Interview: â95 % Of People Donât Know They Are Hypertensiveâ
Professor Samuel Kingue, Consultant Cardiologist, Executive President, Cameroon Cardiac Society, talks on cardiac challenges in the country today.
What explains the recurrent cases of cardiovascular accidents in the society today? Cardiovascular diseases are diseases that were formally unknown amongst our population. They were more common in Europe and America. Now that we are getting more aware of our health conditions, we are able to evaluate the prevalence of these diseases. It is evident that the prevalence of cardiovascular diseases in Cameroon is increasing. An example is hypertension which is the leading cause of cardiovascular failures.
The prevalence of hypertension amongst the adult population in Cameroon stands at 30 per cent. Considering the entire population of the country, about 6 million adults in the country are hypertensive and majority of them are not aware. Another frequent cardiovascular disease is diabetes with a prevalence rate of about 10 per cent. In children, there are congenial heart diseases and malformation of the heart that takes place during the formation of the foetus.
With urbanisation, the population is shifting towards the western way of life with our diet changing to more fatty food, salt, alcohol and tobacco consumption. These are habits that are not healthy. In addition, Cameroonians practice less exercise. We are getting to a stage where people are getting more obese thereby being exposed to cardiovascular diseases. Stress too can cause cardiovascular diseases.
What are the symptoms of cardiovascular diseases?
In the case of hypertension, there are two types; that is hypertension without a cause and hypertension with a cause. 95 per cent of people are suffering from hypertension that does not have a cause while 5 per cent of those who are hypertensive have a medical cause. Hypertension without a cause starts gradually with the blood pressure increasing without anybody disorder. It is only when such a patient goes to the hospital for a check-up that it can be detected that the person is developing hypertension.
The second type of hypertension can be noticed when troubles appear such as headaches, dizziness, palpitation and difficulties in breathing. When this is experienced, it means the blood pressure is already very high and it is impairing the functioning of the inner organs such as the brain, heart and the kidney. The latter phase is that of complication when cardiovascular accidents appear such as heart and kidney failures.
Taking the case of diabetes, it is known that when one passes out urine all the time, is always thirsty; it means there is something wrong and that person needs to check his sugar level. Heart failure is manifested through difficulty in breathing, fatigue of the body and swelling of the abdomen.
How can these diseases be prevented and treated?
Our policy is to target three aspects of cardiovascular diseases. The first is health promotion by sensitising the population to adopt healthy lifestyles by changing their diet to less salty, less fatty food and alcohol. Also, people should regularly go for screening of their heart, sugar level, kidney functioning and cholesterol level. If there are signs of cardiovascular diseases, several doctors have been trained in many specialities such as cardiology, dialectology, neurology and the study of the lungs. The treatment will depend on the disease, itâs severity and complications.

Commentary: Regrettable CEMAC
The Central Africa Economic and Monetary Community (CEMAC) has once more pondered on some of the issues that need to be addressed in order to enhance its development. This year, on the occasion of the eighth edition of what has become known as CEMAC days, which stretched from March 10 through 16, reflections centred on the theme; âNatural Resources: Stakes and Challenges.â Citizens of the six countries were urged to discuss how best to improve on the management of the resources of their various countries, handle issues related to transparency and good governance as well as the diversification of economic resources in the sub region.
It was certainly not by chance that authorities of CEMAC came up with a theme that relates to natural resources considering the enormous resources that exist in the sub region, but which unfortunately are poorly extracted and managed leaving the sub region one, if not, the least developed in the African continent.
Come to think of it, the six nations that make up CEMAC have not been able to translate decisions, some of them taken at very high level into practical implementation. The consequences have been quite telling with member countries spending all their time talking integration and living separation. It is not clear why this is happening but from every indication, there is an iota of self-centredness and an absence of âsub regional patriotism.â
The things that are holding back the development of the CEMAC sub region cannot be farfetched. Member States are characterised by institutional bad governance and resistant to putting up a harmonised attractive business climate. For a sub region like CEMAC with its rich natural resources to develop, there must be concerted action to boost trans-national infrastructure and structures that militate in favour of competiveness.
All this is happening at very disappointing pace especially when one observes that authorities have for years been talking about identifying and valorising the vast agro-industrial potentials in the sub region. The laxity with which reforms are being carried out have kept the sub region on one spot. This couldnât have been otherwise. Reforms such as those instituting a sub regional airline company (Air CEMAC), sub regional biometric passport, CEMAC intra-community trade and harmonisation of mining legislation among others have been moving at snail pace.
No one is against the celebration of CEMAC days, but it is important to question what in effect are we celebrating; failure in the implementation of reforms drawn up by the member countries themselves? CEMAC has for the past years been suffering from a clear lack of international competitiveness. Despite the fixed parity of the CFA franc to the Euro, the trade surplus has never worked in its favour.
The European Union Commissioner in Charge of Trade states inter alia that the sub-region has the lowest trade intra-action in the African continent. Employment in exposed sectors continues to stagnate indicating that industries in the sub-region have failed to maintain their outstanding competitive performance. In most of its member countries, industrial wages are extremely low, a situation worsened by inflation subsequent to the depreciation of the CFA franc in 1994. This state of affairs readily calls for regret.

