4 chefs d’escadron de Gendarmerie prennent fonction

Les promus ont été installés hier à Douala par le Colonel Roger Amougou Abessolo.

« Vous devez mĂ©riter la confiance du haut commandement. La lutte contre les stupĂ©fiants et tout autre trafic doivent ĂȘtre votre cheval de bataille, ainsi que la sĂ©curitĂ© des biens et des personnes. Mettez-vous rapidement au travail car les dĂ©fis sont nombreux. » Ce sont les termes employĂ©s par le Colonel Roger Amougou Abessolo, Commandant de la lĂ©gion de gendarmerie du Littoral, lors de l’installation hier 14 avril 2016 Ă  Douala dans leurs nouvelles fonctions, de quatre chefs d’escadron rĂ©cemment nommĂ©s par dĂ©cret prĂ©sidentiel. Le Lieutenant-Colonel Raymond Boum Bissoue est le nouveau commandant du groupement d’escadron mobile N°2, le chef d’escadron Jean-Claude Akono (54 ans) prend les rĂȘnes du port autonome de Douala (Pad), le Capitaine Baudouin Ngweha va diriger le groupement d’escadron N°21 et le Capitaine Luc Daniel Ze, le groupement d’escadron N°23.
Trois d’entre eux sont des produits de l’Ecole militaire inter-armĂ©es (Emia). Ils sont issus des promotions « IntĂ©gritĂ© territoriale » pour le Lieutenant-Colonel Boum Bissoue, qui a multipliĂ© des formations au Cameroun et Ă  l’étranger, il est ĂągĂ© de 49 ans. Le Capitaine Baudouin Ngweha, 33 ans, est de la promotion « Paix et modernitĂ© ». Il Ă©tait jusque-lĂ  commandant d’escadron 100 de NgaoundĂ©rĂ©. Quant Ă  Luc Daniel Ze, 40 ans, il est de la promotion « ArmĂ©e et nation ».
Ces jeunes officiers supĂ©rieurs de la gendarmerie ont donc la lourde responsabilitĂ© de promouvoir une gendarmerie de proximitĂ© et d’assurer l’encadrement de leurs hommes et celle des Ă©lĂšves gendarmes sous leur autoritĂ©. La cĂ©rĂ©monie a eu lieu en prĂ©sence du prĂ©fet du Wouri, Naseri Paul Bea, des autoritĂ©s policiĂšres, militaires et judiciaires de la ville de Douala. Un dĂ©filĂ© militaire a mis un terme aux solennitĂ©s qui se sont dĂ©roulĂ©es Ă  l’esplanade de la CommunautĂ© urbaine de Douala.

Children Palliative Care: Medical Personnel Enhance Skills

A two-day workshop organised by the University of Yaounde I and “MĂ©decins du Monde” ends today in Yaounde.
Over 100 medical practitioners from different domains are currently undergoing training on how to enhance the quality of life for children in the face of an ultimately terminal condition. Organised by Doctors of the World (MĂ©decins du Monde) from Switzerland and the Faculty of Medicine and Biomedical Sciences of the University of Yaounde I, the two-day workshop which ends today April 14, is within the first phase of a project “Children Palliative Care in South Countries.” The project aims to give access to and improve pediatric palliative care and support of pain for vulnerable (children) populations on the international scene. It is an initiative of “Medecins du Monde”.
While opening the workshop on behalf of the Rector of the University of Yaounde I, the Vice-Rector in Charge of Teaching, Professor Daniel Abwa lauded the initiative which is not only going to edify student doctors on pediatric palliative care but will also help those already working to better handle such situations when need arises.
The Director of the Mother and Child Centre of the Chantal Biya Foundation, Professor Koki Ndombo who is a pediatrician, explained that they are out to know better how to care for children with diseases that cannot be treated and how they can reduce pain and discomfort the children face in a bid to boost their moral and wellbeing. He explained that a lot needs to be known by medical personnel on how to treat or delay pains in children not only with drugs but with other professionals such as educationists, humorists and musicians.
Besides sensitisation and theoretical sessions, participants at the workshop will also share experiences with experts from other countries such as Uganda and Kenya. The Hemato-Oncologist Paediatrician from Doctors of the World, Dr Cecile Choudja Ouabo said they will discuss on oncology paediatric cancer, neonatology pathologies in children amongst other issues.
At the end of the workshop, it is expected that participants will not only be informed on what palliative care is about but will also be able to integrate it immediately in their daily duties. The President of the Treatment of Pain Society in Cameroon who is also the Dean of the Faculty of Medicine and Biomedical Sciences at the University of Yaounde I, Professor Ze Minkande Jacqueline said the workshop is within the role of the faculty to train doctors from the base to become generalist or specialist.
Committee Endorses Industrialisation Master Plan Proposal

