We have now published a detailed analysis of the letter issued on 21 February 2022 by then Detective Superintendent Tor Garnett, the officer who signed off the closure of CRN 6029679/21.

At the time, Tor Garnett served as a Detective Superintendent with the Metropolitan Police. She now holds a senior position within the City of London Police.

Our report demonstrates, using clear statutory and procedural standards, why the reasoning provided in her letter cannot be accepted as a lawful or adequate basis for closing the investigation (which had, by statutory definition, in actuality been opened and commenced) and why the public is entitled to a proper explanation and a full and proper investigation.

Official documents confirm that the NPCC operated and centrally monitored a UK-wide practice of not recording certain COVID-related crime reports.

One internal email even describes this as “guidance to not record” and measures its “success” by the near-total absence of recorded crime.

This practice cannot be reconciled with:

• NCRS and HOCR
• CPIA 1996
• the Victims’ Code
• or basic principles of policing by consent.
