OK trying to find the video clip, I believe it was NBC News, where John Brennan was being interviewed just after his presidential briefing notes were declassified by DNI Ratcliffe last October.

Brennan snidely tells the interviewer that even if it turns out the Hillary Clinton campaign punked federal officials with fake evidence to get them to investigate the Trump campaign...none of this was ILLEGAL.