Manki-Mape Bridge Projects Stall
The control mission and contractor say only 26 per cent of the project was executed as at March 1, 2016.
Work on the Manki-Mape Bridge in the Noun Division of the West Region is yet to convince the control mission and the contracting authority (Ministry of Public Works). The project control mission and contractor on March 14, 2016, briefed the Minister of Public Works, Emmanuel Nganou Djoumessi and his Secretary of State, Louis Max Ayina Ohandja, in the company of West Governor, Awa Fonka Augustine, during an evaluation mission to the project site.
They listed occupation by the riverine population of about 5-6 km of earmarked access ways because of the non-payment of compensation. The non-payment of project progress bills, coupled with some technical hitches, were also blamed for retarding work. The Minister urged the Senior Divisional Officer for Noun to examine the complaints of the aggrieved people with a view to compensating them. He challenged the Mayor and traditional leaders of Magba to sensitise the population on the need to quit the areas to be affected by the road.
Emmanuel Nganou Djoumessi said in as much as government wanted the road to pass for development to follow, it will not throw the people into the streets unjustifiably. On the non-payment of project progress bills to the contractors amounting to over FCFA 2 billion, the Minister invited staff of his ministry in charge of such concerns to see how possible and fast things could be worked out.
Technical problems linked to hydraulic works as well as the near scarcity of construction material like recommended cement, were directed to the technical department of the ministry for resolution. This plethora of problems is hindering the visibility of the project's progress, argued the contractor.
Work on the road started on July 1, 2014 and is expected to end on April 30, 2017 after the contractor requested the extension of time frame. The project shall see the development of 21.1 km of road with the construction a 120 ml bridge on the Mvi River and a 100 ml bridge on Mape River. Project bills worth 21.4 billion FCFA are financed by government (46 per cent), the Arab Bank for Economic Development in Africa, BADEA (32.4 per cent) and the Saudi Development Fund (21.6 per cent). Construction is being carried out by the BUN's/MAG Group.

Douala: Eneo Explains Power Outages
It has recruited teams of young people to distribute fliers in the city.
Frequent blackouts have been the order of the day in Douala neighbourhoods like Bonaberi, Ngangue and Deido, and the Moungo and Nkam Divisions of Littoral Region. Since February 16, 2016, areas like Bonaberi have been without electricity for four consecutive days, while others have enjoyed steady power at most for two hours each day.
To calm angry inhabitants in most neighbourhoods following the nightmare and damage caused by frequent power cuts, Energy of Cameroon, Eneo, has dispatched teams of youths to neighbourhoods, including Bonaberi, with fliers containing reasons for the blackouts. According to the flier, Eneo is strengthening the Logbaba-Bassa-Deido-Bonaberi energy transport line that entails replacing electric cables. As to the reason for the replacement, the flier states that it is due to the increase in household demand, supply to cement factories in the Bonaberi Industrial Zone and the desire to provide quality service to areas affected by the ongoing work.
Since the start of work on February 16, 2016, cables have been replaced on the Logbaba-Bassa-Deido and the Dangote-Bonaberi stretches, while the exercise is also going on the Deido-Dangote stretch. Areas seriously affected by the transport line, including Douala IV Council, Moungo and Nkam Divisions, will have to endure the discomfort of regular outages until work ends on March 22, 2016.

