Economie numérique: L'obstacle de la cybercriminalité

Pour développer le potentiel du business via les Tic, un forum se penche sur la cybersécurité au Cameroun. La bonne affaire que représentent Internet, la téléphonie mobile, l’audiovisuel, les logiciels, les télécommunications, attire aussi bien les entrepreneurs que les malfaiteurs d’ici et d’ailleurs, selon des explications données hier, 1er mars 2016, par le Dg de l’Agence nationale des technologies de l’information et de la communication (Antic), Ebot Ebot Enow. En la matière, le vocabulaire relève encore du jargon : webdefacement, scamming, phising... Mais l’on peut regrouper les cinq pratiques qui constituent un fléau pour le secteur en quelques mots, l’escroquerie via le mail (annonçant des gains à une loterie, un recrutement) ; le détournement, le blocage ou l’altération de sites Web ; la fraude bancaire et le détournement du trafic de téléphonie.
Les dernières factures laissées par ces criminels parlent : 38 milliards de F pertes pour une compagnie de téléphonie mobile victime d’une mystification sur son propre réseau (des appels internationaux comptabilisés tels des communications locales), 3 milliards de F soutirés dans des comptes bancaires via de fausses cartes magnétiques… Et il y a même des préjudices inestimables comme les blocages ou modifications des sites Web d’institutions publiques. Un millier de fraudes via le Net ont été enregistrés ces derniers temps. De quoi rebuter les usagers déjà naturellement peu enclins aux changements d’habitudes qu’apporte l’économie numérique.
C’est dire combien la réunion de mains expertes et inexpertes pour protéger l’économie numérique naissante au Cameroun, depuis hier et jusqu’à ce jour à Douala, est importante pour l’ensemble du pays, a souligné le gouverneur du Littoral, Samuel Dieudonné Ivaha Diboua. Dès lors qu’il s’agit de renforcer « la confiance, un élément crucial » pour un tel business où en général l’on ne voit pas son partenaire. Au cas contraire, ce sont les effets néfastes de l’insécurité dans ce domaine où bénéfices légaux et illégaux peuvent se multiplier très rapidement (on parle d’un taux de croissance double pour ce secteur, par rapport à l’économie traditionnelle) qui convaincront la grande masse d’utilisateurs potentiels de ne rien en faire.
Et pourtant, la connexion à l’économie numérique devrait trouver un champ fertile au Cameroun. Avec son 126e rang mondial (sur 142 pays classés) à l’indice de préparation du réseau des Tic à accueillir l’activité d’économie numérique, le Cameroun a encore des « efforts à faire » pour tirer le meilleur parti d’un environnement finalement plutôt sûr. L’Union internationale des télécommunications estime que le Cameroun est le quinzième e-espace le mieux sécurisé au monde.

Free Surgery For Obstetric Fistula

The campaign is organised by CHU as part of activities to mark the Women’s Day.
Some women in Yaounde have begun benefiting from free surgical fistula repairs at the Yaounde University Teaching Hospital dubbed CHU in the French Language. According to the Head of the Fistula Centre at the Yaounde University Teaching Hospital, Professor Pierre Marie Tebeu the event is organised by the hospital, in collaboration with the Geneva Foundation for Medical Education and Research, with aim to accompany women celebrate the 31st Edition of the International Women’s Day.
Prof. Tebeu told Cameroon Tribune (CT) that a woman cannot be autonomous with a hole between her vagina and rectum or bladder that is caused by prolonged obstructed labour, leaving her with a continuous leakage of urine or faeces or both. That is why the hospital is at the rescue of women suffering from obstetric fistula better handle the situation through a free surgical intervention. While noting that the campaign will end on March 10, 2016, Prof. Tebeu said the operation and hospitalisation fees is being paid for by the hospital, while drugs are provided for by partners such as Geneva Foundation for Medical Education and Research.
Unlike before when patients needed to pay between FCFA 300,000 to 500,000 to have their obstetric fistula corrected, Prof Tebeu said this time around, patients will need to take care only of their feeding as well as pre-medical examination before the surgery which stands at FCFA 30.000. Yesterday at the Yaounde University Teaching Hospital, over four women had already benefitted from the campaign.
Although the campaign targets some 20 women in the country, Professor Tebeu noted that if the unit receives more than 20 women, they are not going to send the others away for the hospital administration will sort out ways to treat them. ­While noting that Obstetric Fistula is a major problem in Cameroon with an estimated 10.000 cases in the country that needs surgical intervention, the Head of the Fistula Centre at the Yaounde University Teaching Hospital noted that teenagers and women with low income who give birth without access to medical help are victims of fistula. Medical experts say that the prolonged labour produces contractions that push the baby’s head against the mother’s pelvic bone.
The soft tissues between the baby’s head and the pelvic bone are compressed and do not receive adequate blood flow. This causes the delicate tissue to die, and when it dies holes are created between the mother’s bladder and vagina and/or between the rectum and vagina. This is what produces incontinence in a fistula patient.

