Depuis plusieurs semaines, en effet, les appels Ă la candidature du prĂ©sident Paul Biya dans le cadre de lâĂ©lection prĂ©sidentielle prĂ©vue en 2018 agitent la scĂšne politique et mĂ©diatique nationale, Ă lâinitiative des militantes et militants du Rassemblement dĂ©mocratique du peuple camerounais (RDPC), le parti au pouvoir. A ces appels contenus dans les motions de soutien qui se multiplient, se sont jointes, ces derniers jours, dâautres motions invitant en outre Ă lâorganisation anticipĂ©e de lâĂ©lection prĂ©sidentielle de 2018. Jeudi dernier, pour la premiĂšre fois, un haut responsable du RDPC sâest exprimĂ© sur ces questions (voir interview). En ce qui concerne le Mouvement pour la Renaissance du Cameroun (MRC), le Pr Maurice Kamto, le prĂ©sident national de cette jeune formation politique de lâopposition, se dit partant. « Nous irons aux Ă©lections, quel que soit lâendroit, quel que soit le lieu et quel que soit le temps », a-t-il dĂ©clarĂ© aux confrĂšres le 4 fĂ©vrier 2016 Ă Douala, lors du lancement dâune campagne nationale pour la signature dâune pĂ©tition « adressĂ©e Ă tous les Camerounais, sans considĂ©ration des chapelles politiques, Ă©pris de paix et de justice ; Ă toutes celles et tous ceux qui veulent que la dĂ©signation des dirigeants de notre pays passe par des Ă©lections libres, transparentes, sans achat des consciences, sans bourrage des urnes, dĂ©barrassĂ©es de fraudes, afin que seule triomphe la volontĂ© du peuple ». 11th February:Douala Youths in the Feast
Kickoff for weeklong activities was given in Bonaberi on Febraury 4,2016.
Scores of secondary and primary schools in the Douala IV municipally thrilled authorities and the population of Bonaberi with Kung Fu and traditional dances during the launch of the 50th Youth Day activities by the Regionâs Secretary General at the esplanade of the Divisional Officerâs Office in Bonaberi yesterday. âAmbass bey,â a dance from the Sawa area by pupils of EPL Primary School Bonaberi, left no one indifferent while the Njang dance from the North West by the CEGET College in Bonaberi made even Ewondo natives present, to dance to the melody from the schoolâs traditional drums. Other activities like choral singing by the Presbyterian Secondary School and Mother Theresa College created a centre of attention and exerted thunderous applauses from the watching-crowd. A poem on patriotism by a student from the Government Bilingual High School Bonaberi and a humour from a student in Government Bilingual High School Mambanda discouraged deviant behaviour by students and called on all and sundry to denounce any suspicious act that might led to the downfall of the Islamic Sect that is terrorising the country. An exhibition on motor mechanic, dyeing, sawing, electricity, and production of national juice by students was equally amazing.
On the field to launch the weeklong activities of the 50th Youth Day on the theme: âYouth, Citizenship and the Fight against Insecurity for the Advent of an Emergent Cameroon,â was the Littoralâs Secretary General, Ludovic Ngbwa who gave a handful of advice to the over 1,000 youths present. He did not mince words when he told the youths to stay away from the consumption of drugs which is the root of all evil. In the presence of the Cameroonian born Triple Jump medallist, François Mbango, he paid tribute to soldiers at the battle ground and enjoined youths to inculcate patriotic spirit in order to defend their fatherland against the Sect.

Youth Employment:Promising Sectors Under Scanner
Officials of the Ministry of Employment and Vocational Training are meeting in Yaounde for their annual conference.
Vocational training is the foundation for every meaningful development and copying the good side of policies for a change in society and most especially for a better number of Cameroonâs employment performance is nothing bad, says the Minister of Employment and Vocational Training, MINEFOP, Zacharie Perevet. The Minister has vowed to transform Cameroonâs vocational training and employment sector to what holds in a partner country, South Korea where vocational training takes pride of place in the countryâs growth drive. Chairing the opening ceremony of the annual conference of MINEFOP in Yaounde yesterday February 4, 2016, Minister Perevet stated that his management was committed to tapping from Korea to enhance its human resources.