They are the frontline contenders for the Republican and Democratic parties nomination for the race to the presidency.
Donald Trump the front-runner in the Republican presidential nomination race on Tuesday, March 15 consolidated his chances by winning in the primaries organized in the key States of Florida, Illinois and North Carolina. He lost Ohio to John Kasich.
Hillary Clinton, the front-runner in the Democratic presidential nomination race on her part, won Tuesdayâs primaries in four States that include Florida, Illinois, North Carolina and Ohio. By mid day yesterday, the winners for both parties in the State of Missouri were yet to be called. This was because Hillary Clinton was locked in a tight competition with her challenger, Bernie Sanders, while Donald Trump was also locked in a tight race with Red Cruz. BBC reported that one Republican contender, Marco Rubio dropped out of the race after losing in his home state of Florida to Mr Trump
After the March 15 second Super Tuesday primaries, statistics are clear on what each candidate needs to secure his/ her partyâs nomination in the race for the White House on November 8, 2016. For Republicans, reports say Donald Trump has moved closer to the nomination but still needs 54 per cent of the remaining delegates to secure outright nomination. His immediate challenger Ted Cruz has gained delegates but a large margin separates him from Mr Trump, the leading contender.
John Kasich has only won one State which is Ohio. For the Democrats, front-runner Hillary Clinton could reportedly sweep the board in the States up for grabs. For now, she needs 42 per cent of the remaining delegates to secure her partyâs nomination.. Her only challenger Bernie Sanders is said to have no plans to quit the race but needs massive victories to overturn Mrs Clintonâs lead.
Mr Trump, despite continuous victories, faces a delicate situation considering increasing condemnation of his campaign within the Republican Party. Some senior Republican officials have reportedly said they would never support him.

Cycling Tour: Morocco Retains Yellow Jersey
They also won the fourth lap of the race yesterday thorough run within the city of Douala over a distance of 103km.
Morocco continues to dictate the pace at the ongoing 13th edition of the international cycling tour of Cameroon. They did not only win the fourth lap yesterday but also conserved the most coveted jersey of the competition, that is the yellow jersey of the race leader. After Er Rafai Mohamed Amine on the first day and Saadoune Abdelati on the second day, it was the turn of Makhchoun Mounir to emerge out of the blues to give Morocco their third lap victory in the competition.
He was closely followed by Mengis Ghereindrias Amanue, an Eritrean who runs for Bike Aid velo club of Germany in the second position and Kovac Maros of Slovakia in the third position. The first Cameroonian in the lap only appeared at the 10th position, in the person of Kamzong Abessolo
While the Moroccans relished their victory, Cameroonians gnashed their teeth as it was a bad day for Cameroon. One of the two Cameroonian hopefuls for final victory, Yemeli Herman 4th on the general classification after the third lap, threw in the towel after a mechanical breakdown. Also, Geremie Nzeke who was leading the race after the fourth round of the close circuit suffered four tyre punctures that made him to end up in the 29th position with some three minutes behind the lap winner.
The yellow jersey remains the property of Er Rafai Mohamed Amine Essaid as he still tops the general classification table. He is followed by fellow country man Mraouni Salaheddine in the second position. Mbah HervĂ© Raoul comes third with two minutes and nine seconds behind the bearer of the yellow jersey and represents Cameroonâs best hope of winning the competition.

They also won the fourth lap of the race yesterday thorough run within the city of Douala over a distance of 103km.
Morocco continues to dictate the pace at the ongoing 13th edition of the international cycling tour of Cameroon. They did not only win the fourth lap yesterday but also conserved the most coveted jersey of the competition, that is the yellow jersey of the race leader. After Er Rafai Mohamed Amine on the first day and Saadoune Abdelati on the second day, it was the turn of Makhchoun Mounir to emerge out of the blues to give Morocco their third lap victory in the competition.
He was closely followed by Mengis Ghereindrias Amanue, an Eritrean who runs for Bike Aid velo club of Germany in the second position and Kovac Maros of Slovakia in the third position. The first Cameroonian in the lap only appeared at the 10th position, in the person of Kamzong Abessolo
While the Moroccans relished their victory, Cameroonians gnashed their teeth as it was a bad day for Cameroon. One of the two Cameroonian hopefuls for final victory, Yemeli Herman 4th on the general classification after the third lap, threw in the towel after a mechanical breakdown. Also, Geremie Nzeke who was leading the race after the fourth round of the close circuit suffered four tyre punctures that made him to end up in the 29th position with some three minutes behind the lap winner.
The yellow jersey remains the property of Er Rafai Mohamed Amine Essaid as he still tops the general classification table. He is followed by fellow country man Mraouni Salaheddine in the second position. Mbah HervĂ© Raoul comes third with two minutes and nine seconds behind the bearer of the yellow jersey and represents Cameroonâs best hope of winning the competition.

