Kerala Chief Minister calls for self-sufficiency in food production
Thiruvananthapuram, April 21: Kerala Chief Minister, Shri Pinarayi Vijayan today asked the people in the State to be self-sufficient in producing food grains and in the cultivation of fruits and vegetables so as to be prepared for any eventuality in future. Kerala is dependent on other States for meeting its demand for food grains, fruits and vegetables.
“We have enough food stocks available for now and we are in a comfortable situation but if the current circumstances due to the pandemic outbreak continue for long, we would have to start preparing for the future and would need big interventions in the agriculture sector. The agriculture department in association with LSG bodies is planning big projects to improve our self-reliance. We should explore all possible ways to improve our vegetable cultivation using kitchen gardens, rooftop cultivation and community projects by making the best use of the available agriculture land in the State. We should be able to increase the production for our own consumption and reduce our dependency on other states. We should be prepared to face any shortage or scarcity of food”, the Chief Minister said.
The State needs to adopt modern farming techniques and practices to have maximum produce from the minimum area by adopting them for regional needs. The State needs to increase the rice cultivation in the State to over 25,000 hectares in the next two years. Cultivation of cereals, tuber crops, tapioca and plantain/banana should be increased to a larger area. Kerala requires 20 lakh metric tonnes of vegetables every year and this year’s production is 14.72 lakh MT. The Chief Minister exhorted the youths to come forward and take up agriculture in a large way. The State need large scale interventions to increase the output of food grains, fruits and vegetables
Meanwhile, the CM also informed that the Government has intervened in the fisheries sector to make the wholesale purchase of fish a smooth affair in order to avoid gathering of large crowds in harbours. The harbour committee would decide on a rate based on the average prices in the last few days and the fish would be sold at that rate instead of conducting auctions. This would ensure that all fishermen get a decent price for their catch and customers also get good and fresh fish. This system is being followed in most fishing harbours across the state and he expressed the hope that all harbours would follow this system.

സംസ്ഥാനത്ത് 19 പേര്ക്ക് കൂടി കോവിഡ്-19 സ്ഥിരീകരിച്ചതായി മുഖ്യമന്ത്രി പിണറായി വിജയന്. കണ്ണൂര് ജില്ലയില് നിന്നുള്ള 10 പേര്ക്കും പാലക്കാട് ജില്ലയില് നിന്നുള്ള 4 പേര്ക്കും കാസര്ഗോഡ് ജില്ലയിലുള്ള 3 പേര്ക്കും കൊല്ലം, മലപ്പുറം ജില്ലകളിലുള്ള ഓരോരുത്തര്ക്കും വീതമാണ് രോഗം സ്ഥിരീകരിച്ചത്. ഇതില് 13 പേര് വിദേശത്തു നിന്നും 3 പേര് തമിഴ്നാട്ടില് നിന്നും ഒരാള് ഉത്തര്പ്രദേശില് നിന്നും വന്നതാണ്. 2 പേര്ക്ക് സമ്പര്ക്കത്തിലൂടെയാണ് രോഗം ബാധിച്ചത്. കണ്ണൂര് ജില്ലയില് നിന്നുള്ള 9 പേരും കാസര്ഗോഡ് ജില്ലയിലുള്ള 3 പേരും ദുബായില് നിന്നും വന്നവരാണ്. പാലക്കാട് ജില്ലയിലുള്ള ഒരാള് ഷാര്ജയില് നിന്നും ഒരാള് ഉത്തര്പ്രദേശില് നിന്നും വന്നതാണ്. പാലക്കാട്, മലപ്പുറം, കൊല്ലം എന്നീ ജില്ലകളിലുള്ള ഓരോരുത്തര് തമിഴ്നാട്ടില് നിന്നും വന്നവരാണ്. കണ്ണൂര്, പാലക്കാട് ജില്ലയിലുള്ള ഓരോരുത്തര്ക്ക് സമ്പര്ക്കത്തിലൂടെയാണ് രോഗം ബാധിച്ചത്.

Elected representatives in Kerala to take 30% cut in salary & honorarium for a year
Government employees to contribute one month salary to CMDRF
Thiruvananthapuram, April 22: Kerala Chief Minister, Shri Pinarayi Vijayan today announced that all elected representatives in the State - Ministers, Members of the Legislative Assembly, members of different Boards under the Government and members of Local Self Government bodies would take a 30% cut in their monthly salary and honorarium for a period of one year.
“Covid-19 has had a huge impact on the economic sector at the national and state level as well but we are not going back on welfare schemes. Kerala has been hit badly and we are a consumer state. The State is going through a fiscal crisis as the tax collection revenue has fallen drastically and remittances from expatriates have also stopped since the outbreak of Coronavirus. Expenses for healthcare services and food safety are unavoidable. In this scenario, we need to mop up additional resources within the State. It’s a matter of relief that people across all sections of our society have contributed to the Chief Minister’s Disaster Relief Fund (CMDRF)”, said the Chief Minister.
The CM also informed that government employees and their associated organisations have expressed their willingness to contribute one month’s salary to CMDRF. The Cabinet meeting held today decided that a part of the salary of all government employees would be kept apart for this. Accordingly, the salary for six days every month would be deducted for the next five months. This would be applicable to employees of all State-owned Enterprises, Public Sector Undertakings, Quasi-Government organisations, Universities, etc in the State. However, those earning less than Rs. 20,000 a month would be exempted.

State to give impetus to Poultry farming, Fish farming and Animal Husbandry
Kerala Chief Minister, Shri Pinarayi Vijayan today announced that the state would give an impetus to poultry farming, fish farming and animal husbandry to increase self-sufficiency in these sectors. The State would seek NABARD’s help in implementing these schemes. Cooperative societies would cater to additional loans to expand the production in these sectors.
The Chief Minister said the capacity of poultry farming would be increase to give 75 lakhs additional egg production. The Kerala Chicken project would be spread across the State to increase egg and chicken meat availability and 200 new outlets would be opened.
With increase milk production, the State would set up a new milk powder plant and an ultra pasteurisation plant for UHT milk production. The state would also explore the production of new value-added products from milk apart from cheese and yoghurt.
The CM also called for the modernisation of the fisheries sector. Big reservoirs, dams, ponds and freshwater lakes would be used for fish farming. The government also plans to explore fish farming at sea using the latest technology and modern methods. The idea is to increase the production of fresh water prawns, saltwater prawns, mussels, prom fret, kingfish, etc.
Minister of Health & Social Justice, Smt K K Shailaja; Revenue Minister, Shri E Chandrasekharan, and Chief Secretary, Shri Tom Jose IAS were also present during the media briefing.

Five of them have come back from overseas and three have got the infection through primary contact. One person is a health worker and two are house surgeons at Kozhikode Medical College who had travelled to Kerala by train.
Meanwhile, one patient from Palakkad district was cured of the disease as the rest result came negative.
Till date, 437 cases of Covid-19 have been confirmed in Kerala and 127 patients are presently under treatment in different hospitals across the State.
Continuing the trend in the past few days, the total number of people under surveillance in the State has come down to 29,150. Out of these, 28,804 persons are under observation at their homes and 346 are quarantined in hospitals. 95persons were hospitalised today.
A total of 20,821 samples have been sent for testing so far and 19,998 samples have been confirmed with no infection.