Members of the inter-ministerial committee in charge of drawing up the Industrialisation Master Plan met in Yaounde on April 13, 2016.
The inter-ministerial committee in charge of drawing up Cameroon’s Industrialisation Master Plan has endorsed a proposal from the Basics International consulting firm on the current state of the sector. Both parties met in an evaluation meeting in Yaounde on April 13, 2016, under the chair of the Minister of Mines, Industries and Technological Development, Ernest Gwaboubou.
The meeting aimed at adopting the document by the consulting firm on Cameroon’s potential, stakes as well as challenges that will be used to draw up a new Industrialisation Master Plan as desired by government since 2013. The plan, when ready, will serve as springborad to the implementation of Cameroon’s development vision in the sector. The proposed document from the consulting firm will guide the committee to draw up the Industrialisation Master Plan.
The Minister acknowledged that Cameroon’s potential in the sector was remarkable, though not fully exploited due to the uncompetitiveness of local companies. “Our economy hinges on small-size entreprises most of which are of the tertiary sector. Medium-size entreprises that are expected to throw their weight behind the economy find it difficult because of numerous setbacks,” the Minister said. Government is therefore reveiwing its national master plan on industrialisation to step up local processing of agricultural, mining and forestry products, which according to Basics International’s Chief Executive Officer, CĂ©lĂ©stin Ndonga,are unexploited.
Efforts are ongoing to process at least 15 per cent of minerals mined in Cameroon and officials see in the Industrialisation Master Plan a leeway to boosting the sector. The firm’s findings disclosed that Cameroon is endowed with enormous natural resources whose insufficient processing, owing to multifaceted reasons, has kept the country, like the continent, dependent on imports or exports of mainly primary products like crude oil, cocoa, coffee, wood and banana, amongst others. The country boasts vast reserves of natural resources in mining, 35 million metric tons of iron ore, many cobalt/nickel reserves and huge potentials in the forestry and agricultural sectors.
However, Minister Gwaboubou stated that being competitive means local companies need to produce in quantity and quality as proposed by Basics International in the plan. Experts outlined impediments to the industrialisation drive like obsolete infrastructure (internet, posts and telecommunications), fragmented economic space, climate change, capital flight, immigration, low production capacities, limited investment financing and high transaction costs. The Minister stressed that the plan absolutely needs to address setbacks for the country to achieve its development dreams.

Paul Biya libĂšre 160 millions comme Effort de guerre

La contribution spĂ©ciale du chef de l’Etat a Ă©tĂ© dĂ©voilĂ©e au cours de la 5e session du ComitĂ© ad hoc sur la gestion des dons prĂ©sidĂ©e vendredi par le MINATD.

