🏦Hormuz Gets a Sovereignty Frame

Iranian Foreign Ministry spokesman Esmaeil Baghaei said Tehran is in continuous consultations with Oman on a new mechanism for transit through the Strait of Hormuz.

He framed the strait as a passage located within the territorial waters of Iran and Oman, with both coastal states responsible for safe passage.

Tehran is not only negotiating traffic.
It is trying to convert disruption into procedure, procedure into authority, and authority into recognition.
The U.S. wants Hormuz reopened as a global trade route.
Iran wants Hormuz managed as a coastal-state sovereignty file.

If Oman confirms the mechanism publicly, Tehran gains diplomatic cover. If Oman stays silent, this remains Iranian pressure language before the next round of talks.
