The sixth annual meeting of senior budget officials of the Sub-region is underway in Yaounde.
Senior budget officials from the Central African Economic and Monetary Community, CEMAC, ( Cameroon, Gabon, Equatorial Guinea, the Central African Republic, the Republic of Congo and Chad ) and Burundi are sharing notes in Yaounde on the proper management of public finances, with emphasis on the application of programme budgetting. The high level meeting of the International Monetary Fundâs Regional Technical Assistance Centre for Central Africa (AFRITAC Central) Member Countries (FoHBAC) opened on May 25, 2016, with the Minister Delegate to the Minister of Finance, Elung Paul Che, chairing.
The forum, which is sixth, hinges on; âTransparency and performance in the drafting of Appropriation Bills.â Delegates to the get-together stressed that the second-generation reforms on the proper conception, implementation and monitoring of public finances (the budget) comes in the wake of the transition by countries of the economic bloc to programme budgeting. Setting records straight on avoiding errors that at the long run affects development is therefore primary, with experts saying that learning from the experiences of each others, especially Cameroon that was the first to apply the concept in 2013, could do well to member countries.
Minister Elung Paul Che said the Yaounde confab was expected to end with a platform for comparing and evaluating advancements in the finance management reform between member countries. âThere is need to harmonise experiences,â the Minister said. His views were concurred by FoHBACâs Vice President, Colette Mata Ngosenganya and the Resident Representative of the International Monetary Fund to Cameroon, Kadima Kalonji. Public financial management systems that focus on transparency, accountability and harmonisation with regional directives, are essential for the efficient programming and execution of budgets as well as for economic development, delegates to the forum agree. Experts will for four days discuss the responsibilities of stakeholders in the budgetary chain, pluriannual instruments on the preparation of budgets and methods of drawing up performance-based designs. Others are cases studies from CEMAC countries. Curtains to the forum will drop on Saturday May 28, 2016.

TrĂšs consommĂ© durant le mois de jeĂ»ne qui dĂ©bute dans quelques jours, le produit fait lâobjet de rumeurs de pĂ©nurie et accusations de spĂ©culations. EnquĂȘte.
Les mois dâavril et de mai derniers ont Ă©tĂ© marquĂ©s par une forte actualitĂ© autour du sucre. Alors que lâimportation du produit est interdite depuis deux ans dĂ©jĂ , on a appris en fin avril, lâentrĂ©e sur le territoire national de 500 000 tonnes de sucre frauduleusement importĂ©. Les descentes effectuĂ©es sur le terrain par les contrĂŽleurs du ministĂšre du Commerce ont permis de saisir une certaine quantitĂ©. Un tour dans les marchĂ©s de Douala le 25 mai dernier a permis de constater que le sucre importĂ© continue de se vendre. Ses adeptes le trouvent moins cher et plus facilement conservable. Faisant ainsi concurrence Ă la marque locale, produite par la SociĂ©tĂ© sucriĂšre du Cameroun (SOSUCAM) filiale camerounaise du français SOMDIAA.
A quelques jours du dĂ©but du jeune du mois de Ramadan, câest une situation qui inquiĂšte sĂ©rieusement la Sosucam, seul producteur sur le marchĂ© local actuellement. Durant cette pĂ©riode, la demande augmente. Câest dâailleurs lâapproche du Ramadan qui justifierait, selon certains observateurs, toute lâagitation quâon observe en ce moment autour de cette filiĂšre. « A chaque pĂ©riode de Ramadan, moment de grande consommation de sucre, les commerçants vĂ©reux conservent les produits pour faire augmenter les prix sur le marchĂ© », confie Martine Lodjio, prĂ©sidente du Syndicat des commerçants dĂ©taillants du Wouri. SpĂ©culation rĂ©elle ou fausse pĂ©nurie ?
Dans les marchĂ©s de YaoundĂ© et de Maroua, le sucre Sosucam est pourtant bien prĂ©sent. Les grossistes et dĂ©taillants disent ĂȘtre ravitaillĂ©s en temps de besoin. Et comme pour rassurer lâopinion de la disponibilitĂ© du sucre et couper court aux « rumeurs de pĂ©nurie », la SOSUCAM a ouvert les portes de ses magasins de Mbandjock et Nkoteng aux journalistes il y a quelques jours. Objectif : montrer quâil y a du sucre. 58 000 tonnes au 12 mai 2016, entreposĂ©es dans ses quatre magasins. Des stocks que la structure dit avoir du mal Ă Ă©couler, en raison de la tĂ©nacitĂ© des contrebandiers. Selon les statistiques fournies par lâentreprise, ses ventes mensuelles ont baissĂ©. Lors de la derniĂšre campagne, lâentreprise Ă©coulait au dĂ©but entre 10 000 et 12 000 tonnes de sucre par mois. Pour cette campagne qui sâachĂšve ce mois de juin, la SOSUCAM peine, dit-elle, Ă rĂ©aliser les mĂȘmes chiffres de vente. Entre 7000 et 8000 tonnes Ă©coulĂ©es par mois depuis le dĂ©but de cette annĂ©e. Soit environ 4000 tonnes en moins, selon ses dĂ©clarations.
Le constat fait, une question lancinante se pose : la production de la SOSUCAM suffit-elle encore Ă satisfaire les besoins du marchĂ© national ? Surtout lorsquâon Ă©voque le projet de construction dâun complexe sucrier Ă Batouri dans la rĂ©gion de lâEst, dont lâobjectif dĂ©clarĂ© au dĂ©part Ă©tait de combler le gap de la production locale.