L’information majeure issue de la cinquiĂšme session du ComitĂ© ad hoc de gestion des dons destinĂ©s aux populations et forces de dĂ©fense est le montant total dĂ©jĂ  collectĂ© : 2,5 milliards de F. L’information a Ă©tĂ© donnĂ©e par le prĂ©sident du ComitĂ© au sortir de la rĂ©union qui a eu lieu vendredi dernier au ministĂšre de l’Administration territoriale et de la DĂ©centralisation. RenĂ© Emmanuel Sadi, par ailleurs ministre de l’Administration territoriale et de la DĂ©centralisation, a prĂ©cisĂ© que dans cette somme est Ă©galement comprise la contribution spĂ©ciale de 160 millions de F dĂ©cidĂ©e par le chef de l’Etat. Le MINATD a Ă©galement donnĂ© des prĂ©cisions sur la rĂ©partition des fonds : 1,5 milliard F iront aux forces de dĂ©fense et de sĂ©curitĂ© et un milliard aux populations de l’ExtrĂȘme-Nord affectĂ©e par les effets de la lutte contre Boko Haram. Les comitĂ©s de vigilance seront pris en compte, a-t-on appris.
L’utilisation de ces fonds se fera au niveau du ministĂšre de la DĂ©fense oĂč le chef de dĂ©partement est chargĂ© de voir dans les dĂ©tails les modalitĂ©s d’utilisation. « En ce qui concerne les populations, le milliard pourrait servir Ă  financer les projets sociaux. C’est l’option prise », rappelle le MINATD. Le gouverneur de la rĂ©gion a Ă©tĂ© instruit de procĂ©der Ă  une Ă©valuation, et faire un Ă©tat des besoins qu’on pourra faire financer.
RenĂ© Emmanuel Sadi a aussi confiĂ© qu’on va faire appel au GĂ©nie militaire pour la rĂ©alisation des diffĂ©rents projets retenus. Cela n’exclut nullement l’appel, en cas de nĂ©cessitĂ©, aux entreprises locales. Le ComitĂ© a fait son auto-Ă©valuation, constatant qu’il a continuĂ© Ă  fonctionner et que les dons n’ont pas cessĂ© d’ĂȘtre rĂ©ceptionnĂ©s.
Si des dispositions sont toujours prises pour leur acheminement, il reste que cet acheminement est une opération délicate, voire onéreuse. Des problÚmes de logistique se posent avec acuité avec la location des camions qui coûte chÚre et les voies de communication qui ne sont pas bonnes.
Bread Quality Raises Eyebrows

Established bakeries blame the rising phenomenon on clandestine bakeries and the poor quality of flour that floods the market.

It is almost a free for all trade. Bread making in Cameroon, like many other sectors, has been invaded by quacks, with the end result being the not-so-satisfactory quality of products served customers. Bread is highly consumed in Cameroon, reason why it is easily found in almost all shops in neighbourhoods. But ask where some of it is produced, and you will never get the answer. The distribution chain is established by stakeholders and most of them are quick to note that it is a survival of the fittest game where the smartest wins the market and desired gains. A phenomenon that has left many wondering, given that the quality and weight of what they purchase in most of the shops leaves much to be desired.
AndrĂ© NoĂ«l Tsafack, a bread vendor in Yaounde, told Cameroon Tribune on April 15, 2016, that he has seen the good, bad and ugly site of bread production in Cameroon. Clandestine bakeries have cropped up, with respect for standards almost inexistent. “They operate till about 4 a.m after which you only see the products in shops,” said AndrĂ© NoĂ«l Tsafack. Cameroon Tribune was shown all the local bakeries from the Etoudi to Biyem-Assi neighbourhoods; most of which do not respect the weight and quality as required by the standards set by government. “Clandestine bakers, kill the market for established bakers and vendors as they supply almost all the shops in the neighbourhoods, making it impossible for people to buy straight from bakeries,” AndrĂ© NoĂ«l Tsafack said.
The situation in conventional bakeries might differ, though pastry chefs and biscuit manufacturers say there is more to the unstable quality of bread that consumers sometimes find in the market. The quality of flour has not been the same for some time now, with business persons blaming low quality on the rising phenomenon. The Production Manager at the Calafatas Bakery, Christoph Essouga, regrets that they have had to destroy thousands of loaves of bread because of poor quality wheat. “We are obliged to either readjust our ingredient mixture not to produce bread that will not meet the taste of consumers,” Essouga stated.
Meantime, a loaf of fresh white bread of 201 grams in most established bakeries visited on April 15, is sold at FCFA 110, with bakery officials stressing that the respect for weight, quality and price remains their priority. This is to allign with the regulation which focuses on the respect for the health of consumers. “Given the role of bread and bakery products in the diet of most people, the Cameroonian government has made compliance with the statutory standard NC 213:2003-03 mandatory in order to regulate the activity,” notes the Cameroon Employers’ Organisation for Bakers. The Cameroon standard for bread has been mandatory since 2004.
UPC Condemns Street Manifestations