Staff of the Ministry will on the theme ; « Vocational Training and Growth and Employment Promising Sectors » seek to harmonise policies and strategies that can scale up employment figures, explained Comfort Ngu Fomede, Technical Adviser N° 1. She said the Ministry was working towards directing all vocational training programmes towards the needs of the job market. Promising sectors like esthetics, wood work, industrial plumbing, electricity, automation, Information and Communication Technologies, hotel managemnt and tourism have been cited amongst the good employment specialities. She stated that the three advanced vocational training centres in Douala, Limbe and Sangmelima constructed and equipped with the support of the Korean government will train trainers and job seekers in many specialities that fall within promising sectors. The Ministry will in 2016 facilitate and promote job creation through the operationalisation of the centres. Specialities were identified in collaboration with enterprises employing job seekers, it was disclosed.
The Minister stressed that any vocational training centre to go operational in Cameroon must henceforth answer an employment need that has been clearly identified. The professional insertion of youths into the job market is slow, according to MINEFOP estimates which stand at 30-40 per cent. This figure is beyond expectation, but Zacharie Perevet says they are working towards turning the tides.
Experts are reflecting on issues like ; « Job Market and Socio-professional Insertion of Youth : Focus on Growth Promising Sectors, » « Public-Private Partnership and the Financing of Professional Training, » and « Conclusions and Prospects of the National Forum on Apprenteeship in Cameroon.» The annual conference ends today February 5, 2016 with a ceremony to wish Minister Zacharie Perevet best wishes for 2016.

Cameroon-Japan Cooperation:Ambassador Okamura Meets North West Governor
The diplomat led a press trip to Lake Nyos to visit the degasing project funded by his government.
The Japanese Ambassador to Cameroon, His Excellency Kunio Okamura, on February 3, 2016, in Bamenda, met with the Governor of the North West Region, Adolphe Lele Lafrique, during which they discussed cooperation between the two countries. The Ambassador was on his way to Lake Nyos area in Boyo and Menchum Divisions to visit a Japanese-funded lake degasing project.
Speaking to the press after the meeting, Kunio Okamura said the Japanese government has been funding and taking part in the monitoring of volcanic activities in the lake since the 1986 gas disaster to avoid any future occurrence. He said it was his first visit to the region since taking up duties last year. The diplomat added that it was also his first time of meeting with Governor Lele Lafrique. On his part, Governor Lele LâAfrique thanked the Japanese government for the support given to Cameroon since 1986 in providing expertise in preventing any future gas eruption.
He said survivors and descendants of the August 21, 1986 Lake Nyos Gas Disaster needed roads and social amenities like water and classrooms. The Governor said government has taken steps to provide some of the needs, but much was still lacking. Lele Lafrique solicited the support of foreign partners like Japan in order to improve the living conditions of the people, noting that a security perimeter around the lake has been earmarked. This he explained, will with time enable people displaced by the disaster to return to areas not included in the security perimeter.

Editorial:PNDP III, Genuine Synergy Necessary!
With almost all now set for the Community-driven Participatory Development Programme (PNDP) to take phase III of its projects off the ground, beneficiary populations are certainly beaming with enthusiasm to see what projects will be financed in their localities. Indeed, their expectations are legitimate given what the programme has done in the already reached areas in terms of development.
Official statistics show that since 2004 when the programme saw the light of day, the living conditions of millions of Cameroonians in rural areas have been improved upon and about 900 boreholes constructed to supply thousands of households with potable water. Over 1,726 birth certificates and 1,010 national identity cards are also said to have been issued to pygmies, 32 health centres constructed to facilitate access to affordable health care as well as 161 km of farm-to-market roads constructed to facilitate the movement of people and goods. If only for these and other achievements, many could fervently pray for its continuation.
News therefore that funding for the third phase is available ignites joy and raises hope in the population, especially those earmarked by the life-changing projects. In effect, a FCFA 42 billion loan agreement was signed Wednesday between the Minister of the Economy, Planning and Regional Development, Louis Paul Motaze and the World Bank Director of Operations in Cameroon, Elisabeth Huybens to rumble off the programmeâs third phase.
What makes the soon-to-start third phase of PNDP more interesting is the announced priority for areas not reached by the last two phases. This gives the programme a national touch. But beyond that, giving the significant share of the funds (42 per cent) to a development-challenging region like the Far North manifests the human face absolutely needed by a programme of this nature. Imposed insecurity in the region owing to barbaric activities of extremist Boko Haram sect has pulled back her development. This therefore needed unreserved attention, part of which is already contained in the PNDP phase III.