June Parliamentary Session Begins

The Conference Centre will as usual host deliberations of the Senate convened for June 2, 2016.
The 2nd Ordinary Session of Parliament for the 2016 Legislative Year has been convened for Thursday June 2, 2016. Ahead of the opening session, preparations are intensifying at the Senate and the Ngoa-Ekelle Glass House of the National Assembly to ensure a hitch-free session. At the Conference Centre, the Senate is scheduled to hold in its traditional chamber in spite of ongoing rehabilitation works on the edifice.
When Cameroon Tribune visited the Conference Centre yesterday May 30, 2016, the inner-chamber of one of the auditoriums of the venue where plenary sessions usually take place was being arranged to host Senate deliberations. Staff of the Congress Centre were busy packing out conference chairs in order to clean the red carpet and rearrange the hall with the usual chairs and tables adapted to the Senate setting.
One of the workers, Jerome Bangu, told Cameroon Tribune that they had two days (yesterday and today) to prepare the hall for the Senate. The air conditioning and sound systems were also being verified to ensure they are functioning. Bangu added that they will also prepare space to serve as offices for the General Secretariat, which was relocated to the ARMP Building in the Dragages neighbourhood in Yaounde.
At the National Assembly, all is almost set as final touches are being carried out to prepare the Hemicycle and the Committee rooms for the 2rd Ordinary Session of Parliament. Cameroon Tribune learnt that a preparatory meeting of the different departments of the National Assembly held on May 24, 2016 to identify pitfalls during the last session and propose corrective measures for the upcoming session. Emphasis during the meeting, Cameroon Tribune gathered, was laid on security, lodging, restauration and logistics, so as to ensure a smooth session.

