The Hon’ble High Court has issued a fresh clarification regarding the recruitment process for Advertisement No. 7/2024 (Commerce). Key takeaways from the court order are as follows:

🔹 Appointments Allowed: The Court has permitted the appointment process to proceed as per Advertisement No. 7/2024 (Commerce).

🔹 Condition in Appointment Letters: Since a revised merit list might lead to potential re-shuffling of candidates, a specific clause will be included in the appointment letters. Candidates must accept that any future order or re-shuffling mandated by the Court will be binding, and they cannot object to it.

🔹 Next Hearing Date: The matter has been adjourned to 27.11.2026.

Punjab & Haryana High Court Landmark Ruling on Distance Education for Government Employees
In the matter of Naveen Kumar v. State of Haryana (CWP-21396-2024), decided on February 09, 2026, the Hon’ble High Court of Punjab & Haryana delivered a significant judgment regarding higher education permissions for government employees.
Key Highlights of the Judgment:
Permission for Distance/Online Learning: The Court clarified that if a government employee intends to pursue higher education through Distance, Online, or Correspondence modes without requiring study leave, permission cannot be withheld solely on the ground of non-completion of 3 years of regular service.
Scope of the 3-Year Service Condition: The requirement of completing 3 years of continuous service applies strictly to regular, full-time courses that necessitate physical attendance in classes.
Directives Issued: The Court directed the concerned authorities to grant permission to the employee to pursue a Bachelor of Arts (B.A.) degree via Distance Education Mode.
Leave & Operational Conditions: The employee shall not be entitled to study leave. However, sanction for requisite leave during examinations may be granted as per standard service rules, provided government work and duties remain unaffected.
Case Summary:
Case Reference: CWP-21396-2024
Date of Decision: February 09, 2026
Forum: High Court of Punjab & Haryana, Chandigarh
Takeaway: Government employees seeking higher qualifications via distance or online modes cannot be denied official permission merely due to the 3-year service benchmark, as long as it does not interfere with their official duties.
