On August 24–27, 2026, China and Russia conducted a major cross-border infectious-disease emergency exercise in Fuyuan, Heilongjiang, involving 300+ personnel, 19 response teams and 40+ emergency vehicles.
One of the exercise's three scenarios specifically involved imported bubonic plague. Teams rehearsed:
• Detecting and reporting suspected plague
• Laboratory testing and pathogen identification
• Safe specimen handling
• Cross-border notification and risk assessment
• Disinfection and containment
• Flea/vector control
• Coordinated China–Russia response
Another scenario involved an unknown tick-borne “Disease X.”
Most notably, Sergey Vladimirovich Balakhonov, director of Russia's Irkutsk Scientific Research Anti-Plague Institute, attended the exercise in person and delivered remarks.
