Pandora Papers - Secrecy Brokers

About the Pandora Papers Secrecy Brokers
The Pandora Papers investigation lays bare the global entanglement of political power and secretive offshore finance.

The International Consortium of Investigative Journalists, a nonprofit newsroom and network of journalists based in Washington, D.C., obtained more than 11.9 million financial records, containing 2.94 terabytes of confidential information from 14 offshore service providers, who specialize in the incorporation and operation of various types of companies, trusts and foundations typically used to shelter assets in secrecy jurisdictions away from governments, tax authorities, courts and the wider public.

Owners of the 14 offshore firms whose records power the Pandora Papers leak include an art collector, former government officials (including ministers and the former attorney general of Belize), and a Russian translator. Together, these 14 firms have helped tens of thousands of clients from more than 200 countries and territories — including some notable and controversial figures — access and exploit the secrecy offered by some of the world’s most notorious tax havens.

Note on dates and time periods: The creation date of some files predates the existence of the providers. Time period reflects the creation year of the files.

The Pandora Papers investigation is larger and more global than even ICIJ’s landmark Panama Papers investigation, which rocked the world in 2016, spawning police raids and new laws in dozens of countries and the fall of prime ministers in Iceland and Pakistan.

The Panama Papers came from the files of a single offshore services provider: the Panamanian law firm Mossack Fonseca. The Pandora Papers shine a light on a far wider cross-section of the lawyers and middlemen who are at the heart of the offshore industry.

The Pandora Papers provide more than twice as much information about the ownership of offshore companies. In all, the new leak of documents reveals the real owners of more than 29,000 offshore companies. The owners come from more than 200 countries and territories, with the largest contingents from Russia, the U.K., Argentina and China.