As the stakeholders brace up to start field work when the funds are disbursed, it would be of utmost importance to reinforce the participatory approach in development that the programme set out to achieve. This entails going to the population, discussing with them on their needs and seeing how and when the programme could step in. As a matter of fact, it shouldnât be Yaounde bureaucrats sitting in air-conditioned offices to choose what they deem good for people in rural settings. Thank God PNDP works with councils, through their various council development plans which have almost all been drawn up and endorsed. Even with the development plans, there is need to ensure that projects are taken to where and when they are needed. It doesnât serve any purpose digging boreholes, for example, where the local population; through their village development associations, have procured potable water.
Beneficial populations will better express their needs, appreciate any project that comes to meet their needs and jealously preserve whatever is given them following their request. National Assembly:German MPs Seek Strengthened Relations
A delegation led by the President of the Parliamentary Commission for Economic Cooperation and Development was received by the Senior Vice Speaker on February 3, 2016.
The Federal Republic of Germany seeks to assist Cameroon boost economic growth, youth employment, rural development, protect natural resources and diversify energy sources by improving on trade and business relations between both countries. This was reiterated on February 3, 2016 at the National Assembly by a visiting delegation of the members of the German Parliament led by the President of the Parliamentary Commission for Economic Cooperation and Development, Mrs Dagmar Wöhrl, during a meeting with Senior Vice Speaker, Honourable Hilarion Etong.
After the meeting, Dagmar Wöhrl told the press that the âfruitful discussionsâ aimed at seeking new avenues not only to strengthen trade and economic relations but also to upgrade relations between the two parliaments on the level of commissions and bilateral parliamentary friendship groups. The meeting also provided an opportunity for the guests to reaffirm Germanyâs solidarity with Cameroon against the threat of terrorism. The delegation included the President of the Parliamentary Commission for Economic Affairs and Energy, Dr. Peter Ramssauer who saw a multitude of options and great potential for strengthening relations especially in the domain of renewable energy which his country is progressively adopting to the detriment of nuclear and fossil energy. The German MP hailed historic ties between both countries as well as the speaking and learning of the German language by many Cameroonians.
The delegation which was accompanied by German Ambassador to Cameroon, H.E. Holger Mahnicke, ends its five-day visit today February 5, 2016.

Emplois jeunes: Les nouveaux gisements
Le ministĂšre de lâEmploi et de la Formation professionnelle (MINEFOP) envisage de crĂ©er dĂšs cette annĂ©e et ce jusquâen 2020, des emplois pour les jeunes.
Le Plan dâaction national mis en place, Ă cet effet, et rĂ©cemment validĂ© Ă YaoundĂ© table sur 380 000 emplois dans des secteurs bien prĂ©cis : agriculture, tourisme, pisciculture et Ă©levage. Le principal objectif visĂ© Ă©tant dâadresser le problĂšme du sous-emploi. Il sâagit du rapport du nombre de chĂŽmeurs (selon le Bureau international du Travail) et actifs occupĂ©s en situation de sous-emploi (visible ou invisible) Ă la population en Ăąge de travailler, exprimĂ© en pourcentage. Le sous-emploi visible est le fait pour une personne active occupĂ©e de travailler involontairement moins de 40 heures par semaine. Tandis que le sous-emploi invisible traduit le fait quâun actif occupĂ©, travaille en gagnant moins que le Salaire minimum interprofessionnel garanti (SMIG, 36 270 FCFA) horaire en vigueur
En effet, la derniĂšre enquĂȘte camerounaise auprĂšs des mĂ©nages (ECAM 4) rĂ©alisĂ©e par lâInstitut national de la statistique (INS) sur la pĂ©riode 2007-2014, rĂ©vĂšle que lâĂ©conomie informelle continue dâĂȘtre le rĂ©ceptacle de jeunes chĂŽmeurs Ă la recherche de leur subsistance, en attendant de meilleures opportunitĂ©s dâinsertion dans lâĂ©conomie moderne. Le taux dâinformalitĂ© des emplois est passĂ©, selon lâINS, de 90,3% en 2007 Ă 88,6% en 2014. Une baisse encore jugĂ©e insuffisante. Le taux de sous-emploi global chez les jeunes ĂągĂ©s de 15 ans ou plus, se situe Ă 77,6% en 2014, dâaprĂšs les donnĂ©es de lâINS.
