Significantly, similar research was carried out in the 1940s on the development of biological weapons components by the Japanese unit 731, whose members later fled to the US to escape prosecution for war crimes.

I would like to remind you that representatives of Western countries are extremely cautious about handing over their biomaterials.

At the same time, available documents confirm numerous cases of transferring biological samples of Ukrainian citizens abroad. For example, 350 cryocontainers with blood serum samples were transferred from the Public Health Centre of the Ministry of Health of Ukraine to the reference laboratory for infectious diseases of the Australian Doherty Institute under the pretext of determining antibody titers.

Another example is the German-funded project No. 68727 EN on the study of Congo-Crimean haemorrhagic fever pathogens and hantaviruses. As part of this project, one thousand blood serum samples of citizens from different regions of Ukraine belonging exclusively to the Slavic ethnic group were donated to the Bernhard Nocht Institute for Tropical Medicine (Hamburg).

It is highly likely that one of the objectives of the US and its allies is to create bioagents capable of selectively targeting different ethnic populations.

During a hearing of the US Senate Foreign Affairs Committee on 8 March, Undersecretary of State Victoria Nuland reported on the presence of bioweapons in Ukraine where biosecurity research had been conducted. She expressed concern about the possibility of these bio-laboratories and the materials there being taken over by the Russian Armed Forces.

According to available information, the Americans have already managed to evacuate most of the documentation, including databases, biomaterials and equipment from laboratories in Kiev, Kharkov and Odessa to the Lvov Research Institute of Epidemiology and Hygiene and the US Consulate in Lvov. The possibility of transferring part of the collection to Poland has not been excluded.

In fact, with her statement, Nuland indirectly confirmed the Pentagon's military-biological program in Ukraine in circumvention of existing international agreements.

▫️In addition, attention is drawn to the fact of a sharp increase in cases of tuberculosis caused by new multi-resistant strains among citizens living in Lugansk and Donetsk people's republics in 2018. These data are confirmed by specialists of Rospotrebnadzor. During the mass outbreak recorded in the area of Peski settlement, more than 70 cases of the disease were detected, which ended in a rapid fatal outcome. This may indicate a deliberate infection, or an accidental leakage of the pathogen from one of the biolabs located on the territory of Ukraine.

▫️In accordance with the Convention on the Prohibition of Biological and Toxin Weapons, the participating States submit to the UN information about objects and ongoing biological activities.

▫️These are Confidence-building measures that are published in order to monitor the implementation of the Convention. Since 2016 - the moment of the beginning of the implementation of the projects mentioned by us (including UP-4, UP-8 and P-781), the USA and Ukraine have been deliberately silent about them in international reporting, despite their obvious military-biological orientation.

▫️Such secrecy is another reason to think about the true goals of the Pentagon in Ukraine.

▫️I would like to remind you of the historical facts when such irresponsible activities of the United States outside of national jurisdiction ended only with formal apologies from the American administration. So, in October 2010, US President Obama acknowledged the fact of conducting illegal research on Guatemalan citizens who were intentionally infected with syphilis and gonorrhea pathogens with the approval of the White House.

▫️The Russian Federation has repeatedly called for the publication of data on the military biological activities of the Pentagon on the territory of third countries, but the collective West, led by the United States, consistently blocks this initiative, preferring to conduct research bypassing international obligations with "someone else's hands".

▫️We will continue to study the evidence and inform the world community about the illegal activities of the Pentagon and other US government agencies in Ukraine.

▫️The Russian Ministry of Defence continues to analyze documents revealing the military-biological activities of the Pentagon in Ukraine.

▫️The incoming materials allow us to trace the pattern of interaction between US government agencies and Ukrainian bio-objects. The involvement of entities close to the current US leadership, notably the Rosemont Seneca investment fund run by Hunter Biden, is noticeable in the funding of these activities. The Fund has significant financial resources of at least $2.4 billion. The foundation is closely linked to key contractors of the US military department, including Metabiota, which, along with Black and Veach, is a major supplier of equipment to the Pentagon's bio-labs around the world.

▫️The scale of the program is impressive. The US Agency for International Development, the George Soros Foundation and the Center for Disease Control and Prevention are directly involved, in addition to the military department. Scientific supervision is provided by leading research organisations, including the Los Alamos National Laboratory, which is developing nuclear weapons as part of the Manhattan Project.

▫️All these activities are carried out under the full control of the Pentagon.

▫️Please note - the registration card confirms that it was 30 Ukrainian laboratories, located in 14 settlements that were involved in full-scale military-biological activities in Ukraine.