Though the party stance for constitutional amendment has been made known, officials say it is unreasonable to take to the streets based on intentions.
The Union of the People of Cameroon (UPC) strongly advocates for the revision of the constitution. But in spite of the party’s position on the issue of constitutional amendment, the Secretary General, Prof. Basile Louka has condemned public demonstrations by some political parties. To him, the UPC does not act based on intentions. “It is not because someone has asked that the constitution should be revised that the UPC would call on people to go to the streets when even a bill has not been sent to Parliament to that effect, he told Cameroon Tribune in an exclusive interview. UPC, he stated, represents a great history as it will soon celebrate its 70th anniversary of its creation. He regretted that Cameroonians would be brutalised if they take to the streets to express their opinion, a thing which the UPC does not subscribe to.
According to the party’s Secretary General, Prof. Basile Louka, Cameroon badly needs change which can only be triggered by constitutional reforms. To go by the UPC officials, the present constitution does not attach values of the country’s history for the battle for independence. Politically, the UPC argues that the presidential mandate of the Head of State should be limited in a bid to modernise political and public management. This, he stated, will give a new impetus to public governance and the renewal of the political class of the country. The move will also reawaken public office holders that they are accountable to the people and are being evaluated for their actions.
The party also thinks that voting age should be reduced from 20 to 18 years. Prof Louka argues that at 18, the youth are already matured to sacrifice for the nation citing those youths who are currently defending the nation’s integrity in the war against the terrorist sect Boko Haram in the Far North Region. At that age, they should also have a say in choosing their leaders. As concerns election management structures like ELECAM and the Constitutional Council which is not yet in place, the UPC believes their independence and neutrality is of utmost importance for the political evolution of Cameroon.
The UPC party also stresses on the need for a consensus and national dialogue by the different political actors of the country to avert a possible anarchy and explosion as the tussle for power wages on. The threat on Cameroon’s sovereignty, hardship and upcoming elections, the UPC pointed out in their 68th anniversary declaration, could trigger anarchy. Thus, national dialogue and reconciliation is the way out according to the UPC. The party’s officials have also embarked on the reorganisation of grassroots structures in a bid to give it a new impetus from the base.
Le président centrafricain fait escale à Douala

Faustin-Archange TouadĂ©ra a passĂ© quelques heures en terre camerounaise avant son dĂ©part pour l’Europe.

Le prĂ©sident centrafricain Faustin-Archange TouadĂ©ra, en partance pour l’Europe, a fait une escale de quelques heures, Ă  Douala ce samedi 16 avril 2016. Le dispositif sĂ©curitaire et protocolaire liĂ© Ă  son statut a Ă©tĂ© mis en place. Le gouverneur de la rĂ©gion du Littoral, Samuel DieudonnĂ© Ivaha Diboua et tout son Ă©tat-major, sont prĂ©sents au salon d’honneur de l’aĂ©roport international de Douala. On note aussi la prĂ©sence de l’ambassadeur de la RĂ©publique centrafricaine au Cameroun Martial Beti-Marace, celle du consul Bawa Godobe et une trĂšs forte colonie centrafricaine composĂ©e d’élĂšves et d’étudiants. Ces derniers chantent en attendant l’arrivĂ©e de leur nouveau prĂ©sident de la RĂ©publique.
13h30 mn, l’avion transportant Faustin-Archange TouadĂ©ra se pose enfin sur le tarmac de l’aĂ©roport international de Douala. Le dispositif en place se met en mouvement, d’un cĂŽtĂ© les officiels camerounais et de l’autre les Centrafricains. Une dizaine de minutes plus tard, le chef de l’Etat centrafricain est lĂ . Il serre les mains des uns et des autres tandis que la colonie centrafricaine continue de se faire entendre de la plus belle des maniĂšres, Ă  travers des chants en l’honneur du prĂ©sident qui rĂ©pond par un geste de la tĂȘte. Ensuite, direction le salon d’honneur pour un bref entretien avec le gouverneur de la rĂ©gion du Littoral.
Puis le cap est mis pour l’hĂŽtel Sawa Ă  Bonanjo. LĂ -bas aussi, d’autres Centrafricains, encore plus nombreux, attendent Faustin-Archange TouadĂ©ra. Joie et sĂ©rĂ©nitĂ© se lisaient sur les visages. Sur la banderole, des mots de bienvenue. Occasion pour le chef de l’Etat de faire un bain de foule, d’ĂȘtre en communion avec son peuple avant de prendre ses quartiers et attendre son dĂ©part, prĂ©vu Ă  23h45 mn. Il faut noter que le mĂȘme dispositif dĂ©ployĂ© Ă  la mi-journĂ©e Ă©tait aussi prĂ©sent pour son dĂ©part dans la nuit.
La ville de Douala à elle seule compte environ 4000 ressortissants centrafricains. Beaucoup sont spécialisés dans le transit et les petits métiers.
Reconstruction de la Libye : Comment sortir du chaos ?