Addressing the media, Chief Minister, Shri Pinarayi Vijayan said, “The Kerala Government welcomes the Central Government Ordinance to ensure the safety of healthcare workers. Hope this would deter the violence against doctors and frontline health workers during this pandemic time.”
The CM also added that Kannur district continues to have the maximum number of Coronavirus patients in the State today also. The enforcement of the lockdown with heightened checking would continue in the district.
He also informed that full-time ASHA workers who are at the forefront of Covid prevention activities would get an honorarium and fixed incentive from March to May, 2020. Apart from this, an additional Covid incentive of Rs.1,000 would be paid to them. 26,475 ASHA workers in the State would benefit from this decision.

ഭാവിയിലെ പ്രയാസങ്ങള് ദൂരീകരിക്കാന് മൃഗസംരക്ഷ-മത്സ്യ കൃഷി മേഖകളില് ഒരു കര്മ്മ പദ്ധതി തയ്യാറാക്കും.
1. മുട്ട, മാംസം ഉല്പാദനത്തില് സ്വയംപര്യാപ്തത നേടുന്നതിന് നടപടി സ്വീകരിക്കും. സംസ്ഥാനത്ത് പ്രതിദിനം 75 ലക്ഷം അധികം മുട്ട ഉല്പാദിപ്പിക്കുന്നതിനുള്ള സൗകര്യങ്ങളും സഹായവും ഒരുക്കും.
2. സഹകരണ സംഘങ്ങള് മുഖേന കാര്ഷികരംഗത്ത് വായ്പ ലഭ്യമാക്കുന്നതിന് വിപുലമായ പദ്ധതി നടപ്പാക്കും. ഇതിനായി നബാര്ഡിന്റെ സഹായം തേടും.
3. കുടുംബത്തില് പശുക്കളെ വളര്ത്താനുള്ള പദ്ധതി ആരംഭിക്കും. അതോടൊപ്പം പഞ്ചായത്ത് തലത്തില് അഞ്ച്, പത്ത് പശുക്കളെ വളര്ത്തുന്ന ഫാമുകള് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള് മുഖേന തുടങ്ങും.
4. കേരള ചിക്കന് പദ്ധതി സംസ്ഥാന വ്യാപകമാക്കും. ഈ വര്ഷം 200 ഔട്ട്ലെറ്റുകള് തുടങ്ങും. കുടുംബശ്രീക്ക് സ്വന്തമായി ഇറച്ചിക്കോഴി സംസ്കരണത്തിന് പ്ലാന്റ് അടിയന്തരമായി പൂര്ത്തിയാക്കും.
5. മിച്ചം വരുന്ന പാല്, പാല്പ്പൊടിയോ ബാഷ്പീകരിച്ച പാലോ ആയി പരിവര്ത്തനം ചെയ്ത് സംഭരിക്കാൻ സംസ്ഥാനത്ത് ആധുനിക സൗകര്യങ്ങളോടു കൂടിയ പാല്പ്പൊടി പ്ലാന്റ് സ്ഥാപിക്കും. അതോടൊപ്പം ഒരു ബാഷ്പീകരണ പ്ലാന്റും സ്ഥാപിക്കാന് ആലോചിക്കുന്നു. ഇതിനുള്ള സാധ്യതാ പഠനം ഉടനെ നടത്തും.
6. പാലില് നിന്നുള്ള മൂല്യവര്ധിത ഉല്പന്നങ്ങളായ ചീസ്, കട്ടിത്തൈര് തുടങ്ങിയവയുടെ ഉല്പാദനം വര്ധിപ്പിക്കും. നിലവിലുള്ള ഡയറി പ്ലാന്റുകളില് ഉല്പ്പന്ന വൈവിധ്യവല്ക്കരണം നടത്തും. ക്ഷീര സഹകരണ സംഘങ്ങള് നവീകരിക്കും. കറവയന്ത്രങ്ങള്ക്കുള്ള സബ്സിഡി വര്ധിപ്പിക്കും.
7. മത്സ്യമേഖലയ്ക്ക് സമഗ്രമായ സാമ്പത്തിക പാക്കേജ് കേന്ദ്രസര്ക്കാര് പരിഗണിക്കണമെന്നാണ് കേരളത്തിന്റെ ആവശ്യം. വിശദമായി ഇക്കാര്യം കേന്ദ്ര സര്ക്കാരിന്റെ മുന്നില് അവതരിപ്പിക്കും.
8. കോവിഡിനു ശേഷമുള്ള ഘട്ടത്തില് അതിജീവനത്തിനായി മത്സ്യബന്ധന മേഖലയില് അടിയന്തര പുനരുജ്ജീവന നടപടികളില് ശ്രദ്ധ കേന്ദ്രീകരിക്കും. ബദല് ഉപജീവനമാര്ഗം നല്കുന്നതിന് പ്രാമുഖ്യം നല്കും.
9. മത്സ്യം, പാല്, മുട്ട മേഖലകളിലെ വിതരണ ശൃംഖലകളുടെ നവീകരണം ഏറ്റെടുക്കും. മത്സ്യ വിതരണശൃംഖല പരിഷ്കരിക്കുന്നതിന് പുതിയ മൊബൈല് ആപ്ലിക്കേഷന് സാധ്യതകള് പ്രയോജനപ്പെടുത്തും.
10. സംസ്ഥാനത്തെ വലിയ ജലാശയങ്ങള് ഉള്നാടന് മത്സ്യകൃഷിക്ക് കീഴില് കൊണ്ടുവരും. അവയില് തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളുടെയും കുടുംബശ്രീയുടെയും സഹായത്തോടെ മത്സ്യ കൃഷി വ്യാപിപ്പിക്കും. മത്സ്യകുഞ്ഞുങ്ങളെ പൊതു ജലാശയത്തില് നിക്ഷേപിക്കും. ഉപയോഗശൂന്യമായി കിടക്കുന്ന കുളങ്ങള് നിശ്ചിത വര്ഷത്തേക്ക് പ്രത്യേക വ്യവസ്ഥയില് മത്സ്യകൃഷിക്ക് ഉപയോഗയോഗ്യമാക്കുന്ന കാര്യം പരിഗണിക്കും. സ്വകാര്യ മത്സ്യ വളര്ത്തല് കേന്ദ്രങ്ങള് ആരംഭിക്കും.
11. മത്സ്യമേഖലയിലെ സ്ഥാപന വായ്പ വര്ധിപ്പിക്കുന്നതിനായി പുതിയ വായ്പാനയം രൂപീകരിക്കും. ഉള്നാടന് മത്സ്യബന്ധനം ഉള്പ്പെടെയുള്ള മത്സ്യമേഖലയുടെ വായ്പാ ആവശ്യങ്ങള് വിലയിരുത്താന് സംസ്ഥാന തലത്തിലും ജില്ലാ തലത്തിലും സംവിധാനമുണ്ടാക്കും.
12. മത്സ്യലഭ്യത വിവരങ്ങൾ മത്സ്യബന്ധനത്തിലേര്പ്പെടുന്നവര്ക്ക് യഥാവിധി വിതരണം ചെയ്യുന്നതിന് സാങ്കേതിക സംവിധാനം ഉണ്ടാക്കും.