Sur la structure du marchĂ© du travail au Cameroun, on apprend Ă©galement de lâenquĂȘte de lâINS, que le secteur tertiaire (administrations et entreprises publiques) a Ă©tĂ© le plus dynamique dans la crĂ©ation dâemplois, contrairement au secteur privĂ©, plus hĂ©sitant. En effet, la part du tertiaire dans les emplois est passĂ©e de moins de 20% en 2007 Ă 24% en 2014. Par contre, sur la mĂȘme pĂ©riode, la part de lâagriculture a reculĂ©, passant de 57 Ă 45%, du fait de la migration des chercheurs dâemplois vers dâautres secteurs dâactivitĂ©s. En plus du tertiaire, la contribution des secteurs de lâagro-alimentaire et des bĂątiments et travaux publics (BTP) a considĂ©rablement Ă©voluĂ©. Lâaugmentation du volume dâemplois est respectivement de 84% et 40%. Toutefois, lâagriculture reste en tĂȘte des secteurs dâactivitĂ©s qui contribuent Ă la crĂ©ation dâemplois des jeunes de 15 ans ou plus (45,3% en 2014) suivi des services (24,4%) ; le commerce (14,0%) ; lâagro-alimentaire (7,0%) ; les autres industries (4,2%), les BTP (2,8%) ; lâĂ©levage et la pĂȘche ( 2,3%).

Aujourdâhui, la lutte contre le chĂŽmage des jeunes, commande, autant pour le gouvernement que pour les jeunes chercheurs dâemplois, dâexplorer les nouveaux secteurs qui recrutent. Il sâagit principalement des Technologies de lâinformation et de la communication (TIC). Dans son message Ă la Nation le 31 dĂ©cembre dernier, le chef de lâEtat, Paul Biya, a, Ă ce propos, soulignĂ© le retard du pays dans le dĂ©veloppement de lâĂ©conomie numĂ©rique, considĂ©rĂ©e comme une niche dâemplois nouveaux pour les jeunes. Le commerce Ă©lectronique, le dĂ©veloppement des applications mobiles et autres appareils numĂ©riques sont quelques activitĂ©s oĂč des jeunes sâinvestissent dĂ©jĂ . Mais pas assez au vu des opportunitĂ©s que le secteur offre. Le tourisme et lâhĂŽtellerie ne sont pas en reste. Lâorganisation des Coupes dâAfrique des Nations (CAN) 2016 et 2019 par le Cameroun sont incontestablement des signes prĂ©curseurs dâun frĂ©missement dont il faudra savoir tirer profit. Idem pour les filiĂšres de lâingĂ©nierie, dont les dĂ©bouchĂ©s restent certains avec les diffĂ©rents chantiers en cours Ă travers le pays. Il reste encore, pour les jeunes en quĂȘte dâun emploi, Ă saisir les opportunitĂ©s quâoffrent ces nouveaux filons. Et pour le gouvernement (avec lâaide de ses partenaires au dĂ©veloppement), de les y intĂ©resser. Notamment au travers de la multiplication des appuis financiers comme les 33,5 milliards de F investis rĂ©cemment dans le Programme de promotion de lâentreprenariat agropastoral des jeunes. La sensibilisation des chercheurs dâemplois sur lâexistence de ces nouveaux mĂ©tiers et la formation professionnelle sont Ă©galement des actions qui pourraient contribuer Ă atteindre lâobjectif visĂ© dans le Document de stratĂ©gie pour la croissance et lâemploi (DSCE), qui est de ramener le sous-emploi de 75,8% Ă moins de 50% Ă lâhorizon 2020.

Paul Biya remobilise la jeunesse
Message intĂ©gral du chef de l'Etat Ă la jeunesse pour le cinquantenaire de leur fĂȘte.
Mes chers jeunes compatriotes,
Câest toujours pour moi, un moment important de mâadresser Ă vous, Ă lâoccasion de la cĂ©lĂ©bration de la FĂȘte Nationale de la Jeunesse.
Cette année, nous en célébrons la cinquantiÚme édition, preuve de la constante attention que la nation tout entiÚre porte à sa jeunesse, depuis un demi-siÚcle.
On ne le dira jamais assez, notre jeunesse constitue un atout majeur pour le devenir de la nation. Elle est nombreuse et riche de potentialités, dynamique et ambitieuse, conquérante et inventive.