La dĂ©cision de la communautĂ© internationale de soutenir la Libye Ă  travers la crĂ©ation d’un fonds de stabilisation vient Ă  point nommĂ©. Surtout que le fonds appuyĂ© par le Programme des Nations unies pour le dĂ©veloppement (PNUD) a pour but de soutenir le nouveau gouvernement d’union nationale dans la mise en Ɠuvre de ses prioritĂ©s, notamment la rĂ©habilitation des infrastructures et l’amĂ©lioration des prestations de base.
L’engouement suscitĂ© par le fonds de stabilisation est remarquable. C’est ainsi que l’Allemagne a promis dix millions d’euros pour une pĂ©riode de deux ans. Les Etats-Unis accordent deux millions de dollars pour la premiĂšre annĂ©e, l’Italie deux millions d’euros, le Royaume-Uni un million de dollars, le Qatar deux millions de dollars, la NorvĂšge un million de dollars, la Suisse 250.000 dollars. L’Union europĂ©enne, la RĂ©publique de CorĂ©e, le Canada, la Russie et les Pays-Bas ont promis d’apporter un appui total Ă  la Libye. Si ce soutien matĂ©riel et financier participe de la reconstruction de la Libye, il y a lieu de reconnaĂźtre qu’il ne saurait suffire pour sortir la Libye du chaos.
La reconstruction physique et matĂ©rielle est capitale parce qu’elle permet de rĂ©soudre des problĂšmes concrets notamment la rĂ©habilitation des hĂŽpitaux, des installations d’eau, des rĂ©seaux Ă©lectriques, des postes de police. Elle ne saurait cependant remplacer la reconstruction morale Ă  savoir la rĂ©conciliation nationale. Aussi curieux que cela puisse paraĂźtre, pendant que la communautĂ© internationale est fermement penchĂ©e au chevet de la Libye pour l’aider Ă  se relever et faire face Ă  la menace terroriste, incarnĂ©e par l’Etat islamique(EI), les Libyens eux-mĂȘmes ne semblent pas s’en Ă©mouvoir outre mesure. La preuve en est que le gouvernement d’union nationale pourtant issu d’un accord signĂ© en dĂ©cembre 2015 continue d’élire domicile dans une base navale Ă  Tripoli depuis l’arrivĂ©e de ses membres Ă  Tripoli le 30 mars dernier. Il n’est pas superflu de noter que le Premier ministre, Fayez al-Sarraj et les membres de son gouvernement ont Ă©tĂ© froidement accueillis par les membres du parlement et du gouvernement hostiles de Tripoli ainsi que des milices rĂ©fractaires. L’opposition des anciennes autoritĂ©s de Tripoli au gouvernement d’union nationale Ă©tait d’autant plus angoissante qu’elles contrĂŽlaient la capitale depuis 2014 aprĂšs en avoir chassĂ© le parlement et le gouvernement naguĂšre reconnus par la communautĂ© internationale qui s’étaient rĂ©solus de prendre leurs quartiers Ă  Tobrouk Ă  l’est du pays. Heureusement pour le gouvernement d’union nationale, les anciennes autoritĂ©s de Tripoli sont revenues Ă  de meilleurs sentiments puisqu’elles ont acceptĂ© de s’effacer pour Ă©viter que la Libye continue de s’embourber dans la crise. Il reste maintenant que les institutions de Tobrouk accordent leur confiance au gouvernement d’union nationale. A priori, rien ne dit que le vote de confiance du parlement de Tobrouk au nouvel exĂ©cutif libyen, ce 18 avril, est acquis. Cependant, on peut croire que sur la base de la logique utilisĂ©e par les anciennes autoritĂ©s de Tripoli, ce parlement peut accorder sa confiance aux nouvelles autoritĂ©s et s’effacer pour permettre au gouvernement d’union nationale de continuer sa mission.
TiraillĂ©e entre les milices rivales depuis la chute de l’ancien guide libyen, Mouammar Kadhafi, en 2011, la Libye n’a jamais vĂ©ritablement connu la paix. Ni le Conseil national de transition, ni le CongrĂšs gĂ©nĂ©ral national n’ont pu stabiliser le pays. Encore moins les bandes armĂ©es souvent promptes Ă  s’accaparer des ressources pĂ©troliĂšres. Le dĂ©fi qui interpelle le gouvernement de Fayez al Sarraj est donc immense. Il s’agit de rĂ©concilier les Libyens et reconstruire le pays pour sortir du chaos.
School of Posts and Telecommunications:Six Months To Build Amphitheatre 700