13. ഗുണനിലവാരമുള്ള മത്സ്യവിത്ത് ഉല്പാദനം ശക്തിപ്പെടുത്തും. ശുദ്ധജല ചെമ്മീന്, ഉപ്പുവെള്ള ചെമ്മീന്, കടുക്ക (കല്ലുമ്മേക്കായ്), ചിപ്പി, ഞണ്ട് എന്നിവയുടെ വിത്തുല്പാദനത്തിന് പ്രത്യേക ശ്രദ്ധ നല്കും.
14. നമുക്ക് ഏറെ പരിചയമില്ലാത്തതാണ് കടല് മത്സ്യകൃഷി. ഇത് ഇന്ത്യന് സമുദ്ര മത്സ്യബന്ധനത്തിന്റെ ഭാവി എന്ന നിലയിലാണ് കണക്കാക്കപ്പെടുന്നത്. ഇതിന്റെ സാധ്യത പരിശോധിക്കാനും കടല്ത്തീര പ്രദേശങ്ങളില് ഉപ്പുവെള്ളത്തിലെ കൃഷി വിപുലീകരിക്കാനും സര്ക്കാര് ഉദ്ദേശിക്കുന്നു.
15. അലങ്കാര മത്സ്യമേഖലയിലെ സാധ്യത കൂടുതല് പ്രയോജനപ്പെടുത്തുന്നതിനൊപ്പം തദ്ദേശീയ അലങ്കാര മത്സ്യങ്ങളുടെ കൃഷി പ്രോത്സാഹിപ്പിക്കും.
16. കരിമീന് ഉള്പ്പെടെയുള്ള ഫിന്ഫിഷ് കൃഷി വാണിജ്യാധിഷ്ഠിത ഉല്പാദനത്തിന് ഉതകുന്ന വിധം വര്ധിപ്പിക്കും. ഇതിനുവേണ്ട വിത്തുകളുടെ വിതരണവും ഫലപ്രദമാക്കും. വനിതാ സ്വാശ്രയ സംഘങ്ങള്ക്കുള്ള ഉപജീവന സഹായപദ്ധതിയായി ഇതും ചിപ്പികൃഷിയും വ്യാപകമാക്കാനാണ് ഉദ്ദേശിക്കുന്നത്.
17. രോഗപ്രതിരോധ ശേഷിയും അതിവേഗ വളര്ച്ചയും കൂടുതല് വാണിജ്യസാധ്യതയുമുള്ള വനാമി ചെമ്മീന് കൃഷി വ്യാപകമാക്കാനുള്ള മുന് തീരുമാനം നടപ്പാക്കും. ഇതിലൂടെ ചെമ്മീന് കൃഷിയില് സമീപകാലത്തുണ്ടായ തിരിച്ചടി അതിജീവിക്കാന് കഴിയും എന്നാണ് കരുതുന്നത്.
18. കഴിഞ്ഞ കുറേ വര്ഷങ്ങളായി നെല്കൃഷി ചെയ്യാത്ത ജലാശയങ്ങളില് വര്ഷം മുഴുവന് ചെമ്മീന് കൃഷി നടത്താന് സൗകര്യമൊരുക്കുന്നത് ആലോചിക്കും.
1. മുട്ട, മാംസം ഉല്പാദനത്തില് സ്വയംപര്യാപ്തത നേടുന്നതിന് നടപടി സ്വീകരിക്കും. സംസ്ഥാനത്ത് പ്രതിദിനം 75 ലക്ഷം അധികം മുട്ട ഉല്പാദിപ്പിക്കുന്നതിനുള്ള സൗകര്യങ്ങളും സഹായവും ഒരുക്കും.
2. സഹകരണ സംഘങ്ങള് മുഖേന കാര്ഷികരംഗത്ത് വായ്പ ലഭ്യമാക്കുന്നതിന് വിപുലമായ പദ്ധതി നടപ്പാക്കും. ഇതിനായി നബാര്ഡിന്റെ സഹായം തേടും.
3. കുടുംബത്തില് പശുക്കളെ വളര്ത്താനുള്ള പദ്ധതി ആരംഭിക്കും. അതോടൊപ്പം പഞ്ചായത്ത് തലത്തില് അഞ്ച്, പത്ത് പശുക്കളെ വളര്ത്തുന്ന ഫാമുകള് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങള് മുഖേന തുടങ്ങും.
4. കേരള ചിക്കന് പദ്ധതി സംസ്ഥാന വ്യാപകമാക്കും. ഈ വര്ഷം 200 ഔട്ട്ലെറ്റുകള് തുടങ്ങും. കുടുംബശ്രീക്ക് സ്വന്തമായി ഇറച്ചിക്കോഴി സംസ്കരണത്തിന് പ്ലാന്റ് അടിയന്തരമായി പൂര്ത്തിയാക്കും.
5. മിച്ചം വരുന്ന പാല്, പാല്പ്പൊടിയോ ബാഷ്പീകരിച്ച പാലോ ആയി പരിവര്ത്തനം ചെയ്ത് സംഭരിക്കാൻ സംസ്ഥാനത്ത് ആധുനിക സൗകര്യങ്ങളോടു കൂടിയ പാല്പ്പൊടി പ്ലാന്റ് സ്ഥാപിക്കും. അതോടൊപ്പം ഒരു ബാഷ്പീകരണ പ്ലാന്റും സ്ഥാപിക്കാന് ആലോചിക്കുന്നു. ഇതിനുള്ള സാധ്യതാ പഠനം ഉടനെ നടത്തും.
6. പാലില് നിന്നുള്ള മൂല്യവര്ധിത ഉല്പന്നങ്ങളായ ചീസ്, കട്ടിത്തൈര് തുടങ്ങിയവയുടെ ഉല്പാദനം വര്ധിപ്പിക്കും. നിലവിലുള്ള ഡയറി പ്ലാന്റുകളില് ഉല്പ്പന്ന വൈവിധ്യവല്ക്കരണം നടത്തും. ക്ഷീര സഹകരണ സംഘങ്ങള് നവീകരിക്കും. കറവയന്ത്രങ്ങള്ക്കുള്ള സബ്സിഡി വര്ധിപ്പിക്കും.
7. മത്സ്യമേഖലയ്ക്ക് സമഗ്രമായ സാമ്പത്തിക പാക്കേജ് കേന്ദ്രസര്ക്കാര് പരിഗണിക്കണമെന്നാണ് കേരളത്തിന്റെ ആവശ്യം. വിശദമായി ഇക്കാര്യം കേന്ദ്ര സര്ക്കാരിന്റെ മുന്നില് അവതരിപ്പിക്കും.
8. കോവിഡിനു ശേഷമുള്ള ഘട്ടത്തില് അതിജീവനത്തിനായി മത്സ്യബന്ധന മേഖലയില് അടിയന്തര പുനരുജ്ജീവന നടപടികളില് ശ്രദ്ധ കേന്ദ്രീകരിക്കും. ബദല് ഉപജീവനമാര്ഗം നല്കുന്നതിന് പ്രാമുഖ്യം നല്കും.
9. മത്സ്യം, പാല്, മുട്ട മേഖലകളിലെ വിതരണ ശൃംഖലകളുടെ നവീകരണം ഏറ്റെടുക്കും. മത്സ്യ വിതരണശൃംഖല പരിഷ്കരിക്കുന്നതിന് പുതിയ മൊബൈല് ആപ്ലിക്കേഷന് സാധ്യതകള് പ്രയോജനപ്പെടുത്തും.