Les listes seront rendues publiques au terme des délibérations entamées hier à Yaoundé, par les membres de la Commission Séverin Tchounkeu.
BientĂŽt la fin du suspense pour les professionnels des mĂ©dias. Les journalistes, photographes, cameramen et autres ont dĂ©posĂ© leurs dossiers pour lâobtention de la carte de presse et dans quelques jours, les noms des premiers bĂ©nĂ©ficiaires seront connus. Lâinformation Ă©mane de SĂ©vĂ©rin Tchounkeu, prĂ©sident de la Commission de dĂ©livrance dudit document. Hier, Ă mi-parcours de leurs assises y relatives Ă YaoundĂ©, il a indiquĂ© quâĂ la fin de la journĂ©e, ils auraient la liste de ceux qui remplissent les conditions requises pour avoir une carte de presse. Le moment venu, ces listes seront rendues publiques dans les organes de presse. Par la suite, la Commission mettra en place un site Internet dans lequel, ceux qui veulent savoir qui est journaliste et qui ne lâest pas, pourront consulter.
Pour ce qui est des premiĂšres cartes de presse, le prĂ©sident de la Commission affirme quâelles seront remises avant la fin de ce mois de juin, au cours dâune cĂ©rĂ©monie solennelle. Pour lâheure, les membres et lui-mĂȘme examinent les plus de 700 dossiers dĂ©posĂ©s par les professionnels des mĂ©dias. « Nous poursuivons le travail entamĂ© le 16 mai dernier. Câest au terme des dĂ©libĂ©rations que nous dirons quels sont les dossiers qui ont Ă©tĂ© validĂ©s et quels sont ceux qui ont Ă©tĂ© rejetĂ©s », explique SĂ©vĂ©rin Tchounkeu. Ces dĂ©libĂ©rations Ă©taient sensĂ©es sâachever hier, sauf dernier changement.
On se rappelle que câest depuis novembre 2015 que la Commission de dĂ©livrance de la carte de presse invite les professionnels du secteur, Ă dĂ©poser chacun un dossier constituer dâune demande manuscrite, une copie conforme des diplĂŽmes et titres professionnels requis, un contrat de travail, une attestation dâanciennetĂ© dĂ©livrĂ©e par lâemployeur, une attestation dâimmatriculation Ă la CNPS et un bulletin du casier judiciaire. Si certains ont pris lâaffaire au sĂ©rieux, dâautres nâont fait quâĂ leur tĂȘte. Les dĂ©lais ont Ă©tĂ© prorogĂ©s Ă plusieurs reprises mais dâaucuns ne sont toujours pas en rĂšgle. Hier encore, des journalistes dĂ©barquaient au ministĂšre de la Communication, avec un extrait de casier judiciaire ou un contrat de travail, affirmant avoir Ă©tĂ© appelĂ© par la Commission pour cela. La carte de presse, explique-t-on Ă la Commission de dĂ©livrance, vise Ă assainir sans complaisance et sans faiblesse le secteur

Si certains ont pris lâaffaire au sĂ©rieux, dâautres nâont fait quâĂ leur tĂȘte. Les dĂ©lais ont Ă©tĂ© prorogĂ©s Ă plusieurs reprises mais dâaucuns ne sont toujours pas en rĂšgle. Hier encore, des journalistes dĂ©barquaient au ministĂšre de la Communication, avec un extrait de casier judiciaire ou un contrat de travail, affirmant avoir Ă©tĂ© appelĂ© par la Commission pour cela. The 5th edition of pre-Ramadan prayer session in the Centre Region took place on May 28, 2016 in Yaounde.
The Minister in charge of Special Duties at the Presidency, Hamadou Moustapha, has declared the need to pray for the country which is a victim of insurgency by the terrorist group, Boko Haram. âIn spite of the bravery of our Defence Forces, bravery alone does not suffice. We absolutely need Divine protection,â he told the press after representing the Head of State at a prayer session involving over 30 Imams and Muslim dignitaries of the Centre Region on May 28, 2016, in the Essos Mosque, Yaounde.
The Imams were holding the 5th edition of prayer session which is a tradition every year, a week before Ramadan fasting period. They prayed not only for peace in Cameroon but also for good health, wisdom and long life for President Biya, his wife and members of his family. âTo support the Head of State, we instructed all imams to continue praying for each of his acts,â revealed the Principal Imam of the Essos Mosque, El Hadj Modibo Halidou Ibrahima.
On his part, the Coordinator of the Council of Imams and Muslim Dignitaries of Cameroon, CIDIMUC, Dr. Moussa Oumarou assured that all Muslims have been instructed to continue praying especially as faithful at the eve of the Ramadan period. The Governor of the Centre Region, Joseph Otto Wilson was also present in the prayer session during which sacred Koranic verses were read imploring Godâs mercy and blessings over Cameroon.