The Minister of Posts and Telecommunications laid the foundation stone in Yaounde on April 14, 2016.
The National Advanced School of Posts and Telecommunications (NASPT) will in the next six months boast a 700 seat lecture hall. The foundation stone for the ultra-modern facility was laid at the institution’s Yaounde campus on April 14, 2016, by the Minister of Posts and Telecommunications, Minette Libom Li Likeng, in the company of her peers of Higher Education, Jacques Fame Ndongo and Communication, Issa Tchiroma Bakary.
The FCFA 400 million structure on a surface area of 804 metres square is expected to be completed in six months after which equipping and fencing will commence. It is financed by the Special Fund for Telecommunications and will feature four offices on the ground floor, three others on the first floor and four-block toilet under ground. When construction ends in six months, equipping ct will commence after which the fencing will close the project, the Engineer, Eric Mefire, disclosed.
Respecting the project timeframe as well as contracting terms is primordial, the Minister of Posts and Telecommunications told the contracting company, insisting that the project must be ready in six months. The National Advanced School of Posts and Telecommunications some time ago went through turbulence in terms of infrastructure shortfall. The period was critical, with most equipment obsolete. It was a gust to the management and student body of the institution, with the latter being unable to find placements for internship and jobs at the end of studies. The lack of improved infrastructure and equipment made some of the students almost non-competitive; a situation Posts and Telecommunications Minister recalled prompted government to reform the institution. The first of such measures was to place it under the tutellage of the Ministry of Higher Education. Since then, NASPT regained fame, with Minette Libom Li Likeng describing it as a “temple of knowldege.”
The ultra-modern facility, when complete, will ease learning and improve student performance, said the Director of NASPT, Jean Marie Ndongo. The modernisation of pedagogic insfrastructure is government’s commitment to have the sector contribute to the country’s development drive, he stated. The infrastructure will among other things serve to develop training in optic fibre (the African Development Bank already offered government FCFA 2.2 billion for the creation of two training centres on optic fibre in NASPT Yaounde and Buea.)
The institution is seeking for expansion its infrastructure. Other projects in the pipeline are the putting in place of an incubator for enterprise, computerised library and the African Centre for Postal Training.
Secretaries, Personal Assistants:Adapting To Evolving Workplace Practices, Technology

