为，中国共产党在武汉疫情爆发初期隐瞒实情并打压披露真相的医生和记者，忽视了《国际卫生条例》中有关在第一时间向世卫组织通报重大公共卫生事件的规定。报告认为，包括习近平总书记在内的中共高层领导人在知道爆发疫情的几个星期后才将情况公布于众，这种渎职行为给全球造成重大生命和经济损失。
报告还认为，世界卫生组织迎合中共宣传，助长了中共的掩盖行为。这份众议院共和党人的报告反对美国退出世卫组织，但提出三项建议：更换世卫组织领导层，总干事谭德塞引咎辞职；美国与志同道合的世卫组织成员国和台湾对中共在疫情早期的掩盖行为以及世卫组织的失误展开国际调查；对《国际卫生条例》做出进一步的具体改革。