10. സംസ്ഥാനത്തെ വലിയ ജലാശയങ്ങള് ഉള്നാടന് മത്സ്യകൃഷിക്ക് കീഴില് കൊണ്ടുവരും. അവയില് തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളുടെയും കുടുംബശ്രീയുടെയും സഹായത്തോടെ മത്സ്യ കൃഷി വ്യാപിപ്പിക്കും. മത്സ്യകുഞ്ഞുങ്ങളെ പൊതു ജലാശയത്തില് നിക്ഷേപിക്കും. ഉപയോഗശൂന്യമായി കിടക്കുന്ന കുളങ്ങള് നിശ്ചിത വര്ഷത്തേക്ക് പ്രത്യേക വ്യവസ്ഥയില് മത്സ്യകൃഷിക്ക് ഉപയോഗയോഗ്യമാക്കുന്ന കാര്യം പരിഗണിക്കും. സ്വകാര്യ മത്സ്യ വളര്ത്തല് കേന്ദ്രങ്ങള് ആരംഭിക്കും.
11. മത്സ്യമേഖലയിലെ സ്ഥാപന വായ്പ വര്ധിപ്പിക്കുന്നതിനായി പുതിയ വായ്പാനയം രൂപീകരിക്കും. ഉള്നാടന് മത്സ്യബന്ധനം ഉള്പ്പെടെയുള്ള മത്സ്യമേഖലയുടെ വായ്പാ ആവശ്യങ്ങള് വിലയിരുത്താന് സംസ്ഥാന തലത്തിലും ജില്ലാ തലത്തിലും സംവിധാനമുണ്ടാക്കും.
12. മത്സ്യലഭ്യത വിവരങ്ങൾ മത്സ്യബന്ധനത്തിലേര്പ്പെടുന്നവര്ക്ക് യഥാവിധി വിതരണം ചെയ്യുന്നതിന് സാങ്കേതിക സംവിധാനം ഉണ്ടാക്കും.
13. ഗുണനിലവാരമുള്ള മത്സ്യവിത്ത് ഉല്പാദനം ശക്തിപ്പെടുത്തും. ശുദ്ധജല ചെമ്മീന്, ഉപ്പുവെള്ള ചെമ്മീന്, കടുക്ക (കല്ലുമ്മേക്കായ്), ചിപ്പി, ഞണ്ട് എന്നിവയുടെ വിത്തുല്പാദനത്തിന് പ്രത്യേക ശ്രദ്ധ നല്കും.
14. നമുക്ക് ഏറെ പരിചയമില്ലാത്തതാണ് കടല് മത്സ്യകൃഷി. ഇത് ഇന്ത്യന് സമുദ്ര മത്സ്യബന്ധനത്തിന്റെ ഭാവി എന്ന നിലയിലാണ് കണക്കാക്കപ്പെടുന്നത്. ഇതിന്റെ സാധ്യത പരിശോധിക്കാനും കടല്ത്തീര പ്രദേശങ്ങളില് ഉപ്പുവെള്ളത്തിലെ കൃഷി വിപുലീകരിക്കാനും സര്ക്കാര് ഉദ്ദേശിക്കുന്നു.
15. അലങ്കാര മത്സ്യമേഖലയിലെ സാധ്യത കൂടുതല് പ്രയോജനപ്പെടുത്തുന്നതിനൊപ്പം തദ്ദേശീയ അലങ്കാര മത്സ്യങ്ങളുടെ കൃഷി പ്രോത്സാഹിപ്പിക്കും.
16. കരിമീന് ഉള്പ്പെടെയുള്ള ഫിന്ഫിഷ് കൃഷി വാണിജ്യാധിഷ്ഠിത ഉല്പാദനത്തിന് ഉതകുന്ന വിധം വര്ധിപ്പിക്കും. ഇതിനുവേണ്ട വിത്തുകളുടെ വിതരണവും ഫലപ്രദമാക്കും. വനിതാ സ്വാശ്രയ സംഘങ്ങള്ക്കുള്ള ഉപജീവന സഹായപദ്ധതിയായി ഇതും ചിപ്പികൃഷിയും വ്യാപകമാക്കാനാണ് ഉദ്ദേശിക്കുന്നത്.
17. രോഗപ്രതിരോധ ശേഷിയും അതിവേഗ വളര്ച്ചയും കൂടുതല് വാണിജ്യസാധ്യതയുമുള്ള വനാമി ചെമ്മീന് കൃഷി വ്യാപകമാക്കാനുള്ള മുന് തീരുമാനം നടപ്പാക്കും. ഇതിലൂടെ ചെമ്മീന് കൃഷിയില് സമീപകാലത്തുണ്ടായ തിരിച്ചടി അതിജീവിക്കാന് കഴിയും എന്നാണ് കരുതുന്നത്.
18. കഴിഞ്ഞ കുറേ വര്ഷങ്ങളായി നെല്കൃഷി ചെയ്യാത്ത ജലാശയങ്ങളില് വര്ഷം മുഴുവന് ചെമ്മീന് കൃഷി നടത്താന് സൗകര്യമൊരുക്കുന്നത് ആലോചിക്കും.
സംസ്ഥാനത്ത് 10 പേര്ക്ക് കൂടി കോവിഡ്-19 സ്ഥിരീകരിച്ചതായി മുഖ്യമന്ത്രി പിണറായി വിജയന്. ഇടുക്കി ജില്ലയിലെ 4 പേര്ക്കും കോഴിക്കോട്, കോട്ടയം ജില്ലകളിലെ 2 പേര്ക്ക് വീതവും തിരുവനന്തപുരം, കൊല്ലം ജില്ലകളിലെ ഓരോരുത്തര്ക്കുമാണ് രോഗം സ്ഥിരീകരിച്ചത്. ഇതില് 2 പേര് വിദേശത്ത് നിന്നും 2 പേര് ചെന്നൈയില് നിന്നും ഒരോരുത്തര് മൈസൂര്, പൊള്ളാച്ചി എന്നിവിടങ്ങളില് നിന്നും വന്നതാണ്. 4 പേര്ക്ക് സമ്പര്ക്കത്തിലൂടെയാണ് രോഗം ബാധിച്ചത്. കോഴിക്കോട് ജില്ലയിലെ ഒരാള് ദുബായില് നിന്നും തിരുവനന്തപുരം ജില്ലയിലെ ഒരാള് ഷാര്ജയില് നിന്നും വന്നതാണ്. കോഴിക്കോട്, ഇടുക്കി ജില്ലയിലുള്ള ഓരോരുത്തരാണ് ചെന്നൈയില് നിന്നും വന്നത്. ഇടുക്കി ജില്ലയിലെ ഒരാള് മൈസൂറില് നിന്നും ഒരാള് പൊള്ളാച്ചിയില് നിന്നും വന്നതാണ്. കോട്ടയം ജില്ലയിലെ 2 പേര്ക്കും കൊല്ലം, ഇടുക്കി ജില്ലകളിലെ ഓരോരുത്തര്ക്കും സമ്പര്ക്കത്തിലൂടെയാണ് രോഗം ബാധിച്ചത്.
തിരുവനന്തപുരം ജില്ലയില് രോഗം സ്ഥിരീകരിച്ചയാള് വര്ക്കല സ്വദേശിയായ 44 വയസുകാരനാണ്. വീട്ടില് നിരീക്ഷണത്തിലുള്ള ഇദ്ദേഹത്തെ ഉടന് മെഡിക്കല് കോളേജ് ഐസൊലേഷന് വാര്ഡിലേക്ക് മാറ്റുന്നതാണ്.