Primaries, Caucuses Elections In Vital Phase

Candidates seeking their parties presidential nominations are contesting primaries and caucuses elections ahead of the nomination conventions.
The race to replace US President Barack Obama during the November 8, 2016 presidential election is gradually getting to the crescendo as the various candidates seeking the nomination of their parties are already hustling and bustling on the field. The hallmark in the primaries and caucus elections held on March 1, 2016 in what is called Super Tuesday primary polls. Eleven States indeed, cast votes for candidates from either the Republican or Democratic parties or both.
For the current ruling Democratic party, the candidates seeking the party’s nomination include former First Lady Hillary Clinton and Bernie Sanders. As for the Republican party, the five candidates seeking its nomination include Ted Cruz, Marco Rubio, Ben Carson, Donald Trump and John Kasiah.
Primaries and Caucus Elections
The presidential electoral system in the United States of America is complex and cumbersome. Both the Democratic and Republican candidates seeking the nomination of their parties are moving from State to State now and contesting primaries. Through the primaries and caucus elections, the contesting candidates campaign and win delegates who would vote for them in their respective parties nominating conventions.
The primary elections are run by State and local governments, while the caucuses are organized directly by the political parties. Some States hold only primary elections, some hold only caucuses and others use a combination of both. According to the 2016 presidential election calendar, primaries and caucuses have to run from February 1, 2016 to June 14, 2016. Presidential caucuses and primaries are indirect elections.
Depending on each State’s law and State’s political party rules, when voters cast ballots for a candidate in a presidential caucus or primary, they may be voting to award delegates bound to vote for a candidate at the presidential nominating conventions. They may also simply be expressing an opinion that the State party is not bound to follow in selecting delegates to their respective national conventions.
Before the effective take off of the primaries and caucuses, candidates had earlier announced their intentions to run and file their statements of candidacy with the Federal Election Commission. Between August 2015 to March 2016, primary and caucus debates have to take place.
Nominating Conventions
Following the electoral calendar, the main Democratic and Republican political parties will hold their nominating conventions between April and August 2016. Minor third parties are also programmed to hold the conventions within their period. It is during the nominating conventions of the parties the delegates elect the candidates who will be their parties presidential flag bearers. The candidates who win the elections during the nominating conventions are finally invested by their parties.

From Primary School To Lucrative Cocoa Farmer

The cocoa farmer, aged 23, employs 5 and pays each FCFA 20.000 a month.
Danya Romanus Dambi, 23, of Ambombo-Widikum origin in the North West Region and resident in Kumba I Sub-Division in the South West Region, cannot regret investing in agriculture which, to him, "is a sustainable activity that can keep life going."
CT gathered that Romanus Dambi started fending for himself after his primary school education. He eked a living in electrical works with friends in their workshops. Unfortunately, he discovered that he could not make up to FCFA 2000 a day for three years of continuous working. He could not even put on the table two or three square meals a day. He told CT that one fortunate Friday, a friend who is a cocoa farmer in Mbonge Sub-Division, invited him to his farm during cocoa harvesting. And it was from there that he was inspired and advised to join them in farm work because the soil never fails.
“It was from this backdrop that I realized that I had wasted my time virtually doing nothing in electrical works,” the young farmer revealed. He successfully got a virgin plot in Barombi Mbo, which is fertile for cocoa cultivation. He got the piece of land and he paid FCFA 700,000 thanks to a loan from his village meeting. He purchased the land in 2008, planted cocoa and palms and he is already harvesting both cash crops.
He has divided the 6 hectares of land, according to him, into two sectors, 3 hectares for cocoa and 3 for palms. He told CT that in 2016, the palm sector produced over 7 tons of red oil; he sold a tin of oil for FCFA 9000. During the rainy season, the price of a tin of palm oil will rise to FCFA 12.000.
He has 5 permanent workers in the farm, pays each FCFA 20.000 a month. “I enjoy farm work.The Head of State said in his message to the youths that the soil can never fail you. And at any time that I go to my farm, I must come back with at least a bunch of plantains or a bag of cocoyams to my house, Reasons why I am encouraging other youths because l am blessed with this agricultural activity.”
Thanks to his farming activity, he now has a motor bike. And, by June 2016, he will get married and his wife will be in partnership with him in his farming business.

Women’s Day Activities Launched

Week-long activities to mark the event in the region kicked off yesterday, February 29, 2016 in Yaounde.
Activities to mark the 31st International Women’s Day in the Centre Region were launched at the Regional Delegation of Women’s Empowerment and the Family in Yaounde yesterday, February 29, 2016. The regional launch came on the heels of the national in Bertoua on Thursday, February 25, 2016.
The day was marked by a meeting with women of all walks of life. Speaking at yesterday’s ceremony, the Regional Inspector in charge of Devolved Technical Services in the Governor’s Office, Léonard Mani, said the theme for this year was a call for women from all walks of life to be involved in the celebrations and for equal rights to be given to men and women. He said women’s empowerment does not mean disobedience in the marital home or rejection, but the ability of women to take care of their wellbeing. Léonard Mani therefore called on the participants to pay attention to various lectures for their own good.
The women discussed and shared ideas and experiences on topics such as “Women, Industry and Artisan,” “Women and ICTs,” “Women, Traditions and Liberty,” and “The Experience Of The Ministry of Women’s Empowerment and the Family In The Empowerment Of Women.” Others were “Women, Peace, Security And Violence Against Women,” and “The Legal Instruments Of The Rights Of Women,” among others. They also listened to tips on mother and child health, the fight against climate change, the socio-economic integration of the girl child and food supplements.