Bilingual Grammar School, Molyko, Buea, was busy with Economics Paper One in the morning of May 30, 2016.
The 2016 General Certificate of Education, GCE, has kicked off in the South West Region without major hitches reported. The Registrar of the Cameroon GCE Board, Humphrey Ekema Monono, had last weekend issued a stern warning against any attempts at fraud. Cameroon Tribune visited some accommodation centres in Buea and Kumba, respectively headquarters of Fako and Meme Divisions.
According to the Principal of Bilingual Grammar School, Molyko in Buea, Lois Ebenye Ikome, who is head of the centre, some students were confused when they arrived in the morning because they did not understand the arrangement of the different classes allocated for the examinations. The Principal said the innovation this year is the manner the centre name has been joined with the candidateâs number. Last year, the information was separated by slashes. She said that the answer booklets have also changed.
One of the invigilators, Agbor Chantal Dengwa Mbuagbo, told the press that with the presence of security officers, the students wrote the first paper in serenity. She said in her class, which was the largest, there was a candidate who came 15 minutes late, while one external candidate was absent. In Government Technical High School Buea, the Principal, Mafany Paul Mbessa, said the Technical GCE started a week ago and at the moment, they were almost done writing the Probatoire Technique and Brevet Technique. He said they started with the Baccalaureat and today, May 31, 2016, candidates will begin the CAP Industrial and CAP Commercial until June 6, 2016.
According to the Divisional Delegate for Secondary Education for Meme, Akwo John Eyoh, who was on the field visiting the examination centres, everything started hitch-free in the division. Though some few absences were recorded, the number of candidates present was about 98 per cent of those who registered. He underscored that the officials supervising the examinations were present in the centres. Akwo John Eyoh added that all centres were manned by police men or gendarmes.
Some 182,416 candidates all over the country are writing the various Cameroon GCE Board examinations, up from 1680,000 in 2015. Over 138,000 candidates are sitting the GCE Ordinary Level, while about 46,000 candidates are writing Advanced Level examinations. The examinations will take about a month to complete in more than 900 accommodation centres, with 20 GCE Ordinary Level and 20 GCE Advanced Level subjects on offer.

Roger Mbiapo a retenu lâattention de plusieurs personnes avec sa maquette en bois Ă la Place du gouvernement hier, 1er mai 2016. Ce chercheur indĂ©pendant venait lĂ prĂ©senter son invention dans le cadre de la 4e Ă©dition des JournĂ©es de lâexcellence de la recherche scientifique et de lâinnovation du Littoral (Jersi/Lt). EvĂ©nement Ă©talĂ© sur trois jours, au cours desquels les chercheurs de la rĂ©gion exposent leurs dĂ©couvertes.
A lâouverture, les visiteurs ont Ă©galement pu dĂ©couvrir du savon de toilette Ă la spiruline (une algue) fabriquĂ© par lâInstitut des Sciences halieutiques de Yabassi, qui a Ă©laborĂ© aussi une mĂ©thode bio de conservation du poisson (grĂące Ă des fours amĂ©liorĂ©s). Des variĂ©tĂ©s de plantain et des plants de palmier Ă huile Ă haut rendement, des produits alimentaires issus de la transformation du cacao, etc. sont Ă©galement visibles sur les stands. Visiblement, les chercheurs ont voulu rĂ©pondre prĂ©sent Ă lâappel lancĂ© par le Minresi Ă travers le Centre rĂ©gional de la recherche scientifique et de lâinnovation (Crri) du Littoral.
La directrice du Crri, Dr AurĂ©lie Nyaka Ngobisa, invite les populations Ă prendre connaissance de « ce qui sort de nos laboratoires » pendant ces Jersi/Littoral, le travail des hommes et femmes de science pouvant ĂȘtre source de bien-ĂȘtre pour tous. Elle a cependant dĂ©plorĂ© les contraintes, « voire les goulots dâĂ©tranglement » qui persistent sur le chemin des chercheurs : contraintes budgĂ©taires et financiĂšres, baisse des investissements, etc. DâoĂč un appel lancĂ© aux entreprises, mais aussi le souhait de voir lâinnovation stimulĂ©e, notamment en agriculture.
Pour ce qui est des entreprises, la reprĂ©sentante du Minresi, Mme Ntonifor, sâest rĂ©jouie que quelques-unes aient pris des stands Ă cette « plateforme dâexposition des savoir-faire de la recherche scientifique ».