സംസ്ഥാനത്ത് 8 പേരാണ് ഇന്ന് രോഗമുക്തി നേടിയത്. കാസര്ഗോഡ് ജില്ലയിലെ 6 പേരുടേയും മലപ്പുറം, കണ്ണൂര് ജില്ലകളിലെ ഓരോരുത്തരുടേയും പരിശോധനാ ഫലമാണ് നെഗറ്റീവായത്. ഇതോടെ 316 പേരാണ് ഇതുവരെ കോവിഡില് നിന്നും രോഗമുക്തി നേടിയത്. 129 പേരാണ് നിലവില് സംസ്ഥാനത്തെ വിവിധ ആശുപത്രികളില് ചികിത്സയിലുള്ളത്.
സംസ്ഥാനത്തെ വിവിധ ജില്ലകളിലായി 23,876 പേരാണ് നിരീക്ഷണത്തിലുള്ളത്. ഇവരില് 23,439 പേര് വീടുകളിലും 437 പേര് ആശുപത്രികളിലും നിരീക്ഷണത്തിലാണ്. 148 പേരെയാണ് ഇന്ന് ആശുപത്രിയില് പ്രവേശിപ്പിച്ചത്. രോഗലക്ഷണങ്ങളുള്ള 21334 വ്യക്തികളുടെ സാമ്പിള് പരിശോധനയ്ക്ക് അയച്ചിട്ടുണ്ട്. ഇതില് ലഭ്യമായ 20326 സാമ്പിളുകളുടെ പരിശോധനാ ഫലം നെഗറ്റിവ് ആണ്.

കോവിഡ് - 19 ഇതര ഗുരുതര രോഗം ബാധിച്ചവര്ക്ക് ജീവന്രക്ഷാ മരുന്നുകള് തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളിലൂടെ വാങ്ങി നല്കും. ലോക്ക്ഡൗണ്മൂലം വരുമാനം നിലച്ച നിര്ദ്ധനരായ ഡയാലിസിസ് രോഗികള്, അവയവം മാറ്റിവച്ച മറ്റു രോഗികള്, അര്ബുദരോഗ ബാധിതര് എന്നിവര്ക്ക് പ്രയോജനം ലഭിക്കും. ഇന്സുലിന് ഉള്പ്പെടെയുള്ള അത്യാവശ്യ മരുന്നുകള് മെഡിക്കല് സര്വീസ് കോര്പ്പറേഷനില് നിന്നും ലഭിക്കുവാന് കാലതാമസം വരുന്നപക്ഷം കാരുണ്യ, നീതി സ്റ്റോറുകളില് നിന്നും വാങ്ങുന്നതിനുള്ള അനുമതിയും തദ്ദേശസ്വയംഭരണ വകുപ്പ് നല്കിയിട്ടുണ്ട്.

സംസ്ഥാനത്ത് 7 പേര്ക്ക് കൂടി കോവിഡ്-19 സ്ഥിരീകരിച്ചതായി മുഖ്യമന്ത്രി പിണറായി വിജയന്. കോട്ടയം, കൊല്ലം ജില്ലകളില് നിന്നുള്ള 3 പേര്ക്ക് വീതവും കണ്ണൂര് ജില്ലയില് നിന്നുള്ള ഒരാള്ക്കുമാണ് രോഗം സ്ഥിരീകരിച്ചത്. ഇതില് രണ്ട് പേര് ഷാര്ജയില് നിന്നും ഒരാള് മഹാരാഷ്ട്രയില് നിന്നും വന്നതാണ്. 3 പേര്ക്ക് സമ്പര്ക്കത്തിലൂടെയുമാണ് രോഗം ബാധിച്ചത്. കൊല്ലം ജില്ലയിലുള്ള ഒരാള് ആരോഗ്യ പ്രവര്ത്തകയാണ്. കൊല്ലം, കോട്ടയം ജില്ലയിലെ ഓരോരുത്തര് ഷാര്ജയില് നിന്നും കോട്ടയം ജില്ലയിലെ ഒരാള് മഹാരാഷ്ട്രയില് നിന്നും വന്നതാണ്. കണ്ണൂര്, കൊല്ലം, കോട്ടയം ജില്ലകളിലെ ഓരോരുത്തര്ക്ക് സമ്പര്ക്കത്തിലൂടെയാണ് രോഗം ബാധിച്ചത്.

സംസ്ഥാനത്തെ വിവിധ ജില്ലകളിലായി 21,004 പേരാണ് നിരീക്ഷണത്തിലുള്ളത്. ഇവരില് 20,580 പേര് വീടുകളിലും 464 പേര് ആശുപത്രികളിലും നിരീക്ഷണത്തിലാണ്. 132 പേരെയാണ് ഇന്ന് ആശുപത്രിയില് പ്രവേശിപ്പിച്ചത്. രോഗലക്ഷണങ്ങളുള്ള 22,360 വ്യക്തികളുടെ സാമ്പിള് പരിശോധനയ്ക്ക് അയച്ചിട്ടുണ്ട്. ഇതില് ലഭ്യമായ 21,457 സാമ്പിളുകളുടെ പരിശോധനാ ഫലം നെഗറ്റിവ് ആണ്.

Kerala’s Pravasi return plan a role model for other States: Central Cabinet Secretary
Thiruvananthapuram, April 25: Kerala Chief Minister, Shri Pinarayi Vijayan today informed that Shri Rajiv Gauba IAS, Cabinet Secretary has appreciated the efforts of the State Government in taking up the cause of the Pravasi Malayalees and chalking out a concrete plan for their return and rehabilitation, once they are back in Kerala. The Cabinet Secretary has commended that Kerala’s plans for the Pravasis can be a role model for other states to follow and implement.
The Cabinet Secretary expressed this view today during a video conference meeting with the Chief Secretaries of the States. The Centre is satisfied with the interventions of the State Government in handling the Covid situation.
Shri Tom Jose IAS Chief Secretary of Kerala had presented in detail the steps being planned by the State Government in bringing back the non-resident Keralites, once the restrictions on international flights to India are revoked, and also the action to be taken once they are back in Kerala. Harsh Vardhan Shringla IFS, Foreign Secretary has informed the Chief Secretary that fruitful interventions would be done in this regard by the Central Government.
Meanwhile, the Chief Minister said that the State Government is expecting a financial assistance package from the Centre. “The State is going through a financial crisis and we have reiterated our demand during today’s VC meeting. We are expecting a comprehensive package for the State as well as sector-specific packages. We would also repeat the same on Monday during the VC meeting of the Prime Minister with the State Chief Ministers. We hope they would consider our request favourably.”
The CM also announced that non-resident Keralites and students in other states can register on the NORKA website if they wish to come back to Kerala after the lockdown period, as per the guidelines of the Central Government. “This would give us an idea of how many people are there, who plans to return to the State and we would be able to prepare accordingly. We understand the Central Government is working on bringing back the non-resident Indians from abroad. We will work out a plan for the students in other States also.”

Thiruvananthapuram, April 25: Seven new cases of Covid-19 were reported in Kerala today - three each from Kottayam and Kollam districts, and one in Kannur district. Chief Minister, Shri Pinarayi Vijayan informed that one patient in Kollam district is a healthcare worker. Two have returned from Sharjah while one has come from Maharashtra. Three have got from primary contact.