Je voudrais Ă cet Ă©gard saluer nos jeunes compatriotes qui se sont illustrĂ©s ces derniers temps par des innovations dâune grande valeur, reconnues de tous. Ils ont pris des initiatives pleines dâaudace, dans le domaine trĂšs compĂ©titif des nouvelles technologies de lâinformation et dans bien dâautres domaines, comme lâagriculture.
Ils nâont pas eu peur. Ils ont osĂ©. Câest ce que je vous recommande depuis toujours. Ils ont su braver les insuffisances de notre pays encore en pleine construction. Et ils ont obtenu de bons rĂ©sultats dont nous pouvons tous ĂȘtre fiers.
Ils sont de bons exemples dâengagement patriotique personnel pour notre sociĂ©tĂ©. Ils mĂ©ritent le soutien de tous. Quâils soient source dâinspiration pour ceux qui hĂ©sitent ou qui attendent encore !
Mes chers jeunes compatriotes,
Le patriotisme est une vertu que certains pourraient trouver passĂ©iste, mais ce serait Ă tort. Aujourdâhui encore, il demeure, pour la nation, la marque dâune citoyennetĂ© responsable et dignement assumĂ©e.
Il est bon, quel que soit votre rÎle dans la société, de savoir faire preuve de patriotisme, pour mériter de la nation :
Lâagriculteur dans son champ, lâĂ©lĂšve ou lâĂ©tudiant dans leurs Ă©tudes, lâouvrier sur son chantier, lâinstituteur dans sa salle de classe, le mĂ©decin ou lâinfirmiĂšre Ă lâhĂŽpital, le chercheur dans son laboratoire, le fonctionnaire dans son bureau, le commerçant dans sa boutique, le mĂ©canicien dans son garage, le balayeur Ă son poste de travail, le transporteur aux commandes de son engin.
Que chacun accomplisse sa tĂąche avec amour de la patrie. Alors seulement nous serons une force de progrĂšs pour notre pays.
Voyez Ă ce sujet lâexemple de nos jeunes engagĂ©s au front. Ils protĂšgent notre pays de la menace terroriste, depuis deux ans. Lâamour de la patrie les soutient et les pousse, bien des fois, jusquâau sacrifice suprĂȘme.
Ils ne se comportent pas comme ces autres jeunes qui se sont fait recruter, au prix dâimportants sacrifices, dans lâadministration. Ils dĂ©sertent ensuite leurs postes dâaffectation, tout en continuant de recevoir une rĂ©munĂ©ration. Ceux-lĂ sont lâexemple de ce quâil ne faut pas faire.
Dâaucuns sâintĂšgrent dans la fonction publique seulement en quĂȘte dâun matricule, comme ils aiment Ă le dire. Ceux-lĂ ne mĂ©ritent pas de la nation.
La recherche du gain facile et lâenrichissement sans cause sont des voies de perdition quâil faut bannir des milieux jeunes.
Il est bon que notre jeunesse sâimprĂšgne des valeurs rĂ©publicaines et citoyennes. Elle devrait en faire le fondement dâun engagement authentique, sur tous les fronts, quâils soient sĂ©curitaires, Ă©conomiques, culturels ou sociopolitiques.
Mes chers jeunes compatriotes,
Je suis pleinement conscient de vos difficultés. Je connais vos doutes et vos angoisses. Je sais notamment que vous avez de la difficulté à trouver du travail.
Des facteurs exogĂšnes, liĂ©s Ă lâenvironnement Ă©conomique global, combinĂ©s Ă certaines pesanteurs internes, limitent notre capacitĂ© Ă crĂ©er des emplois dĂ©cents. Mais nous ne baissons pas les bras. Nos efforts ces derniĂšres annĂ©es commencent Ă porter des fruits.
La mise en service prochaine de plus grandes infrastructures et lâexĂ©cution en cours du plan dâurgence triennal devraient consolider ces rĂ©sultats.
A moyen terme, le lancement du vaste programme dâindustrialisation, dont jâai Ă©voquĂ© les grandes lignes le 31 dĂ©cembre dernier, devra gĂ©nĂ©rer dâimportantes opportunitĂ©s dâemplois.

A moyen terme, le lancement du vaste programme dâindustrialisation, dont jâai Ă©voquĂ© les grandes lignes le 31 dĂ©cembre dernier, devra gĂ©nĂ©rer dâimportantes opportunitĂ©s dâemplois.