▫️The document was signed by Viktor Polishchuk, Deputy State Secretary of the Ukrainian Cabinet of Ministers. The legal basis for its signing was the Agreement on Cooperation to Prevent the Spread of Technologies, Pathogens and Information that could be used for the development of biological weapons.

▫️The registration card identifies the customer of the work, the US Defense Threat Reduction Agency, as well as a list of biobjects.

▫️As we have previously reported, the funding for 2018-2020 alone was around $32 million. The text of the document states that the United States, its personnel and contractors are exempt from the obligation to pay taxes or other similar fees that are levied in Ukraine.

▫️The Ministry of Defence has disclosed and summarised the flow of biomaterials. Funding for military-biological activities has enabled the US and its allies to export at least 16,000 bioassays outside Ukraine.

▫️Thus, under the UP-8 project in Lvov, Kharkov, Odessa and Kiev, blood samples were taken from 4,000 servicemen for antibodies to Hantaviruses and from 400 for antibodies to the Congo-Crimean fever virus.

▫️This large-scale screening of the natural immunity of the population was probably carried out in order to select the biological agents most dangerous to the population of a particular region.

▫️Document review reveals that not only human tissue and serum samples, but also dangerous pathogens and their transporters were exported. Thus, more than 10,000 samples were sent to Lugar Centre in Georgia. Other recipients include: reference laboratories in the UK, the Loeffler Institute in Germany.

▫️All this creates risks for the transfer abroad of sensitive genetic information, as well as threats to biological security not only for Ukraine, but also for the regions where the samples were transferred.

▫️One of the US customers' priorities is the anthrax pathogen, which is highly susceptible and persistent in the environment.

▫️The slide shows documents from the UP-2 project, one of the tasks of which was to identify dead animal burial sites, taking soil samples from anthrax animal burial sites. The interest of US military biologists in studying insect vectors in animal burial sites is also not accidental. Apparently, they analysed the results of an outbreak of anthrax disease in Yamal in 2016, during which cases of vector-borne transmission through flies and gadflies were recorded.

▫️Given that the situation with anthrax in Ukraine remains positive, it raises the question of the need for the Pentagon's research and its true purpose.

▫️We know of examples where the US military departments work with anthrax has ended in biosecurity emergencies.

▫️Between 2005 and 2015, viable anthrax spores were sent from the US Army's Dugway proving ground to 194 recipients in ten countries.
The current situation with the shipment of pathogenic biomaterials from Ukraine to European countries could result in loss of life and create a hotbed of epidemiological instability on a scale comparable to the COVID-19 pandemic.

▫️We continue to share information on research involving Ukrainian military personnel. We would like to point out that such work is prohibited within the US and is carried out by the military department outside the US.

▫️Earlier mention was made of the UP-8 research, which involved more than 4,000 people. According to figures published in the Bulgarian media, some 20 Ukrainian soldiers were killed in experiments in the Kharkov laboratory alone and another 200 were hospitalised.

▫️The documents received confirm the attempt to test previously untested medicines on them. This is the Deep Drug screening system for unlicensed pharmaceuticals in the United States and Canada.

▫️What makes the US sponsors particularly cynical is that the developer, Scymount, offered to purchase the system in question on a commercial basis, despite the fact that Ukrainian Ministry of Defence officials were engaged as volunteers.

▫️Such unacceptable approaches, with the tacit approval of the US administration, are the norm for big pharma companies. For example, the US Naval Medical Centre in Jakarta was shut down by Indonesian authorities in 2010 because of numerous irregularities.

▫️The Americans conducted work at the site outside the agreed research programme, collected biological samples and refused to inform the Indonesian government of their findings. The materials they obtained were used on behalf of the Pentagon-affiliated pharmaceutical company Gilead, which conducts trials of its drugs, including in Ukraine and Georgia.

▫️We would like to draw attention that the number of biological laboratories in the USA is not comparable with other countries. According to the Chinese Foreign Ministry, they control 336 laboratories in 30 states outside national jurisdiction.

▫️We believe that in the context of the incoming information, clarification should be sought from Washington regarding the true objectives of the US biolaboratories as part of the international investigation.

▫️Given the fact that the Russian Defence Ministry has already known about the implementation of US military biological programs in Ukraine under the guidance of DTRA, we can assume that the Bayraktars were planned to be adapted to spray chemical warfare substances over enemy territory, more precisely in his deep rear area, because the range of this UAV (Bayraktar Akinci) is almost 300 kilometres (twice as much as that of the standard TB2).