Meanwhile, seven patients under treatment for Coronavirus infection have tested negative today. Two each in Kozhikode, Kannur and Kasargod districts and one from Wayanad districts are those who recovered.
The total number of confirmed cases of Covid-19 in Kerala is 457 and 116 patients are under treatment in different districts with 338 patients having recovered. Kannur district has the maximum number of 55 patients followed by 15 in Kasargod district and 11 in Kozhikode districts. There are no positive cases currently in Wayanad, Thrissur and Alappuzha districts.
21,044 persons are under observation across the State with 20,580 persons under surveillance at their homes and 464 under isolation at hospitals. 132 people were admitted to hospitals today.
22, 360 samples have so far been sent for testing and the results of 21,475 samples have come negative with no infection.
The Chief Minister informed that an 84-year old Coronavirus patient who was in a serious condition at the Kozhikode Medical College has recovered well. “It’s an achievement for our health care system that such an aged person with multiple complications including liver disease could be saved.”
The CM also announced that cancer surgery has restarted at the Regional Cancer Centre (RCC) at Thiruvananthapuram and all cancer patients scheduled for surgery would be mandatorily tested for Covid-19 before the surgery. This would ensure that both patients and the medical staff are protected. These tests would be done at the adjacent Thiruvananthapuram Medical College till the Coronavirus lab at RCC gets approval from ICMR.

കേരളത്തിലെ പൊതുജനാരോഗ്യ സംവിധാനത്തിന്റെ ശക്തിയാണ് കോവിഡ്-19 വ്യാപനം തടയാന് സഹായിക്കുന്ന പ്രധാന ഘടകമെന്ന് മുഖ്യമന്ത്രി പിണറായി വിജയന് പറഞ്ഞു. വിവിധ രാജ്യങ്ങളില് നിന്നുള്ള ആരോഗ്യവിദഗ്ധര് പങ്കെടുക്കുന്ന കോവിഡ് രാജ്യാന്തര പാനല് ചര്ച്ച വീഡിയോ കോണ്ഫറന്സിലൂടെ ഉദ്ഘാടനം ചെയ്യുകയായിരുന്നു മുഖ്യമന്ത്രി.
സര്ക്കാരും പൊതുസമൂഹവും ഒന്നിച്ചുനിന്നാണ് ഈ മഹാമാരിയെ നേരിടുന്നത്. പ്രതിരോധത്തിനും ചികിത്സയ്ക്കും ഒരു പോലെ ഊന്നല് നല്കുന്ന കേരളത്തിന്റെ ആരോഗ്യസംവിധാനം നീണ്ടകാലത്തെ പരിശ്രമത്തിലുടെ പക്വത നേടിയതാണ്. എല്ലാവരെയും ഉള്ക്കൊള്ളുന്ന ആരോഗ്യസംവിധാനമാണ് ഉയര്ന്ന മാനവവികസന സൂചികകള് നേടാന് കേരളത്തെ സഹായിച്ചത്.
രാജ്യത്തെ ആദ്യ കോവിഡ് ബാധ റിപ്പോര്ട്ട് ചെയ്തത് കേരളത്തിലാണ്. വുഹാനില് നിന്ന് വന്ന വിദ്യാര്ത്ഥികളില് ജനുവരിയില് കോവിഡ് ബാധ സ്ഥിരീകരിച്ചതു മുതല് കേരളം ത്രിതല തന്ത്രത്തിലൂടെ ഇതിനെ നേരിടുകയാണ്. ജനസാന്ദ്രത കൂടുതലുള്ള കേരളത്തില് രോഗവ്യാപനത്തിന്റെ സാധ്യത സാധാരണ ഗതിയില് കൂടുതലാണ്. മാത്രമല്ല, കേരളത്തില് നിന്നുള്ള ധാരാളം പേര് രാജ്യത്തിനു പുറത്ത് ജോലി ചെയ്യുന്നുണ്ട്. തുടക്കത്തില് തന്നെ പ്രായാധിക്യമള്ളവരുടെയും രോഗസാധ്യത കൂടുതലുള്ളവരുടെയും സംരക്ഷണത്തിന് സംസ്ഥാനം കൂടുതല് ശ്രദ്ധ നല്കി. മാനസികാരോഗ്യ കാര്യത്തിലും സര്ക്കാര് ശ്രദ്ധിച്ചു.
പൊതുജനാരോഗ്യ സംവിധാനത്തില് കേരളത്തില് കൂടുതലായി മുതല്മുടക്കുന്നുമുണ്ട്. ഈ സര്ക്കാര് വന്ന ശേഷം ആവിഷ്കരിച്ച ആര്ദ്രം മിഷനിലൂടെ ആരോഗ്യമേഖലയെ കൂടുതല് ശക്തിപ്പെടുത്തി. പ്രാഥമിക ആരോഗ്യകേന്ദ്രങ്ങള്, കുടുംബാരോഗ്യ കേന്ദ്രങ്ങളാക്കി. ജീവിതശൈലീ രോഗങ്ങളും മൂന്നാം തലമുറ രോഗങ്ങളും നേരിടുന്നതിന് പ്രത്യേക ശ്രദ്ധ നല്കി. പ്രാഥമിക ആരോഗ്യകേന്ദ്രങ്ങള് മുതല് മെഡിക്കല് കോളേജ് വരെയുള്ള സംവിധാനങ്ങള് ശക്തിപ്പെടുത്തുകയും മികച്ച നിലവാരത്തിലേക്ക് കൊണ്ടുവരികയും ചെയ്തു. വൈദ്യശാസ്ത്ര ഗവേഷണ രംഗത്തും കേരളം ശ്രദ്ധിക്കുന്നു. ഇന്സ്റ്റിറ്റ്യൂട്ട് ഓഫ് അഡ്വാന്സഡ് വൈറോളജി സ്ഥാപിച്ചത് ഇതിന് തെളിവാണ്. ലോകപ്രശസ്തരായ വിദഗ്ധര് ഈ ഇന്സ്റ്റിറ്റ്യൂട്ടുമായി സഹകരിക്കുന്നു എന്നത് അഭിമാനകരമാണ്. ഈ സാമ്പത്തിക വര്ഷം തന്നെ ഇന്സ്റ്റിറ്റ്യൂട്ട് പൂര്ണതോതില് പ്രവര്ത്തിച്ചുതുടങ്ങും.
സംസ്ഥാനത്തെ പ്രാദേശിക സ്വയംഭരണ സ്ഥാപനങ്ങള് കോവിഡ് പ്രതിരോധത്തില് കാര്യമായ പങ്കുവഹിക്കുന്നുണ്ട്. സര്ക്കാര് ജീവനക്കാര്ക്കു പുറമെ സാമൂഹ്യ സന്നദ്ധ സേനയും രംഗത്തുണ്ട്. പ്രകൃതി ദുരന്തങ്ങളും പകര്ച്ചവ്യാധികളും ഉണ്ടാകുമ്പോള് ജനങ്ങള്ക്ക് സഹായത്തിന് എത്തുന്നതിനാണ് 3 ലക്ഷത്തിലധികം അംഗങ്ങളുള്ള സാമൂഹ്യ സേന രൂപീകരിച്ചത്. സേനാംഗങ്ങള് പ്രാദേശിക സ്ഥാപനങ്ങളുമായി ചേര്ന്ന് പ്രശംസനീയമായ സാമൂഹ്യസേവനവും ദുരിതാശ്വാസവുമാണ് നടത്തുന്നത്.