Ce portefeuille est dâune importance indĂ©niable dans la perspective de lâatteinte de lâobjectif global du DSCE, Ă savoir un Cameroun Ă©mergent en 2035. En intervenant dans les secteurs aussi divers que lâĂ©nergie, les transports, le dĂ©veloppement rural, lâassainissement, lâĂ©ducation, les filets sociaux et la santĂ© nous voulons marquer notre engagement auprĂšs du Cameroun pour une rĂ©duction substantielle de la pauvretĂ© Ă travers un taux de croissance soutenu et inclusif. Cet engagement se trouvera considĂ©rablement renforcĂ© avec les projets en cours de prĂ©paration dâune enveloppe globale de prĂšs dâun milliard de dollars US. Il sâagit notamment des projets :

China Upbeat About Attaining Development Goals
Premier Li Keqiang said Tuesday that reforms in place would stimulate market vitality to power growth.
With the global economy far from surmounting challenges that have held it down for years now, the powers that be in China say the country is capable of rising above the hurdles to attain development objectives set for 2016. Premier Li Keqiang on Tuesday March 16, 2016 told the national and international media at the Golden Room of the Great Hall of the People in the capital, Beijing, that reforms in place would bolster market performance, one of the main drivers of sustainable growth. China projects a 6.5 to 7 per cent growth rate this year.
âThere are more hopes than difficulties. Chinaâs economy will not suffer a hard landing because we still have enough potential and mass creativity of our people and reforms in place will bolster market vitality,â Premier Li Keqiang said. He said even last year that the global economic growth got to its lowest in six years, that of China stayed afloat hitting 6.9 per cent at yearâs end.
The press conference came at the end of two sessions of the countryâs lawmakers â the National Peopleâs Congress and the fourth session of the 12th National Committee of the Chinese Peopleâs Political Consultative Conference (CPPCC). All of them examined the countryâs roadmap for the ongoing fiscal year and other burning issues needed to consolidate Chinaâs vibrant growing economy status.
One of the outcomes of the just-ended sessions is the endorsement by the legislators of Chinaâs 13th Five-year Development Plan. The 2016-2020 development blueprint seeks to maintain a medium-high growth with focus on innovation, better coordination, green development, opening up and sharing to fulfill the countryâs inclusive development objectives. The Premier noted with satisfaction that the country âhas passed the stress test and gained good experience to take off with the 13th Five-year Development Plan.â
Other areas of interest at the Tuesdayâs press conference were Chinaâs relations with other global economic giants, notably Russia, America and Japan. Premier Li Keqiang, like other Members of his Government who faced the press on regular basis throughout the over two- week sessions, said Chinaâs foreign policy of non-interference in the internal political affairs of partner countries and mutual respect for win-win cooperation prevails. The go-ahead of the Peopleâs Representatives to governmentâs development roadmap after the sessions therefore set the stage for China in her battle to escape threatening global troubled waters.

Sergio Matterella a bouclé sa visite au Cameroun
A lâaĂ©roport de YaoundĂ©-Nsimalen oĂč il a raccompagnĂ© son hĂŽte, le prĂ©sident Paul Biya annoncĂ© sa participation au prochain sommet Italie-Afrique Ă Rome.
Lâavion transportant le prĂ©sident italien, Sergio Matterella, a pris les airs hier Ă 10 h. Ainsi se bouclait une visite dense de quatre jours entamĂ©e jeudi dernier. Les coups de canon en moins, la pluie ayant arrosĂ© YaoundĂ©, tout au long de la matinĂ©e, en plus, la cĂ©rĂ©monie dâau revoir sâest dĂ©roulĂ©e avec le mĂȘme dispositif protocolaire quâĂ lâarrivĂ©e du prĂ©sident italien.
La note distinctive est venue de lâunivers du verbe. Avec la lecture dâun communiquĂ© de presse conjoint et une interview des deux chefs dâEtat. Le prĂ©sident Paul Biya estime que cette visite a fait « un grand honneur au Cameroun ». Dâautant quâĂ son avis, les accords signĂ©s vont contribuer Ă renforcer une amitiĂ© ancienne. Le chef de lâEtat annonce sa participation au prochain sommet Italie-Afrique prĂ©vu au mois de mai Ă Rome. Lâon a appris, Ă lâissue de leur tĂȘte-Ă - tĂȘte de jeudi, que son hĂŽte lâavait dĂ©jĂ invitĂ© Ă effectuer une visite officielle en Italie.
Sergio Mattarella a saluĂ© la coexistence pacifique entre communautĂ©s et diffĂ©rentes religions au Cameroun. Tout en encourageant le peuple camerounais Ă dĂ©fendre et promouvoir ce modĂšle de coexistence, dâharmonie, de valorisation des diffĂ©rences. Il a manifestĂ© son soutien au Cameroun dans sa lutte contre le terrorisme. Il a exprimĂ© sa solidaritĂ© aux victimes des exactions de Boko Haram. Le prĂ©sident italien a promis Ă cet Ă©gard une nouvelle contribution en faveur du Haut-commissariat des Nations unies pour les RĂ©fugiĂ©s, afin de gĂ©rer les problĂšmes dâurgence humanitaire dans lâExtrĂȘme-Nord.

