Hani Al-Sebai is an Egyptian terrorist and one of the most dangerous ideologues of jihadist thought, as well as a senior figure within Al-Qaeda. He sought political asylum in the United Kingdom in 1994 after being convicted in absentia in Egypt on charges related to planning terrorist attacks.

Al-Sebai has recently resurfaced due to his direct role in securing the release of terrorist Ahmed Mansour through mediation efforts, leveraging his transnational jihadist networks. In a related context, Al-Sebai publicly called for the killing of Alawite civilians based on identity in Syria’s coastal region, constituting an explicit incitement to sectarian violence.

He runs the Al-Maqrizi Center for Historical Studies in London, which has been used as an ideological platform to justify violence and promote takfiri narratives. Al-Sebai also maintains documented links to the Muslim Brotherhood–affiliated Hasm Movement, as well as direct connections to terrorist factions operating under the Ministry of Defense of the de facto authority in the so-called “New Syria,” as documented by Saheeh Masr in a verified video investigation.

🔴 Hani Al-Sebai represents a central node in the network of incitement and coordination between jihadist and Brotherhood-linked groups, playing a pivotal role in recycling terrorists and facilitating their regional mobility.

In 2025, the Hasm Movement, the armed wing of the Muslim Brotherhood, resurfaced after years of absence from the Egyptian scene through the release of a new propaganda video.

A geographic analysis and weapons tracking conducted by Saheeh Masr revealed that the promotional footage was not filmed in a single location, but rather relied on scenes recorded in both Syria and Egypt, indicating operational links with armed elements and factions active inside Syrian territory.

These findings point to direct intersections between the Hasm Movement and factions incorporated into the so-called “new Syrian army,” in terms of areas of activity and types of weaponry, reflecting the use of Syria as a space for regrouping and redeployment by transnational terrorist organizations.

Terrorist Hani Al-Sebai is among the figures linked to the movement and maintains a direct relationship with terrorist Ahmed Mansour, highlighting the intertwining of Brotherhood and jihadist networks with armed factions operating under the umbrella of the de facto authority in Syria.

Ahmed Mansour is not the only Egyptian among the ranks of the de facto authority’s forces under Al-Jolani. A significant number of these individuals are listed on Egypt’s terrorism watchlists and are internationally wanted.

The presence of multiple Egyptian terrorists within these formations has been previously documented, including, but not limited to:

• Real Name: Sajid Sayed Faiq Shill
• Background: After 2013, he joined the Turkish-backed Nour al-Din al-Zenki Organization, which later came under the command of the De Facto Authority and integrated into its Ministry of Defense forces.
• Legal Status: Wanted in Egypt for multiple terrorism-related cases, including one in which his father is also on trial.

Family Background:
• His father, Sayed Faiq Shibl (Abu Yumna), participated in jihad in Bosnia in 1992, joined Al-Qaeda, and was a close associate of the notorious terrorist leader Rifai Surur. This highlights a deeply rooted family pattern in extremist ideology.
• Rifai Surur is the father of the infamous terrorist Omar Rifai Surur, illustrating a generational continuity of extremist indoctrination. Abu Al-Baraa grew up immersed in takfiri thought and the radical teachings of Sayyid Qutb.

Call for Justice:
For the children who were killed innocently, for the women and elders who suffered unjustly, for justice and accountability… we call on all relevant authorities: Abu Al-Baraa must be prosecuted in Egypt, by any means necessary.

Background and Terrorist Activity:
• Supporter of Hazem Salah Abu Ismail (#Hazmoon).
• Fled to Syria after 2013 and joined Jabhat al-Nusra, the Al-Qaeda branch, where he trained operatives to carry out killings and bombings in Egypt.

Affiliation with the De Facto Authority in Syria:
• Granted Syrian citizenship and promoted to Colonel by Ahmad Al-Shara’ (aka Al-Julani) within the so-called Ministry of Defense of the de facto authority.
• Officially integrated into the “New Syrian Army” in December 2024, which comprises approximately 3,800 foreign fighters from diverse nationalities (Uyghurs, Albanians, Uzbeks, Turkmens, and Caucasians), as part of a project to reshape Syria into a transnational terrorist safe haven.

Abu Muhammad Diyaa represents the most dangerous link in the network of jihadists and Muslim Brotherhood-affiliated elements connected to armed factions in Syria.