The 18th International Day of Secretaries was marked in Yaounde on April 15, 2016.
Secretaries, office and personal assistants belonging to the Organisation for Secretaries and Personal Assistants of Cameroon, OSAD Cameroon, on April 15, 2016, at the Yaounde Hilton Hotel, gathered to celebrate their profession. It was the 18th International Secretaries’ Day on the theme, “Secretaries, Personal Assistants, Develop A Spirit Of Quality Service And Promote The Image Of Your Company.”
Addressing OSAD members, Gabriel Bengono, the guest of honour and General Manager of the Cameroon Real Estate Corporation, SIC, noted that good governance in State offices was indispensable, thus the need for competent and responsible secretarial staff and more investments in retraining them. He called on secretaries, office and personal assistants to get used to the evolving socio-economic environment in the country, pointing out: “Your efficiency depends to a large extent on that of your company.”
The General Manager expressed joy at the choice of topics for discussion such as the development of quality service, promotion of employers’ image, good communication, better work planning and handling of files, and better adaptation to the evolving work environment. Gabriel Bengono urged secretaries and personal assistants to get involved in innovative training programmes. Facilitators at the one-day sensitisation on the role and expectations of a secretary were Alain Claude Mbarga and Dr Fernando Kemta Lekpa.
Earlier, the President of OSAD Cameroon, Josephine Nzengue, expressed joy that the secretarial profession has not disappeared, contrary to predictions 20 years ago that this will happen as a result of the advent of Information and Communication Technologies, ICTs. Rather, secretaries have over the years become more and more specialised in diverse areas with added value, thus able to hold their own. “Today and more than ever before, the office assistant has become an indispensible part of the changing professional world,” she noted. Josephine Nzengue pointed out that “The profession of a secretary is a noble one that demands particular attention.”

Emile Toukam, AndrĂ© Waka et Ferdinand Nyeck Liport, membres de la FĂ©dĂ©ration des praticiens de la mĂ©decine naturelle et traditionnelle du Cameroun (Fenacam), ont donnĂ© de la voix la semaine derniĂšre, lors d’une confĂ©rence de presse Ă  Akwa. L’échange entre les hommes de mĂ©dias et les naturopathes a tournĂ© autour de trois points : l’évolution des activitĂ©s de cette association, le rapport sur le travail d’assainissement du secteur des tradi-thĂ©rapeutes et l’état actuel de l’environnement de la santĂ© et de la mĂ©decine au Cameroun. Il ressort que pour le moment, l’assainissement de cette activitĂ© est en train de se faire petit Ă  petit. Au fil des annĂ©es et malgrĂ© les obstacles rencontrĂ©s ça et lĂ , la mĂ©decine naturelle et traditionnelle s’intĂšgre dans le quotidien des camerounais.
Pour le prĂ©sident de cette association Ferdinand Nyeck Liport, il est nĂ©cessaire d’organiser les Ă©tats gĂ©nĂ©raux de la santĂ©. D’un cĂŽtĂ© « la santĂ© europĂ©enne » et de l’autre « la santĂ© traditionnelle ». Ces Ă©tats gĂ©nĂ©raux seront l’occasion de faire un Ă©tat des lieux, question de savoir ce qui se fait rĂ©ellement dans les hĂŽpitaux et chez les tradi-thĂ©rapeutes. D’autre part, mener des enquĂȘtes auprĂšs des malades s’ils ont trouvĂ© satisfaction aprĂšs traitement par l’une de ces mĂ©decines. Et Ă  la Fenacam, on insiste : il y a des charlatans autant chez les mĂ©decins des hĂŽpitaux conventionnels que les naturopathes.
Sino-African Cooperation:Reflection On Deeper Trade, Economic Ties