CAF New Format For Club Competitions Adopted

The Confederation of African Football, CAF, has adopted a new format for organizing club competitions.
The decision was taken during a meeting of the interclub competitions committee on May 24th, 2016. The two competitions; Confederations cup and champions league as announced by CAF President Issa Hayatou at the 38th CAF Ordinary General Assembly in Mexico City, will have 16 clubs at the group stage as from next year.
After the preliminary round, 32 teams will qualify for the round of 16 in both competitions.
The winners of the 16th finals in the Champions League, will after the drawing of lots, be divided into four groups of four teams each. After a round-robin of matches (home and away), the first two of each group will qualify for the quarter-finals, which opens a new phase of knockout matches till the final. Clubs finishing top of each group will host the second leg of the quarterfinals.
For the Confederation Cup, the 16 teams qualified after the 16th finals will engage the losers from the round of 16 of the Champions League to decide on the 16 teams for the group stage. Thereafter, the format remains same as the CAF Champions League. CAF now have 20 calendar dates for club competitions that will go from March to November for the CAF Champions League and until December for the CAF Confederation Cup.

Quâest-ce quâil faut retenir au sortir de cette 20e session du Conaroute ?
Ce quâil faut retenir câest dâabord lâintensitĂ© des travaux, sa durĂ©e et les hautes directives fortes qui en sont sortis. Sâagissant de lâexĂ©cution des programmes antĂ©rieurs, le Premier ministre, chef du gouvernement a relevĂ© la satisfaction que les diffĂ©rents maĂźtres dâouvrage et les maĂźtres dâouvrage dĂ©lĂ©guĂ©s ont rĂ©alisĂ© environs 60 Ă 80%. Le Conseil vient Ă©galement de valider les programmations pour lâannĂ©e en cours 2016.
Nous sommes dans une activitĂ© saisonniĂšre. Ăa veut dire que ces programmes commenceront au mois de novembre prochain. Le Premier ministre, chef du gouvernement a relevĂ© quelques obstacles qui se dressent encore vers le chemin vers les routes de lâĂ©mergence. Ils sont mĂȘmes rĂ©currents comme le problĂšme de la libĂ©ration laborieuse de lâemprise des routes, lâinsuffisance des paiements ou bien le paiement tardif des dĂ©comptes.
Câest le cas aussi de manque de professionnalisme des PME dans le secteur de BĂątiments et travaux publics. Il a aussi rappelĂ© les actes forts quâil a posĂ©s rĂ©cemment visant dĂ©jĂ Ă asseoir des solutions durables. Câest pour cela quâil est revenu dans les dĂ©crets quâil a pris rĂ©cemment portant catĂ©gorisation des prestataires du BTP.
Je dirai quâon commence par se lasser de ces chantiers abandonnĂ©s ou Ă peine commencĂ©s ou exĂ©cutĂ©s dans des rĂšgles qui ne sont pas des rĂšgles de lâart du cahier des charges. Il faut bien que chaque Pme soumissionne au niveau oĂč ses capacitĂ©s lâemmĂšnent. Câest pour cela que la catĂ©gorisation viendra aussi en dehors de la suspension et de la rĂ©siliation des entreprises, assainir lâenvironnement des Pme du secteur et permettre lâĂ©closion dâun certain nombre des Pme vĂ©ritablement professionnelles.
Quâen est-il du financement des projets routiers notamment la transformation du fonds routier en un organe de 2e gĂ©nĂ©ration telle quâinstruit par le chef de lâEtat?
Le Premier ministre est revenu sur cette haute directive du chef de lâEtat, le prĂ©sident Paul Biya, pour rassurer du fait que ses services Ă©taient dĂ©jĂ en train de sâatteler Ă la mise en place effective de ce nouvel outil de financement.
Que fait le Conaroute pour palier au problĂšme de ressources humaines surtout au niveau local ?
Le chef du gouvernement est revenu sur la fragilitĂ© des ressources humaines des collectivitĂ©s territoriales dĂ©centralisĂ©es et il a prescrit au secrĂ©taire gĂ©nĂ©ral de ses Services de voir dans quelle mesure des fonctionnaires du secteur du BTP pourraient ĂȘtre dĂ©tachĂ©s auprĂšs de certaines communautĂ©s territoriales dĂ©centralisĂ©es pour renforcer les capacitĂ©s de CTD. Dans le cadre de la dĂ©centralisation, les exĂ©cutifs communaux sont devenus des vĂ©ritables maitres dâouvrages avec des transferts de financements importants et les portefeuilles routiers importants aussi.
Pour les 360 communes, ce ne seront pas moins de 80.000 km de routes qui leur seront transfĂ©rĂ©s. Si vous prenez le niveau de transfert des fonds maintenant, autant le ministĂšre des Travaux publics transfert 28 millions de F par commune autant le Minhdu aussi fait des efforts. Je crois quâil y a une douzaine de mairies qui fait lâobjet dâimportants transferts aussi.
Il y a donc des risques Ă ce que les infrastructures de modernitĂ© telles les autoroutes quâon viendrait Ă mettre en place soient des autoroutes vides sâil y a pas de relais Ă la base. Il y a la nouvelle nomenclature routiĂšre qui est en cours. Il yâaura les routes rĂ©gionales et les routes communales. Donc, les compĂ©tences seront partagĂ©es. Si la rĂ©gion ne fait rien ça sera un frein Ă la fluiditĂ© dans ce domaine. Si la commune ne fait rien ce sera un frein pour que tout ce beau monde se dĂ©verse sur les autoroutes.

