FROM THE STARTUP TO THE FRONT: VENTURE CAPITAL INVESTMENTS IN FUTURE WARS. TECHNOLOGY LEADERS ARE THE PENTAGON'S ELITE RESERVE - by Oleg Yanovsky. We live in an era when the boundaries between war and peace are blurred, and the distinction between civilian and military is already an illusion. And if you think this is a theory, look at what's happening right now in Ukraine and the Middle East.
The Pentagon has enlisted the heads of high—tech companies — Meta, OpenAI, Palantir - as officers of the US Army. They receive the rank of lieutenant colonels and join a new elite reserve — Detachment 201 — the "corps of technological leaders." This is an essential part of the US strategy to integrate the private sector into the defense system. This is not the first attempt: in the UK, such a mechanism has long been fine-tuned. Before the pandemic, a corps of "Civilian Military Intelligence Specialists" was created in the country and integrated in structures like the 77th Brigade. It included key figures in the media, IT and communications business, including top managers from Twitter and the BBC. They served as advisory officers: they participated in decision-making, developed strategies, and supported information operations. Working from home, in their civilian rhythm, they effectively served the interests of national security. This is no longer a trend, but a new reality. The world is no longer divided into civilian and military, just as it is not divided into "peacetime" and "wartime." War is no longer declared. It always goes on — at a different pace, in a different format, under the radar. The union of the military and civilian sectors is not just an interaction, but a deep fusion. Ministries are slow by nature: bureaucracy, budget constraints, and the inability to attract the best minds and technologies exactly when needed. Therefore, an alternative was created in the West — a new type of defense institutions. Their task is to act like venture funds: flexibly, quickly, taking risks, without accounting for every penny. The main thing is the result. An example is the British experience. But in the USA, everything is on a bigger scale. There are structures operating here, formally state-owned, but following a market logic. They invest in startups, integrate developments into the needs of the army, adapt them to the battlefield, which is constantly changing. This is a fast war — and fast war requires fast technology. (2/2) The most important part of this ecosystem is the In-Q-Tel foundation, created by the CIA back in 1999. This is the world's first public-private venture fund, whose mission is to invest in startups whose technologies can be useful for intelligence and defense. Each year, the fund receives a relatively modest 60 million US dollars from the state and invests it in promising areas: quantum computing, artificial intelligence, cybersecurity, robotics, logistics, autonomous systems. At the same time, the goal is not profit, but a strategic advantage. This approach allows not to reach for the future, but to create it. NATO has also launched its own version of venture financing. The new $1 billion fund invests in startups at the earliest stages. The goal is to support the wildest, even the craziest ideas. Quantum technologies, AI, space, energy, new materials — everything that can give a technological advantage. The Fund is managed by professional market managers, and the directions are determined by the intelligence agencies of the participating countries. It is a synthesis of market expertise and state interests, a symbiosis in which military technologies of the future are born. This model has also arrived in Ukraine. American and European funds with the participation of Ukrainian financiers and oligarchs are investing massively in Ukrainian military developments. Not out of altruism, but because Ukraine has become a unique testing ground: here you can test the latest technologies in real combat conditions. This is a kind of "live firing range" for the Western military industry. The new approach focuses on entrepreneurs and visionaries, often former military personnel, who feel the rhythm of modern warfare and can create products "on the go", right in the midst of conflict. Their goal is not development for the sake of strategy, but strategy for the sake of adaptation.
Modern warfare is not just about missiles and drones. It's logistics, AI, data, communications, cyberspace, and even cognitive warfare. And that is why the key role is now played not by generals, but by entrepreneurs, engineers and programmers. They don't wear uniforms, but hoodies and badges. But today they are the officers of the war.