സംസ്ഥാനത്ത് രോഗബാധ കണ്ടതുമുതല് കേരളത്തിന്റെ സര്ക്കാര് സംവിധാനം മുഴുവന് ജാഗ്രതയോടെ പ്രവര്ത്തിച്ചു. സംസ്ഥാനതലത്തിലും ജില്ലാതലത്തിലും കണ്ട്രോള് റൂമുകള് തുറന്നു. ആരോഗ്യവകുപ്പിനും പ്രാദേശിക സ്വയംഭരണ സ്ഥാപനങ്ങള്ക്കും കൃത്യമായ മാര്ഗനിര്ദേശങ്ങള് നല്കി. പ്രതിരോധത്തിന്റെ ഭാഗമായി ബ്രെയ്ക് ദ ചെയിന് പ്രചാരണം ആരംഭിച്ചു. പൊതുമേഖലാ സ്ഥാപനങ്ങളും സന്നദ്ധ ഗ്രൂപ്പുകളും മാസ്കുകളും സാനിറ്റൈസറുകളും ഉണ്ടാക്കാന് തുടങ്ങി. മുന്കരുതല് എന്ന നിലയ്ക്ക് കൂടുതല് ക്വാറന്റൈന് സൗകര്യങ്ങള് ഒരുക്കിവെച്ചു. സമൂഹത്തിലെ എല്ലാവിഭാഗം ആളുകളുടെയും നിര്ദേശങ്ങളും ഉപദേശങ്ങളും സര്ക്കാര് സ്വീകരിച്ചു. മഹാമാരിയുടെ ഭീഷണി ഒഴിഞ്ഞുപോയിട്ടില്ല എന്ന് സര്ക്കാരിന് അറിയാം. അതുകൊണ്ട് നിതാന്ത ജാഗ്രത തുടരുകയാണ്.
സംസ്ഥാനത്തിന്റെ ഉല്പാദന മേഖലകള് എല്ലാം സ്തംഭിച്ചുകിടക്കുകയാണ്. അതുകൊണ്ടു തന്നെ വലിയ വിഭാഗം ജനങ്ങള് ജീവനോപാധിയില്ലാതെ പ്രയാസപ്പെടുകയാണ്. ഈ പ്രശ്നവും കൂടി നേരിടുന്നതിന് സര്ക്കാര് പ്രതിജ്ഞാബദ്ധമാണ്. അതിന്റെ ഭാഗമായാണ് ലോക്ഡൗണ് പ്രഖ്യാപിക്കുന്നതിനു മുമ്പ് തന്നെ മാര്ച്ച് 19 ന് 20,000 കോടി രൂപയുടെ സാമ്പത്തിക പാക്കേജ് സര്ക്കാര് പ്രഖ്യാപിച്ചത്. സൗജന്യ റേഷന്, സൗജന്യ ഭക്ഷണ സാധനങ്ങള്, പലിശരഹിത വായ്പ, തൊഴിലുറപ്പ് പദ്ധതിയില് കൂടുതല് തൊഴില്, അഡ്വാന്സായി ക്ഷേമ പെന്ഷനുകള് എന്നിവ ഇതിന്റെ ഭാഗമായി നടപ്പാക്കി. അതിഥിതൊഴിലാളികളെ സംരക്ഷിക്കുന്നതിന് പ്രത്യേകം നടപടികള് സ്വീകരിച്ചു. ഈ തരത്തില് ജനങ്ങളെ ഒന്നിച്ചു നിര്ത്തിയും സര്ക്കാര് സംവിധാനങ്ങളെ മുഴുവന് ജാഗ്രതപ്പെടുത്തിയുമാണ് മഹാമാരിയെ നേരിടുന്നത്.
ആരോഗ്യപ്രവര്ത്തകരും പോലീസും ജനങ്ങളും ഒന്നിച്ചു നീങ്ങുന്നുവെന്നത് കോവിഡ് വ്യാപനം തടയുന്നതില് കേരളത്തെ സഹായിച്ചിട്ടുണ്ട്. ഈ പോരാട്ടത്തില് കേരളം വിജയിക്കുമെന്ന് ഞങ്ങള്ക്ക് ഉറപ്പുണ്ട്. കേരളത്തിലുള്ള ശസ്ത്രജ്ഞരുടെയും പ്രവാസികളായ വിദഗ്ധരുടെയും ഉപദേശ നിര്ദേശങ്ങള് ഇക്കാര്യത്തില് സര്ക്കാര് സ്വീകരിക്കുന്നുണ്ടെന്നും മുഖ്യമന്ത്രി പറഞ്ഞു.
സര്ക്കാരും പൊതുസമൂഹവും ഒന്നിച്ചുനിന്നാണ് ഈ മഹാമാരിയെ നേരിടുന്നത്. പ്രതിരോധത്തിനും ചികിത്സയ്ക്കും ഒരു പോലെ ഊന്നല് നല്കുന്ന കേരളത്തിന്റെ ആരോഗ്യസംവിധാനം നീണ്ടകാലത്തെ പരിശ്രമത്തിലുടെ പക്വത നേടിയതാണ്. എല്ലാവരെയും ഉള്ക്കൊള്ളുന്ന ആരോഗ്യസംവിധാനമാണ് ഉയര്ന്ന മാനവവികസന സൂചികകള് നേടാന് കേരളത്തെ സഹായിച്ചത്.
രാജ്യത്തെ ആദ്യ കോവിഡ് ബാധ റിപ്പോര്ട്ട് ചെയ്തത് കേരളത്തിലാണ്. വുഹാനില് നിന്ന് വന്ന വിദ്യാര്ത്ഥികളില് ജനുവരിയില് കോവിഡ് ബാധ സ്ഥിരീകരിച്ചതു മുതല് കേരളം ത്രിതല തന്ത്രത്തിലൂടെ ഇതിനെ നേരിടുകയാണ്. ജനസാന്ദ്രത കൂടുതലുള്ള കേരളത്തില് രോഗവ്യാപനത്തിന്റെ സാധ്യത സാധാരണ ഗതിയില് കൂടുതലാണ്. മാത്രമല്ല, കേരളത്തില് നിന്നുള്ള ധാരാളം പേര് രാജ്യത്തിനു പുറത്ത് ജോലി ചെയ്യുന്നുണ്ട്. തുടക്കത്തില് തന്നെ പ്രായാധിക്യമള്ളവരുടെയും രോഗസാധ്യത കൂടുതലുള്ളവരുടെയും സംരക്ഷണത്തിന് സംസ്ഥാനം കൂടുതല് ശ്രദ്ധ നല്കി. മാനസികാരോഗ്യ കാര്യത്തിലും സര്ക്കാര് ശ്രദ്ധിച്ചു.