Pour les 360 communes, ce ne seront pas moins de 80.000 km de routes qui leur seront transfĂ©rĂ©s. Si vous prenez le niveau de transfert des fonds maintenant, autant le ministĂšre des Travaux publics transfert 28 millions de F par commune autant le Minhdu aussi fait des efforts. Je crois quâil y a une douzaine de mairies qui fait lâobjet dâimportants transferts aussi.
Il y a donc des risques Ă ce que les infrastructures de modernitĂ© telles les autoroutes quâon viendrait Ă mettre en place soient des autoroutes vides sâil y a pas de relais Ă la base. Il y a la nouvelle nomenclature routiĂšre qui est en cours. Il yâaura les routes rĂ©gionales et les routes communales. Donc, les compĂ©tences seront partagĂ©es. Si la rĂ©gion ne fait rien ça sera un frein Ă la fluiditĂ© dans ce domaine. Si la commune ne fait rien ce sera un frein pour que tout ce beau monde se dĂ©verse sur les autoroutes.

Local Languages: Pioneer Limbum Dictionary Published

The âLimbum-English Dictionary and English-Limbum Index,â by Francis Wepngong Ndi, is the first elaborate work on the language.
As part of efforts to promote the learning and standardization of the Limbum language, the âLimbum-English Dictionary and English-Limbum Index,â was published in 2015 by the Royal Museum for Central Africa, Belgium. The author, Francis Wepngong Ndi, a linguist, studied at the then University of Yaounde and in The Netherlands.
The 418-page work contains about 6,083 main entries, an index of over 5,900 English items and 7,500 Limbum items. There is also a pronunciation guide, the Limbum alphabet, consonants, vowels and tones, and alphabetical order of tones and rare contour tones. The dictionary entries include headwords, phonetic forms, source language, parts of speech, meaning, plural forms of nouns and noun class information. Others are verbal extensions, variant forms, homonyms, multiple senses, sub-entry, notes, example sentences and cross references. There is also a rich bibliography and appendices on orthography and Mbum place names.
According to Francis Wepngong, earlier versions of Limbum dictionaries were lexicons, and thus not elaborate. There was therefore need to go deep, analyse Limbum grammar and set standards for reading and writing the language, he explained. The âLimbum-English Dictionary and English-Limbum Indexâ is the first elaborate Limbum book with new grammar findings and pronominal uses, the author points out. Parts of speech have been covered and names of animals, trees and insects common in the Grassfields region of Cameroon have been included.
The writing of the dictionary lasted from 2002-2015, with eight Limbum native speakers providing their inputs. Francis Wepngong Ndi says the work is intended for Limbum learners and researchers and those interested in other Grassfield languages. It costs 17,500 FCFA, but he plans to acquire reprinting rights from the Belgian publishers for the work to be reproduced locally at cheaper cost. Limbum has more than 750,000 speakers, mostly in Ndu and Nkambe Subdivisions of Donga-Mantung Division in the North West Region. The language consists of three significant dialects, with the differences being mainly phonological, thus not affecting intelligibility.