Il rappelle, en plus, la signature au cours de la visite de trois accords renforçant le cadre juridique de la coopĂ©ration bilatĂ©rale : lâaccord dâexonĂ©ration des visas de court sĂ©jour pour les titulaires de passeports diplomatiques et de service, lâaccord de coopĂ©ration culturelle, technique et scientifique et le Document cadre pour lâutilisation des ressources issues de lâannulation de la dette du Cameroun envers lâItalie. Lâavion transportant le prĂ©sident italien, Sergio Matterella, a pris les airs hier Ă 10 h. Ainsi se bouclait une visite dense de quatre jours entamĂ©e jeudi dernier. Les coups de canon en moins, la pluie ayant arrosĂ© YaoundĂ©, tout au long de la matinĂ©e, en plus, la cĂ©rĂ©monie dâau revoir sâest dĂ©roulĂ©e avec le mĂȘme dispositif protocolaire quâĂ lâarrivĂ©e du prĂ©sident italien.
La note distinctive est venue de lâunivers du verbe. Avec la lecture dâun communiquĂ© de presse conjoint et une interview des deux chefs dâEtat. Le prĂ©sident Paul Biya estime que cette visite a fait « un grand honneur au Cameroun ». Dâautant quâĂ son avis, les accords signĂ©s vont contribuer Ă renforcer une amitiĂ© ancienne. Le chef de lâEtat annonce sa participation au prochain sommet Italie-Afrique prĂ©vu au mois de mai Ă Rome. Lâon a appris, Ă lâissue de leur tĂȘte-Ă - tĂȘte de jeudi, que son hĂŽte lâavait dĂ©jĂ invitĂ© Ă effectuer une visite officielle en Italie.
Sergio Mattarella a saluĂ© la coexistence pacifique entre communautĂ©s et diffĂ©rentes religions au Cameroun. Tout en encourageant le peuple camerounais Ă dĂ©fendre et promouvoir ce modĂšle de coexistence, dâharmonie, de valorisation des diffĂ©rences. Il a manifestĂ© son soutien au Cameroun dans sa lutte contre le terrorisme. Il a exprimĂ© sa solidaritĂ© aux victimes des exactions de Boko Haram. Le prĂ©sident italien a promis Ă cet Ă©gard une nouvelle contribution en faveur du Haut-commissariat des Nations unies pour les RĂ©fugiĂ©s, afin de gĂ©rer les problĂšmes dâurgence humanitaire dans lâExtrĂȘme-Nord.
Le communiquĂ© de presse conjoint a Ă©tĂ© lu dans sa version française par Lejeune Mbella Mbella, ministre camerounais des Relations extĂ©rieures. Il rappelle, en plus, la signature au cours de la visite de trois accords renforçant le cadre juridique de la coopĂ©ration bilatĂ©rale : lâaccord dâexonĂ©ration des visas de court sĂ©jour pour les titulaires de passeports diplomatiques et de service, lâaccord de coopĂ©ration culturelle, technique et scientifique et le Document cadre pour lâutilisation des ressources issues de lâannulation de la dette du Cameroun envers lâItalie. Ont Ă©tĂ© Ă©galement signĂ©s Ă lâoccasion, le protocole dâaccord entre lâEcole nationale supĂ©rieure des Travaux publics et lâuniversitĂ© de Padoue, ainsi que le mĂ©morandum dâentente entre le ministĂšre de lâHabitat et le dĂ©partement dâIngĂ©nierie civile, architectural et environnemental de la mĂȘme universitĂ©.
Ce sont au final, deux chefs dâEtat satisfaits qui se sont sĂ©parĂ©s au pied de lâĂ©chelle de coupĂ©e, aprĂšs un ultime cadeau de Paul Biya Ă son homologue, un album photos-souvenir.