പൊതുജനാരോഗ്യ സംവിധാനത്തില് കേരളത്തില് കൂടുതലായി മുതല്മുടക്കുന്നുമുണ്ട്. ഈ സര്ക്കാര് വന്ന ശേഷം ആവിഷ്കരിച്ച ആര്ദ്രം മിഷനിലൂടെ ആരോഗ്യമേഖലയെ കൂടുതല് ശക്തിപ്പെടുത്തി. പ്രാഥമിക ആരോഗ്യകേന്ദ്രങ്ങള്, കുടുംബാരോഗ്യ കേന്ദ്രങ്ങളാക്കി. ജീവിതശൈലീ രോഗങ്ങളും മൂന്നാം തലമുറ രോഗങ്ങളും നേരിടുന്നതിന് പ്രത്യേക ശ്രദ്ധ നല്കി. പ്രാഥമിക ആരോഗ്യകേന്ദ്രങ്ങള് മുതല് മെഡിക്കല് കോളേജ് വരെയുള്ള സംവിധാനങ്ങള് ശക്തിപ്പെടുത്തുകയും മികച്ച നിലവാരത്തിലേക്ക് കൊണ്ടുവരികയും ചെയ്തു. വൈദ്യശാസ്ത്ര ഗവേഷണ രംഗത്തും കേരളം ശ്രദ്ധിക്കുന്നു. ഇന്സ്റ്റിറ്റ്യൂട്ട് ഓഫ് അഡ്വാന്സഡ് വൈറോളജി സ്ഥാപിച്ചത് ഇതിന് തെളിവാണ്. ലോകപ്രശസ്തരായ വിദഗ്ധര് ഈ ഇന്സ്റ്റിറ്റ്യൂട്ടുമായി സഹകരിക്കുന്നു എന്നത് അഭിമാനകരമാണ്. ഈ സാമ്പത്തിക വര്ഷം തന്നെ ഇന്സ്റ്റിറ്റ്യൂട്ട് പൂര്ണതോതില് പ്രവര്ത്തിച്ചുതുടങ്ങും.
സംസ്ഥാനത്തെ പ്രാദേശിക സ്വയംഭരണ സ്ഥാപനങ്ങള് കോവിഡ് പ്രതിരോധത്തില് കാര്യമായ പങ്കുവഹിക്കുന്നുണ്ട്. സര്ക്കാര് ജീവനക്കാര്ക്കു പുറമെ സാമൂഹ്യ സന്നദ്ധ സേനയും രംഗത്തുണ്ട്. പ്രകൃതി ദുരന്തങ്ങളും പകര്ച്ചവ്യാധികളും ഉണ്ടാകുമ്പോള് ജനങ്ങള്ക്ക് സഹായത്തിന് എത്തുന്നതിനാണ് 3 ലക്ഷത്തിലധികം അംഗങ്ങളുള്ള സാമൂഹ്യ സേന രൂപീകരിച്ചത്. സേനാംഗങ്ങള് പ്രാദേശിക സ്ഥാപനങ്ങളുമായി ചേര്ന്ന് പ്രശംസനീയമായ സാമൂഹ്യസേവനവും ദുരിതാശ്വാസവുമാണ് നടത്തുന്നത്.
സംസ്ഥാനത്ത് രോഗബാധ കണ്ടതുമുതല് കേരളത്തിന്റെ സര്ക്കാര് സംവിധാനം മുഴുവന് ജാഗ്രതയോടെ പ്രവര്ത്തിച്ചു. സംസ്ഥാനതലത്തിലും ജില്ലാതലത്തിലും കണ്ട്രോള് റൂമുകള് തുറന്നു. ആരോഗ്യവകുപ്പിനും പ്രാദേശിക സ്വയംഭരണ സ്ഥാപനങ്ങള്ക്കും കൃത്യമായ മാര്ഗനിര്ദേശങ്ങള് നല്കി. പ്രതിരോധത്തിന്റെ ഭാഗമായി ബ്രെയ്ക് ദ ചെയിന് പ്രചാരണം ആരംഭിച്ചു. പൊതുമേഖലാ സ്ഥാപനങ്ങളും സന്നദ്ധ ഗ്രൂപ്പുകളും മാസ്കുകളും സാനിറ്റൈസറുകളും ഉണ്ടാക്കാന് തുടങ്ങി. മുന്കരുതല് എന്ന നിലയ്ക്ക് കൂടുതല് ക്വാറന്റൈന് സൗകര്യങ്ങള് ഒരുക്കിവെച്ചു. സമൂഹത്തിലെ എല്ലാവിഭാഗം ആളുകളുടെയും നിര്ദേശങ്ങളും ഉപദേശങ്ങളും സര്ക്കാര് സ്വീകരിച്ചു. മഹാമാരിയുടെ ഭീഷണി ഒഴിഞ്ഞുപോയിട്ടില്ല എന്ന് സര്ക്കാരിന് അറിയാം. അതുകൊണ്ട് നിതാന്ത ജാഗ്രത തുടരുകയാണ്.
സംസ്ഥാനത്തിന്റെ ഉല്പാദന മേഖലകള് എല്ലാം സ്തംഭിച്ചുകിടക്കുകയാണ്. അതുകൊണ്ടു തന്നെ വലിയ വിഭാഗം ജനങ്ങള് ജീവനോപാധിയില്ലാതെ പ്രയാസപ്പെടുകയാണ്. ഈ പ്രശ്നവും കൂടി നേരിടുന്നതിന് സര്ക്കാര് പ്രതിജ്ഞാബദ്ധമാണ്. അതിന്റെ ഭാഗമായാണ് ലോക്ഡൗണ് പ്രഖ്യാപിക്കുന്നതിനു മുമ്പ് തന്നെ മാര്ച്ച് 19 ന് 20,000 കോടി രൂപയുടെ സാമ്പത്തിക പാക്കേജ് സര്ക്കാര് പ്രഖ്യാപിച്ചത്. സൗജന്യ റേഷന്, സൗജന്യ ഭക്ഷണ സാധനങ്ങള്, പലിശരഹിത വായ്പ, തൊഴിലുറപ്പ് പദ്ധതിയില് കൂടുതല് തൊഴില്, അഡ്വാന്സായി ക്ഷേമ പെന്ഷനുകള് എന്നിവ ഇതിന്റെ ഭാഗമായി നടപ്പാക്കി. അതിഥിതൊഴിലാളികളെ സംരക്ഷിക്കുന്നതിന് പ്രത്യേകം നടപടികള് സ്വീകരിച്ചു. ഈ തരത്തില് ജനങ്ങളെ ഒന്നിച്ചു നിര്ത്തിയും സര്ക്കാര് സംവിധാനങ്ങളെ മുഴുവന് ജാഗ്രതപ്പെടുത്തിയുമാണ് മഹാമാരിയെ നേരിടുന്നത്.
ആരോഗ്യപ്രവര്ത്തകരും പോലീസും ജനങ്ങളും ഒന്നിച്ചു നീങ്ങുന്നുവെന്നത് കോവിഡ് വ്യാപനം തടയുന്നതില് കേരളത്തെ സഹായിച്ചിട്ടുണ്ട്. ഈ പോരാട്ടത്തില് കേരളം വിജയിക്കുമെന്ന് ഞങ്ങള്ക്ക് ഉറപ്പുണ്ട്. കേരളത്തിലുള്ള ശസ്ത്രജ്ഞരുടെയും പ്രവാസികളായ വിദഗ്ധരുടെയും ഉപദേശ നിര്ദേശങ്ങള് ഇക്കാര്യത്തില് സര്ക്കാര് സ്വീകരിക്കുന്നുണ്ടെന്നും മുഖ്യമന്ത്രി പറഞ്ഞു.