⚡️On June 4, during the withdrawal of the units of 79th Air Assault Brigade of the Ukrainian Armed Forces from Svyatogorsk, Donetsk People's Republic, the Ukrainian nationalists set fire to All Saints' of the Russian Land wooden skete the Svyatogorsk Lavra.

▫️According to the local residents, the wooden walls under the dome were shelled by incendiary munitions from a high-caliber machine gun mounted on a Kozak Ukrainian armoured vehicle.

▫️After commiting the arson, the Ukrainian nationalists headed southbound at a high speed, towards a Ukrainian troops-contolled locality of Sviridovo.

❗️Units of the Russian Armed Forces that were to the north of Svyatogorsk do not carry out any combat operations in this area and do not shell the territory of the historical and architecture reserve of Svyatogorsk.

ℹ️ The All Saints' of the Russian Land wooden skete in Svyatogorsk was built in 2009 instead of the exploded one in 1947.

Russian Defence Ministry is ready to provide the IAEA with real high-resolution images, a sample placed on a slide, which shows that we do not place weapons, much less heavy ones, on the territory of this station. The Russian Defence Minister told UN Secretary-General António Guterres.

​​According to our experts, a similar situation may arise at Zaporozhye NPP because of AFU's actions.

▫️For example, in case of failure of backup diesel generators and mobile pumps, in an emergency situation the core will overheat and consequently destroy the reactor facilities at Europe's largest nuclear power plant, releasing radioactive substances into the atmosphere and spreading them hundreds of kilometres away.

▫️Such an emergency would cause mass population migration and have more catastrophic consequences than the impending gas energy crisis in Europe, as predicted by a number of European specialist organisations.

▫️UN Secretary-General Guterres is also reportedly planning to visit Odessa city as part of his trip to Ukraine from August 17 to 19, 2022. By this date, the Ukrainian Armed Forces plan to hold a staged provocation of a man-made disaster at Zaporozhye NPP, which consists of a radiation leak, destroying the integrity of the nuclear waste storage facility and putting the NPP reactor into an abnormal operating state.

▫️All this, according to their intention, should be a consequence of military action by the Russian Armed Forces on the territory of the nuclear plant, and incompetence of the Russian specialists involved in the operation of the nuclear facility.

▫️For the purpose of staging, AFU plans to fully deploy radiation observation posts in the formations, military units and subunits deployed in Zaporozhye Region of Ukraine, which are part of the Dneper task force, to provide 100 per cent of servicemen with NBC protection equipment, conduct training on chemical and radiation protection and other safety measures for the visit of Guterres. In particular, units of 44th Artillery Brigade have been ordered to be ready by August 19, to act in conditions of radioactive contamination of the terrain. Units of 704th Separate Regiment of AFU's NBCP regiment are also being redeployed to Zaporozhye NPP area.

▫️Artillery strikes are planned on ZNPP from Nikopol' city. This "spectacle" will be accompanied by public warnings about rising radiation levels and other "special effects". The staging is being carried out in order to influence the UN Secretary-General and the international community to cover up decisions favourable to Kiev.

▫️The ultimate goal of the provocation is to create an exclusion zone of up to 30 km, to bring international forces and foreign observers to ZNPP territory, and to accuse the Russian Armed Forces of nuclear terrorism.

▫️As a conclusion based on the above, we would like to draw your attention to the fact that in case of continuation of negative development of the situation related to shelling of the nuclear plant by Ukraine, the issue of putting Units 5 and 6 into "cold reserve" may be considered, resulting in the shutdown of Zaporozhye NPP.

I would like to remind the UN Secretariat and the entire world community that the principal cause of the accidents at Chernobyl plant and Fukushima NPP, despite the fact that in the first case there were nuclear reactor experiments and in the second case there was an earthquake and tsunami, was the failure of support systems, disruption of power supply, partial and complete blackout of cooling systems, which led to overheating of the nuclear fuel and destruction of the reactor.

▫️As a result of the Chernobyl accident, more than 20 European countries were contaminated with radioactive isotopes. Some 4,000 people have died from direct exposure to radiation, tens of thousands of cases of genetic deformities in newborns and hundreds of thousands of cases of cancer. Excluding the consequences of the forced evacuation, up to 100,000 people and more than 5.5 million people received an increased dose of radiation.

▫️At Fukushima, only at first sight the consequences may seem minor. Up to 500,000 people have been forcibly evacuated in stages, and the consequences of radioactive water dumped in the ocean will be felt by posterity.

▫️It seems to have been forgotten.