Over 182,000 GCE Candidates Begin Sitting Examinations

Both Ordinary and Advanced Level examinations organised by the Cameroon GCE Board will as from today, Monday, May 30, 2016, last about a month.
Some 182,416 candidates all over the country will as from today, May 30, 2016, begin writing various examinations organised by the Cameroon General Certificate of Education, GCE Board, up from 1680,000 in 2015. Out of the number, over 138,000 are for the GCE Ordinary Level, while about 46,000 candidates are sitting Advanced Level examinations. According to sources at the GCE Board headquarters in Buea, the examinations will take about a month to complete.
Speaking in recent interview with Cameroon Tribune, the Registrar of the GCE Board, Humphrey Ekema Monono, said there were more than 900 accommodation centres this year, with 20 GCE Ordinary Level and 20 GCE Advanced Level subjects to write. The new subjects this year are Logic and Citizenship, after Advanced Level English and Special Bilingual French were introduced last year. On the cost, the Registrar said not less than Four billion FCFA is needed to organise the examinations from question preparation to the written phase, marking and publication of results; excluding the allowances of workers. The estimate however includes the transport of material into the hinterlands.
Meanwhile, GCE examination results will in future be published online. But for this year, a combination of publication through SMS text messages and in newspapers will be done, Humphrey Ekema Monono promised. The Registrar noted that complementing the publication of GCE results with SMS text messages was normal, unfortunately, candidates are not often patient enough, while the present suppliers of results do not have the technical know-how to provide them on time.
Humphrey Ekema Monono also expressed concern over the growing number of GCE subjects: âOne question we keep asking ourselves is, in the face of this increasing number of subjects, how many subjects is a candidate allowed to sit? Schools are trying to include all subjects on their timetables, but we wonder if there is effective teaching. How much time is allotted for each subject? The subjects are getting too many. We will present this problem to the authorities for orientation and guidance,â he promised last April.

The former First lady of Cote dâIvoire was once more in court yesterday to answer new charges.
Simone Gbagbo, the wife of the former President of Cote dâIvoire, Laurent Gbagbo was once more in court on Tuesday, May 31, 2016 to answer new charges of crimes against humanity as she is accused of involvement in rights abuses against supporters of her husbandâs rival current President Alassane Ouattara in the 2010 presidential election. In the expected one-month trial, she faces allegations of crimes against prisoners of war, crimes against the civilian population and crimes against humanity, African Review newspaper reported.
Mrs Gbagbo was already in court in March 2015 when she was handed a 20-year jail sentence for âattacking State authorityâ over her role in post-election violence in 2010 that left more than 3,000 people dead. The trial that started May 31, is taking place in Abidjan, where the 66-year-old former first lady is being held. News agencies reported that several dozens of her supporters cheered when she arrived in court, while she waved and smiled at them. The trial opened just five days after the Supreme Court rejected her final appeal against the 20-year sentence she was handed last year in her first trial.
The new trial of Simone Gbagbo started in the absence of three rights groups that represent nearly 250 victims, who have refused to take part in the trial on grounds that they doubt its credibility. Human Rights Watch said the trial could be a pivotal moment for Cote dâIvoire but warns, "However, for the trial to be meaningful to victims, it must be credible, fair, and followed by other trials that target high-level rights abusers from both sides of the 2010-2011 post-election crisis," Africa Review quoted the groupâs statement.
The leader of the Ivorian League of Human Rights, Pierre Kouame Adjoumani is quoted to have explained that, "Our lawyers have not had access to all stages of the procedures, how can they defend their case.â At the moment Simone Gbagbo is starting another trial, her husband, Laurent Gbagbo is currently on trial for crimes against humanity at the International Criminal Court (ICC) in The Hague.