Le dĂ©veloppement de notre agriculture y tiendra une place de choix. Je vous engage Ă opĂ©rer une rĂ©elle rĂ©volution des mentalitĂ©s Ă ce sujet. La terre ne trahit jamais. Nâayez pas peur de franchir le pas, soyez les entrepreneurs agricoles dont le Cameroun a besoin. Câest un mĂ©tier noble et rĂ©munĂ©rateur de ce quâil est convenu dâappeler lâĂ©conomie rĂ©elle.
Jâen appelle donc Ă la responsabilitĂ© des aĂźnĂ©s : il est bon dâencourager les jeunes au travail de la terre, il nâest pas judicieux de les en dĂ©tourner.
Il est tout aussi important de leur en donner le bon exemple : Les travailleurs urbains doivent aussi pouvoir sâinvestir en zone rurale. Par leur action et par celle du gouvernement, nous devons rendre nos villages plus accueillants pour notre jeunesse.
Il ne sâagit pas dâattendre de pouvoir rassembler de gros moyens. Câest avant tout une affaire de volontĂ© et dâengagement. Dans lâagriculture, il est souvent possible de faire beaucoup avec peu.
De nombreux programmes existent au niveau du gouvernement pour soutenir le développement rural. Informez-vous sur ces programmes. Vous devez pouvoir en profiter.
A tout ceci, il faut ajouter un domaine qui, je le sais, vous est trĂšs cher, Ă vous de la gĂ©nĂ©ration dite « Android ». Il sâagit du dĂ©veloppement de lâĂ©conomie numĂ©rique.

- Le gouvernement devra poursuivre avec mĂ©thode et efficacitĂ© la mise en place dâune infrastructure adĂ©quate ; mais aussi lâassainissement et la bonne rĂ©gulation de ce secteur clĂ©, dans lâintĂ©rĂȘt de lâĂ©conomie nationale et du dĂ©veloppement de lâemploi-jeune.
- Les instituts de formation, publics ou privés, sont appelés à jouer leur rÎle pleinement. Ils doivent identifier les métiers nouveaux et adapter leurs programmes en conséquence.
- Les grandes entreprises et autres structures, publiques comme privĂ©es, sont appelĂ©es Ă donner lâexemple, en procĂ©dant progressivement Ă leur propre mutation numĂ©rique.
- Les institutions financiĂšres trouveront certainement leur intĂ©rĂȘt Ă dĂ©velopper des programmes spĂ©cifiques, pour soutenir les projets portĂ©s par les jeunes dans cette nouvelle Ă©conomie.
Câest au prix dâun tel engagement collectif que nous allons gagner le pari dâune transition numĂ©rique rĂ©ussie.
Ces deux secteurs, lâagriculture et lâĂ©conomie numĂ©rique, nous appellent Ă poursuivre, en lâintensifiant, la professionnalisation de notre enseignement secondaire.
Dans lâenseignement supĂ©rieur, les diffĂ©rents acteurs ont Ă©tĂ© mobilisĂ©s pour fournir progressivement, au marchĂ© de lâemploi, des ressources humaines rĂ©pondant aux exigences nouvelles.
Les entreprises cherchent non pas simplement des diplĂŽmĂ©s, mais des travailleurs bien formĂ©s Ă des mĂ©tiers prĂ©cis, et sans cesse adaptĂ©s Ă lâĂ©volution du monde.
En rĂ©ponse Ă cette attente, je me rĂ©jouis de ce que trois Centres Pilotes dâExcellence Professionnelle ont Ă©tĂ© ouverts Ă Douala, LimbĂ© et SangmĂ©lima. Le gouvernement y a investi environ 21 milliards, pour assurer le recyclage et la mise Ă niveau de techniciens supĂ©rieurs et autres ouvriers qualifiĂ©s.
Lâinsertion Ă©conomique de la jeunesse est donc un souci constant. Nos actions vont se poursuivre avec plus de pugnacitĂ©, afin que notre jeunesse tire le meilleur profit des nombreux chantiers et projets en cours ou en prĂ©paration.
Dans cette optique, je viens de prescrire le lancement dâun plan triennal « SpĂ©cial Jeunes », dotĂ© dâune enveloppe globale de 102 milliards de francs CFA.