The 5th meeting of China-Africa Think Tanks Forum ended in Yiwu City on April 16, 2016.
Development experts from China and Africa have begun reflecting on how to transform the new cooperation framework agreed between the two parties last year during the Johannesburg Summit into concrete growth on the ground. They met in Yiwu City of China on April 14-16, 2016 within the framework of the 5th meeting of China-Africa Think Tanks Forum. The forum is an initiative launched by China’s Zhejiang Normal University in 2011 to create a platform for face-to-face dialogue and exchanges between Chinese and African think tanks.
The just-ended Yiwu forum focused on how the two parties could cooperate to enhance industrialization which stands tall alongside agricultural modernization in the new era of China-Africa win-win cooperation and common development. Chinese President, Xi Jinping pledged during the South African summit last year that his country will actively promote industry partnering and production capacity cooperation between China and Africa. As per the China-Africa industrialization plan, the former among others promised to build or upgrade industrial parks in cooperation with Africa as well as train 200,000 technical personnel and provide 40,000 training opportunities for African personnel in China.
Speakers during the forum said trade between Africa and China has grown 60 times over the past 15 years and that there is an urgent need to modernize and industrialise production especially of agriculture wherein the continent has huge potentials. All agreed that China and Africa are a community of shared destiny and so need new ideas and opportunities to forge ahead. Experts noted this can only be achieved in sincerity, equality and friendship.
According to Lin Songtian, Director General, Department of African Affairs, Ministry of Foreign Affairs of the People’s Republic of China, Africa’s problems are three-fold – infrastructure development, trained human resources and funding. That China funds and often participates in executing infrastructure projects in Africa, through various concessional loans, as well as partner in upgrading the skills of Africa’s human resources, he said, is telling of the sincerity of the cooperation. Mr Lin Songtian however underlined that the frequent change of government with constant change of systems frustrates continuity in the continent’s developments. Against a backdrop of growing criticism that China’s ready loans to Africa could plunge the continent into serious indebtedness; the Director General said his country is flexible to improving the preferential loans. He like others prayed the continent to use China’s development blueprint which has worked so well as a guide - not copying and pasting anyway, but adapting it to each country’s realities and desires so as to accelerate growth. The over 300 participants at term prayed African countries to put in place well-adapted implementation and control mechanisms of her usually lofty development plans.
Among the many papers presented was one by Cameroon’s Prof. Stephane Ngwanza, Deputy Director, International Relations Institute of Cameroon on, “African industrialization and the potential of Chinese support: The case of special economic zones in African countries.”
Poaching:Government To Destroy 2,000 Elephant Tusks

The ceremony holds today in the presence of the United States Ambassador to the United Nations, Samantha Power.
The Head of State, Paul Biya, has ordered the destruction of 2,000 elephant tusks and more than 1,753 art objects made of ivory seized from traffickers. The insineration exercise will take place today April 18, 2016, at the entrance to the Yaounde Conference Centre. The special guest at the ceremony will be the United States Ambassador to the United Nations, Samantha Power. She arrived Cameroon yesterday April 17 for a two-day visit that will take her to the North Region.
The operation is the first in a series to continue, notes a statement from the Ministry of Forestry and Wildlife. The move is in respect to of the Convention on Illegal Trade in Endangered Species of Wild Flora and Fauna, CITES, and the ratification of various global and sub-regional agreements. Forestry and Wildlife Minister, Ngole Philip Ngwese, stressed that; “We shall continue combating organised poaching in concert with neighbouring countries and our partners.” He stated that by ordering that elephant tusks be burnt, the President of the Republic seeks to ensure that efforts are not frustrated and that seized ivory does not find its way to the black market.
In 2010, the elephant population in Cameroon was estimated at 21,000 heads (National Strategy for Elephant Management, 10-year duration). The rise of poachin, especially the mass slaughter of 2012 in the Bouba Ndjida National Park in north Cameroo, reduced the elephant population considerably. This notwithstanding, anti-poaching efforts led to the seizure of a stock of 3,510.2 kg of raw ivory (2,000 tusks) and 267.8 kg of ivory objects (1,753 pieces).
The incident in 2012 gave rise to reinforced security measures that stemmed from the deployment of defence forces to the Bouba Ndjida area to the scaling up of the staff strength of wildlife guards and the purchase of light aircraft for air surveillance in protected areas.
